【摘要】：隨著農(nóng)村改革不斷深入推進(jìn),長期存在的村級債務(wù)問題日益凸現(xiàn)出來。沉重的村級債務(wù)不僅嚴(yán)重阻礙到村級集體經(jīng)濟(jì)的發(fā)展,也危及農(nóng)村社會的穩(wěn)定,制約了農(nóng)村經(jīng)濟(jì)發(fā)展和新農(nóng)村建設(shè)的進(jìn)程,縣級政府的職能定位不準(zhǔn),農(nóng)村公共政策的缺失,影響了村級集體經(jīng)濟(jì)的快速發(fā)展,難以有效化解村級債務(wù)。特別是當(dāng)前,新農(nóng)村建設(shè)進(jìn)程的步伐加快,村級債務(wù)成為阻礙新農(nóng)村建設(shè)的“絆腳石”,解決好村級債務(wù)問題迫在眉睫,是關(guān)系到農(nóng)民切身利益的大問題。因此,加強(qiáng)村級債務(wù)問題的研究,特別是縣級政府在化解村級債務(wù)中的職能定位研究,對于促進(jìn)村級組織經(jīng)濟(jì)發(fā)展、提高農(nóng)民收入、維護(hù)農(nóng)村社會穩(wěn)定、推進(jìn)新農(nóng)村建設(shè)等,都具有重要的理論意義和現(xiàn)實(shí)意義。 論文以高郵市化解村級債務(wù)問題作為研究對象,充分運(yùn)用政府職能、公共管理理論、公共政策理論等相關(guān)理論,基于對其村級債務(wù)的調(diào)研分析,論述了縣級政府在化解村級債務(wù)中的職能,考察了高郵市村級債務(wù)的現(xiàn)狀,分析了化解村級債務(wù)過程中的縣級政府職能缺失及成因,提出了縣級政府化解村級債務(wù)中的優(yōu)化措施。這些舉措主要有：轉(zhuǎn)變政府職能,建設(shè)服務(wù)型政府；加大財政投入,提供農(nóng)村公共產(chǎn)品服務(wù)；創(chuàng)新體制機(jī)制,促進(jìn)農(nóng)村經(jīng)濟(jì)發(fā)展；加強(qiáng)隊(duì)伍建設(shè),提高依法行政能力。
[Abstract]:With the deepening of rural reform, the long-existing village-level debt problem has become increasingly prominent. Heavy village-level debt not only seriously hinders the development of village-level collective economy, but also endangers the stability of rural society, restricts the development of rural economy and the process of new rural construction, the function orientation of county government is not correct, and the rural public policy is missing. Affected the rapid development of village-level collective economy, it is difficult to effectively resolve the village-level debt. Especially at present, the pace of the construction of the new countryside is quickened, the village level debt becomes the "stumbling block" which hinders the new rural construction, it is urgent to solve the village level debt problem, which is a big problem related to the vital interests of the peasants. Therefore, to strengthen the study of the village debt problem, especially the research on the function orientation of the county government in resolving the village debt, can promote the economic development of the village organization, raise the income of the peasants, maintain the stability of the rural society, and promote the construction of the new countryside, etc. Both have important theoretical and practical significance. This paper takes Gaoyou City as the research object, makes full use of the government function, the public management theory, the public policy theory and so on, based on the investigation and analysis of the village debt. This paper discusses the function of county government in resolving village debt, investigates the present situation of village debt in Gaoyou City, and analyzes the lack of county government function and its causes in the process of resolving village debt. The paper puts forward the optimization measures of the county government to resolve the village level debt. These measures include: transforming government functions and building service-oriented government; increasing financial input to provide rural public goods services; innovating system and mechanism to promote rural economic development; strengthening the building of the ranks to improve the ability to administer according to law.
