應(yīng)對突發(fā)公共事件中我國政府形象管理的研究

【摘要】:良好的政府形象是政府的無形資產(chǎn),對于政府的工作有著事半功倍的作用,它有助于政府的服務(wù)理念得到優(yōu)化,使政府的公信力、凝聚力和號召力得到提升,從而保障政府的合法性和權(quán)威性,在政治、經(jīng)濟(jì)、文化建設(shè)等各個領(lǐng)域都有著強(qiáng)大的推動力。政府的形象的管理需要從日常管理中著手,形成規(guī)律性的、制度化的日常規(guī)范,但同時也要密切關(guān)注和重視非常態(tài)化下的政府形象,即應(yīng)對突發(fā)公共事件中的政府形象管理,可以為政府發(fā)揮高效危機(jī)管理能力提供有效保障。 近年來,我國突發(fā)公共事件頻發(fā),帶來財(cái)產(chǎn)的巨大損失,并危及著公眾生命安全,造成社會的不穩(wěn)定,由此經(jīng)常會對政府形象造成一定負(fù)面影響。但危險與機(jī)遇向來并存,政府如果能夠及時優(yōu)化管理,妥善處理和化解危機(jī),也就可以經(jīng)受危機(jī)考驗(yàn)而提升自身形象。所以說突發(fā)公共事件是政府形象管理的關(guān)鍵點(diǎn)或者說是轉(zhuǎn)折點(diǎn),不容輕視。另一方面,良好的政府形象又能增強(qiáng)政府的公信力,使公眾對于政府危機(jī)決策認(rèn)同感的提高,政府危機(jī)動員力大大增強(qiáng),減少社會混亂,從而促進(jìn)政府有效應(yīng)對突發(fā)公共事件。因此,,應(yīng)對突發(fā)公共事件中政府形象的管理具有一定的實(shí)際研究價值,這也是本文選題的意義所在。 本文從基本概念闡述出發(fā),借鑒前人的理論研究,結(jié)合中國實(shí)際,將政府形象管理置于突發(fā)公共事件的視角進(jìn)行思考。在研究中,采用理論和實(shí)踐相結(jié)合的方法、系統(tǒng)研究和文獻(xiàn)參考,選取了近年來我國突發(fā)公共事件造成影響中較為典型的標(biāo)本性事件“7·23動車追尾”,并結(jié)合其它實(shí)際案例,分析了當(dāng)下我國政府在應(yīng)對突發(fā)公共事件中政府形象管理的困境。同時,在公共管理的學(xué)科思想和理論的指導(dǎo)下,借鑒建議企業(yè)管理思想中的CIS(企業(yè)識別系統(tǒng)),從重塑政府形象理念、規(guī)范政府行為、統(tǒng)一政府視覺識別三個方面進(jìn)行困境的破解。
[Abstract]:A good image of the government is the intangible asset of the government, which has a double effect on the work of the government. It helps to optimize the service concept of the government and enhance the credibility, cohesion and appeal of the government. So as to ensure the legitimacy and authority of the government, in the political, economic, cultural construction and other fields have a strong driving force. The management of government image needs to start from the daily management to form regular and institutionalized daily norms, but at the same time, we should pay close attention to the non-normal government image, that is, to deal with the government image management in public emergencies. It can provide effective guarantee for the government to give full play to the ability of crisis management. In recent years, public emergencies occur frequently in our country, which brings great loss of property, endangers the safety of public life, and causes social instability, which often has a negative impact on the image of the government. But the danger and the opportunity always coexist, if the government can optimize the management in time, deal with and resolve the crisis properly, it can withstand the crisis test and improve its image. Therefore, public emergencies are the key point or turning point of government image management, which should not be belittled. On the other hand, a good image of the government can enhance the credibility of the government, enhance the public's sense of recognition for the government's crisis decision, greatly enhance the government's crisis mobilization power, reduce social chaos, and thus promote the government to deal with public emergencies effectively. Therefore, to deal with the management of government image in public emergencies has certain practical research value, which is the significance of this paper. This paper starts from the basic concept, draws lessons from the previous theoretical research, combines the Chinese reality, puts the government image management in the public emergency angle of view to carry on the ponder. In the research, by combining theory with practice, systematic research and literature reference, we select the typical specimen event "723 train rear-end" in recent years, and combine with other practical cases. This paper analyzes the plight of the government image management in dealing with public emergencies. At the same time, under the guidance of the subject thought and theory of public management, using CIS( Enterprise Identification system) in the thought of enterprise management as a reference, we can remodel the concept of government image and standardize government behavior. Unified government visual recognition of the three aspects of the plight of the solution.
