整體性治理視域中的鄉(xiāng)鎮(zhèn)政府職能轉(zhuǎn)變研究

【摘要】:鄉(xiāng)鎮(zhèn)政府作為當前中國農(nóng)村的基層政權(quán)組織,是各級政府中的最低層級,處在基層一線,是“三農(nóng)”工作的直接領(lǐng)導(dǎo)者,負責黨和國家方針政策和各項法律法規(guī)的宣傳貫徹執(zhí)行,并以國家政權(quán)實施者的身份規(guī)劃和組織新農(nóng)村建設(shè),直接為“三農(nóng)”提供公共服務(wù)。因此,鄉(xiāng)鎮(zhèn)政府的這種特殊地位使得鄉(xiāng)鎮(zhèn)政府的職能轉(zhuǎn)變變得尤為重要、更具現(xiàn)實意義。隨著實踐的不斷推進,鄉(xiāng)鎮(zhèn)政府職能轉(zhuǎn)變在取得一定成效的同時也存在著職能弱化、財力不足、機構(gòu)人員膨脹、個別工作人員整體素質(zhì)較低等問題。整體性治理作為治理理論的重要組成部分,是當下公共管理研究領(lǐng)域的重要理論方法,從整體性治理視域出發(fā)對當前鄉(xiāng)鎮(zhèn)政府職能轉(zhuǎn)變進行研究是治理理論在公共管理領(lǐng)域以及鄉(xiāng)鎮(zhèn)政府職能轉(zhuǎn)變研究相結(jié)合的產(chǎn)物,具有重要的理論意義與實踐意義。整體性治理具有以政府職能轉(zhuǎn)變?yōu)樾袆忧腥朦c、以公眾需要為服務(wù)基準點、以信息技術(shù)為支撐點等特點,具有回應(yīng)公共需求、承擔公共責任、追求公共利益等價值理念。整體性治理理論包括大部制改革實現(xiàn)政府職能轉(zhuǎn)變、治理主體的多元化促進合作機制建設(shè)、治理網(wǎng)絡(luò)化提供無縫隙公共服務(wù)等治理機制。整體性治理理論之于鄉(xiāng)鎮(zhèn)政府職能轉(zhuǎn)變不僅具有現(xiàn)實性,更具有可行性。Y鎮(zhèn)政府職能轉(zhuǎn)變?nèi)〉昧艘欢ǖ某煽?但是仍然存在著一定的問題:鄉(xiāng)鎮(zhèn)政府職能定位模糊、鄉(xiāng)鎮(zhèn)政府職能關(guān)系不順、鄉(xiāng)鎮(zhèn)政府職能運行欠通暢,主要是由鄉(xiāng)鎮(zhèn)整體性治理觀念欠缺、鄉(xiāng)鎮(zhèn)政府機構(gòu)設(shè)置繁雜、鄉(xiāng)鎮(zhèn)政府職能轉(zhuǎn)變的制度保障缺失、鄉(xiāng)鎮(zhèn)政府職能轉(zhuǎn)變的考核標準不夠科學等原因造成的。因此,整體性治理視域中鄉(xiāng)鎮(zhèn)政府職能轉(zhuǎn)變的路徑選擇為:培養(yǎng)鄉(xiāng)鎮(zhèn)政府公職人員公共性與整體性的價值意識,促進鄉(xiāng)鎮(zhèn)政府職能整合,構(gòu)建關(guān)系協(xié)調(diào)機制,實現(xiàn)信息共享,完善鄉(xiāng)鎮(zhèn)政府職能轉(zhuǎn)變的制度保障。
[Abstract]:The township government, as the grassroots political organization in China's rural areas, is the lowest level of government at all levels, is at the grass-roots level, and is the direct leader in the work of "agriculture, countryside and farmers." To be responsible for the propaganda and implementation of the party and state policies and laws and regulations, and to plan and organize the construction of the new countryside as the executor of the state power, and to provide public services directly for the "three rural areas". Therefore, the special status of township government makes the function transformation of township government become more important and more practical significance. With the continuous promotion of practice, the function transformation of township government has some problems, such as weakening of function, lack of financial resources, expansion of organization personnel, low overall quality of individual staff and so on. As an important part of governance theory, holistic governance is an important theoretical method in the field of public management research. From the perspective of holistic governance, the research on the function transformation of township government is the result of the combination of governance theory in the field of public administration and the transformation of township government function, which has important theoretical and practical significance. Holistic governance has the characteristics of changing government functions into action, taking public needs as service reference points and information technology as supporting points, and so on. It has the value idea of responding to public demand, assuming public responsibility and pursuing public interests. The theory of holistic governance includes the transformation of government functions through the reform of the large department system, the diversification of governance subjects to promote the construction of cooperative mechanism, and the governance mechanism of providing seamless public services through governance network. The theory of holistic governance is not only realistic, but also feasible. Y. town government function transformation has made some achievements, but there are still some problems: the function of township government is vague. The function relationship of township government is not smooth, the function of township government is not smooth, it is mainly due to the lack of the concept of holistic governance of township, the complicated setting of township government organization, and the lack of institutional guarantee for the transformation of township government function. The assessment standard of township government function transformation is not scientific and so on. Therefore, the way to change the functions of township government in the perspective of holistic governance is to cultivate the public and integrity value consciousness of township government officials, to promote the integration of township government functions, to build a mechanism for coordination of relations, and to realize information sharing. We will improve the institutional guarantee for the transformation of township government functions.
