重大突發(fā)公共事件中政府與第三部門的協(xié)調(diào)應(yīng)對研究

【摘要】:當(dāng)前我國已進(jìn)入社會轉(zhuǎn)型的特殊時期,重大突發(fā)公共事件頻發(fā),并呈現(xiàn)常態(tài)化和多元化的特點(diǎn)。突發(fā)公共事件既包括傳統(tǒng)的自然災(zāi)害和生產(chǎn)性事故,又包括公共衛(wèi)生事件、環(huán)境污染事件、食品安全事故、還包括涉及信仰危機(jī)、合法性危機(jī)的社會群體性事件,重大突發(fā)公共事件得不到有效應(yīng)對將急劇改變公共管理和公共資源配置秩序,導(dǎo)致社會運(yùn)作機(jī)制中斷和癱瘓,因此如何有效應(yīng)對非常關(guān)鍵。面對如此復(fù)雜的公共事件類型和千差萬別的成因,完全靠政府一方的力量往往已不現(xiàn)實,它涉及政府、企業(yè)、第三部門等多個主體協(xié)調(diào)治理的領(lǐng)域。本文選取了其中的政府與第三部門的協(xié)調(diào)應(yīng)對作為研究的主題。政府失靈與市場失靈的交互存在賦予了第三部門存在和發(fā)展的重要意義,隨著“全球社團(tuán)革命”的到來,我國第三部門的力量也迅速壯大,第三部門以其區(qū)別市場與政府的運(yùn)作機(jī)理成為應(yīng)對重大突發(fā)公共事件的重要組織力量。第三部門在社會治理、社會管理中的特殊作用,以及日益顯現(xiàn)的與政府的合作互補(bǔ)功能,都告訴人們一個不爭的事實,政府要有效應(yīng)對重大突發(fā)公共事件,必須與第三部門展開合作,協(xié)調(diào)應(yīng)對。但政府與第三部門的協(xié)調(diào)應(yīng)對還存在諸多困境,有來自政府的思維慣性困境,有來自第三部門自身的內(nèi)生性困境,還有來自政府與第三部門協(xié)作應(yīng)對無序的困境。其中既有我國原有計劃經(jīng)濟(jì)體制和現(xiàn)有“雙重管理體制”的體制性弊端,也有第三部門自律不足、相關(guān)法律法規(guī)缺失與滯后,以及我國公民社會基礎(chǔ)薄弱,志愿文化欠缺,民眾的危機(jī)應(yīng)對素質(zhì)不高等多種原因所致。通過對美國、日本在政府與第三部門協(xié)調(diào)應(yīng)對方面的經(jīng)驗考察與借鑒,筆者認(rèn)為我國應(yīng)從政府、第三部門、社會三重維度出發(fā),構(gòu)建政府與第三部門協(xié)調(diào)應(yīng)對重大突發(fā)公共事件的協(xié)調(diào)機(jī)制,即建立在相互信任基礎(chǔ)上的第三部門參與激勵機(jī)制,政府與第三部門的信息互通機(jī)制、利益表達(dá)溝通機(jī)制、決策協(xié)調(diào)機(jī)制和互為監(jiān)督機(jī)制,真正實現(xiàn)社會有序、穩(wěn)定、協(xié)調(diào)發(fā)展。
[Abstract]:At present, China has entered a special period of social transformation, with frequent occurrence of public incidents and characteristics of normalization and pluralism. Public emergencies include both traditional natural disasters and productive accidents, including public health events, environmental pollution events, food safety accidents, and the crisis of belief and legitimacy. Social group events, the lack of effective response to public emergencies, will dramatically change the public management and public resource allocation order, cause social operation mechanism to break and paralysis, so how to effectively deal with it is very critical. Facing such complex types of public events and thousands of other causes, the power of the government is always on the power of the government. It is not realistic. It involves many subjects such as government, enterprise and third departments. This paper selects the coordinated response between the government and the third sector as the subject of the study. The interaction between the government failure and the market failure gives the importance of the existence and development of the third sectors, with the "global community revolution" to the point. The strength of the third sector of our country has also grown rapidly. The third sector has become an important organizational force to deal with major public incidents by distinguishing the market and the operation mechanism of the government. The third departments have a special role in social governance, social management, and the increasingly apparent cooperation and complementarity with the government. The government should cooperate with the third sector and coordinate the response, but there are many difficulties in coordinating the coordination of the government and the third sector, with the dilemma of thinking from the government, the endogeneity from the third sector, and the coordination of the government and the third departments to cope with the disorder. Among them, there are both the existing planned economic system and the existing "dual management system" in our country, as well as the shortcomings of the third departments, lack of self-discipline, the lack of relevant laws and regulations, and the lack of civil society in our country, the lack of voluntary culture, and the poor quality of the people's crisis. Based on the experience and reference of the government and the third sector, the author believes that China should set out from the government, the third sector and the social three dimensions, to build the coordination mechanism between the government and the third department to coordinate the major public emergencies, namely, the third sector participation incentive mechanism based on the mutual trust, the government and the third party. The three sector's information exchange mechanism, interest expression and communication mechanism, decision-making coordination mechanism and mutual supervision mechanism can truly achieve orderly, stable and coordinated development of the society.
