【摘要】：正土地儲備是指政府部門或指定的公共管理機(jī)構(gòu)依法取得土地,進(jìn)行前期整理開發(fā)和儲存,選擇合適的時(shí)機(jī)出讓,是政府經(jīng)營土地資產(chǎn),有序?qū)嵤┏鞘幸?guī)劃以及合理調(diào)控房地產(chǎn)市場的重要手段。但目前就大多數(shù)實(shí)施土地儲備制度的城市而言,土地儲備的運(yùn)作未能與城市規(guī)劃緊密結(jié)合,導(dǎo)致土地儲備工作常常陷入被動,土地資源的最佳效益未能得到發(fā)揮。一、土地儲備與城市規(guī)劃的關(guān)系1.土地儲備是促進(jìn)城市規(guī)劃實(shí)施的手段缺少土地儲備出讓機(jī)制,政府將無法壟斷城市
[Abstract]:Land reserve means that government departments or designated public administration agencies acquire land according to law, conduct pre-arrangement, development and storage, select the right time to sell, and the government manages land assets. Orderly implementation of urban planning and rational control of the real estate market is an important means. However, in most cities where land reserve system is implemented, the operation of land reserve is not closely combined with urban planning, which results in the land reserve work often falling into a passive position, and the best benefit of land resources can not be brought into play. First, the relationship between land reserve and urban planning 1. Land reserve is the means to promote the implementation of urban planning. The government will not be able to monopolize the city because of the lack of land reserve transfer mechanism.
