【摘要】：為科學(xué)合理地評價(jià)區(qū)域水資源管理現(xiàn)代化水平,從水資源保障、用水效率、水資源保護(hù)、水資源公共管理能力、水資源支撐能力5個(gè)方面構(gòu)建評價(jià)指標(biāo)體系,將模糊層次分析法(FAHP)和熵權(quán)法耦合,確定評價(jià)指標(biāo)綜合權(quán)重,基于物元理論建立水資源管理現(xiàn)代化評價(jià)模型。以南京市高淳區(qū)為例進(jìn)行評價(jià),結(jié)果表明,南京市高淳區(qū)水資源現(xiàn)代化管理水平處于初等現(xiàn)代化階段,與實(shí)際情況相符,驗(yàn)證了所構(gòu)建評價(jià)模型的可行性和有效性。
[Abstract]:In order to evaluate the modernization level of regional water resources management scientifically and reasonably, the evaluation index system is constructed from five aspects: water resources guarantee, water use efficiency, water resources protection, water resources public management ability and water resources supporting ability. The fuzzy analytic hierarchy process (FAHP) is coupled with the entropy weight method to determine the comprehensive weight of the evaluation index. Based on the matter-element theory, the evaluation model of water resources management modernization is established. Taking Gaochun District of Nanjing as an example, the results show that the level of water resources modernization management in Gaochun District of Nanjing City is in the primary modernization stage, which is consistent with the actual situation, and verifies the feasibility and effectiveness of the evaluation model.
