【摘要】：信息技術(shù)、通信技術(shù)、計算機技術(shù)的飛速發(fā)展及快速普及應(yīng)用，極大的改變了社會生產(chǎn)和日常生活方式，推動社會經(jīng)濟(jì)發(fā)展和生活便利化。作為信息化的重要應(yīng)用領(lǐng)域之一，電子政府/電子政務(wù)在全球范圍內(nèi)受到廣泛的重視。國內(nèi)外電子政務(wù)系統(tǒng)應(yīng)用及部署持續(xù)加快，對于提高政府事務(wù)處理的信息流效率、改善政府組織和公共管理起到了積極的推動作用，國外發(fā)達(dá)國家電子政務(wù)信息化建設(shè)起步較早，截至目前國外發(fā)達(dá)國家都提出針對性國家層面電子政務(wù)發(fā)展實施規(guī)劃，如英國政府提出的電子政府現(xiàn)代化計劃（Modernizing Government）、美國政府提出的電子政務(wù)再構(gòu)建計劃（Reinvent Government）、新加坡提出的政府互聯(lián)計劃（Connected Government）。在電子政務(wù)信息化建設(shè)方面，國外發(fā)達(dá)國家也取得了豐富成果。我國的電子政務(wù)起步于20世紀(jì)80年代末期，各級政府機關(guān)開展了辦公自動化工程，建立了各種縱向及橫向地內(nèi)部信息辦公網(wǎng)絡(luò)，并建立了覆蓋稅務(wù)、海關(guān)等部門的信息應(yīng)用系統(tǒng)，我國電子政務(wù)發(fā)展取得了長足的進(jìn)步。財務(wù)管理作為電子政務(wù)的重要方面，特別是經(jīng)濟(jì)形勢不斷變換的情況下，需要以科學(xué)發(fā)展的眼光，推進(jìn)財務(wù)管理內(nèi)容的創(chuàng)新、財務(wù)管理手段的創(chuàng)新以及財務(wù)管理制度的創(chuàng)新，以更好的適應(yīng)新形勢下財務(wù)管理工作的需要。 目前，國內(nèi)部分政府財務(wù)管理能力還較弱，總體上還基于財務(wù)報表進(jìn)行簡單化掛了你，財務(wù)管理自動化水平較低、智能化應(yīng)用欠缺，許多深層次、復(fù)雜性計算工作仍然需要人工去手工計算，這導(dǎo)致了財務(wù)管理的勞動強度大、效率低、成本高，浪費了大量的人力、物力和財力。研制智能化、自動化的財務(wù)報表系統(tǒng)迫在眉睫，如何在現(xiàn)有經(jīng)營環(huán)境下選擇最佳的財務(wù)管理模式，使用最優(yōu)的財務(wù)管理系統(tǒng)，推進(jìn)財務(wù)信息化，強化電子政務(wù)的開展，是一個值得研究和探討的問題。針對財務(wù)管理需要以及現(xiàn)有財務(wù)管理軟件存在的不足，，論文結(jié)合本單位實際特點設(shè)計實現(xiàn)電子政務(wù)智能化報表系統(tǒng)，重點研究分布式財務(wù)辦公軟件系統(tǒng)，主要功能包括：財務(wù)報表動態(tài)計算、臺帳自動生成、財務(wù)辦公自動化三個方面，能夠較好地解決了財政局、母公司、子公司三級單位之間財務(wù)辦公的信息化管理、交流與監(jiān)控等工作。電子政務(wù)智能化報表系統(tǒng)能較好的解決目前面臨的突出矛盾，極大提高工作效率和服務(wù)質(zhì)量，為信息化建設(shè)的持續(xù)深入奠定基礎(chǔ)。
[Abstract]:The rapid development and application of information technology, communication technology and computer technology have greatly changed the way of social production and daily life, and promoted the development of social economy and life facilitation. As one of the important application fields of information technology, e-government / e-government is paid more and more attention in the world. The application and deployment of e-government system at home and abroad have been accelerated continuously, which has played a positive role in improving the efficiency of information flow in government affairs processing and improving government organization and public management. The information construction of electronic government in foreign developed countries started early. Up to now, the developed countries have put forward the implementation plan of e-government development at the national level. For example, the British government's e-government modernization plan modernizes the government, the United States government proposes the e-government reconstruction plan, and Singapore's government interconnection initiative is connected. In the field of e-government information construction, foreign developed countries have also made rich achievements. The electronic government affairs of our country started in the late 1980s. The government agencies at all levels carried out office automation projects, established various vertical and horizontal internal information office networks, and established tax coverage. Customs and other departments of information application system, our country has made great progress in the development of e-government. Financial management, as an important aspect of e-government, especially under the situation of changing economic situation, needs to promote the innovation of financial management content, means of financial management and the innovation of financial management system with the vision of scientific development. To better meet the needs of financial management under the new situation. At present, the financial management ability of some domestic governments is still relatively weak. On the whole, it also simplifies you based on financial statements. The level of financial management automation is relatively low, the intelligent application is lacking, and there are many deep levels. The complexity calculation still needs manual calculation, which leads to the high labor intensity, low efficiency and high cost of financial management, which waste a lot of manpower, material and financial resources. It is urgent to develop an intelligent and automatic financial statement system. How to choose the best financial management mode under the existing operating environment, how to use the optimal financial management system, how to promote financial information, and how to strengthen the development of e-government, It is a problem worth studying and discussing. In view of the need of financial management and the shortcomings of the existing financial management software, this paper designs and implements the intelligent report system of e-government based on the actual characteristics of the unit, and focuses on the research of distributed financial office software system. The main functions include: dynamic calculation of financial statements, automatic generation of accounts, and financial office automation, which can better solve the information management of financial office between the three levels of financial bureau, parent company and subsidiary company. Communication and monitoring work. The intelligent report system of E-government can solve the outstanding contradiction, improve the working efficiency and service quality, and lay the foundation for the information construction.
