【摘要】：遼寧沿海經(jīng)濟(jì)帶是中國最具發(fā)展?jié)摿Φ慕?jīng)濟(jì)區(qū)域之一,在全國具有重要的經(jīng)濟(jì)地位和戰(zhàn)略地位,具有明顯的交通、區(qū)位優(yōu)勢以及良好的產(chǎn)業(yè)基礎(chǔ),豐富的土地資源和勞動力資源。遼寧沿海經(jīng)濟(jì)帶也是東北老工業(yè)基地振興和我國面向東北亞開放合作的重要區(qū)域,在全國區(qū)域協(xié)調(diào)發(fā)展和創(chuàng)建互利共贏的開放格局中具有重要戰(zhàn)略地位。在經(jīng)濟(jì)全球化和區(qū)域經(jīng)濟(jì)一體化發(fā)展的大背景下,遼寧沿海經(jīng)濟(jì)帶中怎樣實(shí)現(xiàn)公共部門的有效管理,如何協(xié)調(diào)地方政府之間的關(guān)系,加強(qiáng)合作,建立良好的合作機(jī)制,共同參與遼寧沿海經(jīng)濟(jì)帶建設(shè)需要進(jìn)行深入研究。 地方政府間合作機(jī)制的建立將對區(qū)域經(jīng)濟(jì)一體化發(fā)展起到關(guān)鍵的影響。本文從公共管理主體的角度出發(fā),嘗試在區(qū)域經(jīng)濟(jì)一體化發(fā)展中地方政府合作機(jī)制構(gòu)建方面做出一些探索。提出政府充分發(fā)揮其職能,不斷消除影響發(fā)展的體制性障礙、地方保護(hù)主義、產(chǎn)業(yè)同構(gòu)競爭等制約沿海經(jīng)濟(jì)帶發(fā)展的因素,以提高政府的區(qū)域公共管理能力和實(shí)現(xiàn)區(qū)域經(jīng)濟(jì)一體化的目的。特別指出的是,本文中“地方政府”指的是遼寧沿海經(jīng)濟(jì)帶中不同行政區(qū)劃的地方政府,“地方政府合作”指的是同一區(qū)域內(nèi),即遼寧沿海經(jīng)濟(jì)帶中各地方政府間的橫向合作。 本文分為四個章節(jié)：第一章緒論,主要介紹遼寧沿海經(jīng)濟(jì)帶地方政府合作機(jī)制研究背景與意義、相關(guān)概念、國內(nèi)外研究綜述以及本文的研究方法和內(nèi)容；第二章介紹遼寧沿海帶經(jīng)濟(jì)帶中地方政府合作現(xiàn)狀以及對經(jīng)濟(jì)產(chǎn)生的積極影響,提出政府合作過程中存在問題,并分析影響政府合作的原因；第三章提出優(yōu)化遼寧沿海經(jīng)濟(jì)帶的合作機(jī)制的方案,對合作機(jī)制進(jìn)行設(shè)計和可行性論證；第四正章提出加強(qiáng)遼寧沿海經(jīng)濟(jì)帶政府合作的具體對策,包括完善合作的機(jī)制和構(gòu)建科學(xué)合理的績效考核機(jī)制。
[Abstract]:Liaoning coastal economic belt is one of the most potential economic regions in China. It has an important economic and strategic position in the whole country, has obvious transportation, location advantages and a good industrial base. Abundant land and labor resources. Liaoning coastal economic belt is also an important region for the revitalization of northeast China's old industrial base and our country's opening and cooperation facing Northeast Asia. It plays an important strategic role in the coordinated development of national regions and the establishment of a win-win pattern of opening up. Under the background of economic globalization and regional economic integration, how to realize the effective management of public sector, how to coordinate the relationship between local governments, how to strengthen cooperation, and how to establish a good cooperation mechanism in Liaoning coastal economic belt, Joint participation in the construction of Liaoning coastal economic belt needs in-depth study. The establishment of cooperation mechanism between local governments will play a key role in the development of regional economic integration. This paper tries to make some exploration on the construction of local government cooperation mechanism in the development of regional economic integration from the perspective of public administration subject. It is proposed that the government should give full play to its functions, constantly remove the institutional obstacles that affect development, local protectionism, industrial competition, and other factors that restrict the development of the coastal economic belt. In order to improve the government's regional public management capacity and achieve the goal of regional economic integration. It is especially pointed out that the term "local government" in this paper refers to the local government of different administrative divisions in Liaoning coastal economic belt, and "local government cooperation" refers to the horizontal cooperation among local governments in the same region, that is, Liaoning coastal economic belt. This paper is divided into four chapters: the first chapter is introduction, mainly introduces the research background and significance of the local government cooperation mechanism of Liaoning coastal economic belt, the related concepts, the domestic and foreign research summary, as well as the research method and the content of this paper; The second chapter introduces the current situation of local government cooperation in Liaoning coastal economic belt and its positive impact on the economy, points out the existing problems in the process of government cooperation, and analyzes the reasons that affect the government cooperation. The third chapter puts forward the plan of optimizing the cooperation mechanism of Liaoning coastal economic belt, designs and proves the feasibility of the cooperation mechanism; the fourth chapter puts forward the concrete countermeasures to strengthen the government cooperation of Liaoning coastal economic belt. It includes perfecting the cooperation mechanism and constructing the scientific and reasonable performance appraisal mechanism.
