【摘要】：發(fā)展農業(yè)機械化,是提高農業(yè)勞動生產率與農業(yè)生產力,改善農民生產生活條件的重要途徑；是縮小城鄉(xiāng)差別,提高農業(yè)和農村經濟水平的重要條件。科學合理的農業(yè)機械化發(fā)展規(guī)劃,對區(qū)域內作為公共服務提供者和公共事務管理者的政府職能部門和農機管理機構,出臺相關扶持政策和實現措施發(fā)揮著重要的指導作用。對實現因地制宜、分類指導,促進農業(yè)機械化又快又好發(fā)展目標具有重要現實意義。自2004年《中華人民共和國農業(yè)機械化促進法》頒布后,中央連續(xù)8年出臺1號文件對我國農業(yè)機械化發(fā)展給與指導和扶持,我國的農業(yè)機械化進入大發(fā)展大繁榮時期。而湘潭市的農業(yè)機械化發(fā)展雖然取得了顯著的成績,但也存在著政府扶持引導力度不夠、發(fā)展不均衡、社會化服務水平不高、布局不合理、發(fā)展目標重點欠明確等亟待解決的問題。面對農業(yè)機械化發(fā)展的黃金時期,作為湘潭市農業(yè)機械化公共管理職能的實踐者：湘潭市各級農機管理部門,承擔著農業(yè)機械化發(fā)展的重要職責,要實現農業(yè)機械化的科化發(fā)展,就要整合社會資源,廣泛運用政治、法律、管理、經濟等方法,強化政府對農業(yè)機械化的管理能力,達到提高農業(yè)機械化管理的政府績效和服務品質的目的。湘潭市各級農機部門應通過公共政策管理的途徑,及時發(fā)現農業(yè)機械化管理中的公共問題,提出行動方案化解問題,遵循科學的方法和原則,進行農業(yè)機械化發(fā)展公共政策規(guī)劃與設計建立科學合理的湘潭市農業(yè)機械化發(fā)展規(guī)劃,并有效執(zhí)行農業(yè)機械化公共政策,構建相關的管理職能機制,實現發(fā)展規(guī)劃,以牢牢抓住發(fā)展機遇,打造農機強市,更好的服務“三農”,促進農業(yè)現代化早日實現。 本文首先簡要介紹選題背景與選題意義、綜合國內外農業(yè)機械化研究成果、明確農業(yè)機械化的內涵。然后運用公共管理學原理,通過調查研究、著重剖析湘潭市農業(yè)機械化發(fā)展的歷史與現狀、發(fā)展的主要成就、不足與制約因素。最后運用公共政策規(guī)劃與設計的原理,提出了農業(yè)機械化發(fā)展黃金時期的湘潭市農業(yè)機械化發(fā)展規(guī)劃,確立了基本原則、發(fā)展目標、發(fā)展重點、區(qū)域布局；運用公共政策執(zhí)行原理,重點探討了實現湘潭市農業(yè)機械化發(fā)展規(guī)劃的具體對策,主要是要完善湘潭市農機購置補貼機制、建立湘潭市農業(yè)機械工業(yè)發(fā)展機制、創(chuàng)新湘潭市農業(yè)機械安全監(jiān)理機制、構建湘潭市農業(yè)機械化政府投入機制,同時健全湘潭市其它農業(yè)機械化管理機制,以期為湘潭市農機管理部門指導農業(yè)機械化發(fā)展,提供參考和依據。
[Abstract]:The development of agricultural mechanization is an important way to improve agricultural labor productivity and agricultural productivity and to improve farmers' production and living conditions, as well as to narrow the gap between urban and rural areas and to improve the level of agriculture and rural economy. Scientific and reasonable development plan of agricultural mechanization plays an important role in guiding regional government functional departments and agricultural machinery management agencies as public service providers and managers of public affairs to issue relevant support policies and realize measures. It is of great practical significance to realize measures according to local conditions, classify guidance, and promote the goal of agricultural mechanization. Since the promulgation of the Agricultural Mechanization Promotion Law of the people's Republic of China in 2004, the Central Government has issued document No. 1 for eight consecutive years to give guidance and support to the development of agricultural mechanization in China, and agricultural mechanization in China has entered a period of great development and prosperity. Although the development of agricultural mechanization in Xiangtan City has made remarkable achievements, there are also insufficient government support and guidance, uneven development, low level of socialized service, and unreasonable layout. The development goal key point is not clear and so on the question urgently needs to be solved. Facing the golden period of the development of agricultural mechanization, as the practitioners of the public management function of agricultural mechanization in Xiangtan City, the management departments of agricultural machinery at all levels in Xiangtan City are shouldering the important responsibility of the development of agricultural mechanization. In order to realize the scientific development of agricultural mechanization, it is necessary to integrate social resources, make extensive use of political, legal, managerial and economic methods, and strengthen the government's ability to manage agricultural mechanization. To achieve the goal of improving the government performance and service quality of agricultural mechanization management. The agricultural machinery departments at all levels in Xiangtan City should, through the means of public policy management, promptly discover public problems in the management of agricultural mechanization, put forward action plans to resolve the problems, and follow scientific methods and principles. To plan and design the public policy for the development of agricultural mechanization, to establish a scientific and reasonable development plan for agricultural mechanization in Xiangtan City, to carry out the public policy of agricultural mechanization effectively, to construct the relevant management function mechanism, and to realize the development plan. In order to firmly seize the development opportunities, build agricultural machinery to strengthen the city, better serve the "three rural", promote the realization of agricultural modernization at an early date. Firstly, this paper briefly introduces the background and significance of the selected topic, synthesizes the research results of agricultural mechanization at home and abroad, and clarifies the connotation of agricultural mechanization. Then, by applying the principle of public management, through investigation and research, the paper analyzes the history and present situation of agricultural mechanization development in Xiangtan city, the main achievements of the development, the deficiency and the restrictive factors. Finally, using the principle of public policy planning and design, the paper puts forward the development plan of agricultural mechanization in Xiangtan city during the golden period of agricultural mechanization development, and establishes the basic principles, development objectives, development emphases and regional layout. Based on the principle of public policy implementation, this paper mainly discusses the concrete countermeasures to realize the development plan of agricultural mechanization in Xiangtan city, mainly to perfect the purchase subsidy mechanism of agricultural machinery in Xiangtan city, and to establish the development mechanism of agricultural machinery industry in Xiangtan city. To innovate the supervision mechanism of agricultural machinery safety in Xiangtan City, to construct the government input mechanism of agricultural mechanization in Xiangtan City, and to perfect other management mechanisms of agricultural mechanization in Xiangtan City, in order to guide the development of agricultural mechanization in Xiangtan City.
