【摘要】：正圍繞滿足人民群眾的醫(yī)療需求,構建集醫(yī)療服務、康復保健、健康管理與保險服務為一體的供給體系,是"十三五"實現(xiàn)醫(yī)療"供給側改革"的重要任務。計劃經濟思維頑疾還需進一步破除。經濟學家周其仁早在2007年曾一針見血地指出:衛(wèi)生部門是"開放最差的部門",尤其無視公共部門的"共性""一般性"及"公共管理"屬性,忽視醫(yī)療資源"供不應求"規(guī)律,過分強調醫(yī)療"業(yè)務技術特殊性";既懼怕醫(yī)療市場的嚴酷競爭,又對"服務準入"管制過嚴,加上"價格行政管制多",致使計劃經濟思維頑疾
[Abstract]:It is an important task for the 13th Five-Year Plan to realize the "supply-side reform" of medical treatment by building a supply system that integrates medical services, rehabilitation care, health management and insurance services around meeting the medical needs of the masses. The stubborn disease of planned economy thinking still needs to be further eradicated. As early as 2007, the economist Zhou Qiren pointed out that the health sector is the "worst open sector," especially ignoring the "commonality", "generality" and "public management" of the public sector, and ignoring the rule that medical resources are "in short supply". Too much emphasis on the particularity of medical "business technology", fear of severe competition in the medical market, too strict control of "service access" and "more administrative control of price", resulting in persistent thinking in planned economy
