【摘要】：隨著我志愿服務(wù)活動(dòng)的快速發(fā)展,志愿服務(wù)的發(fā)展程度越來越成為判斷一個(gè)社會(huì)文明程度的標(biāo)準(zhǔn)之一,成為地區(qū)文明進(jìn)步、提高整體人口素質(zhì)、促進(jìn)社會(huì)健康運(yùn)轉(zhuǎn)、緩解社會(huì)矛盾的重要手段。作為全國文明城市,大連市的志愿服務(wù)活動(dòng)非�；钴S,但在發(fā)展中,也逐漸暴露出了例如社會(huì)認(rèn)識(shí)、法律保障、政策支持等方面的不足,志愿服務(wù)管理問題正日漸凸現(xiàn)出來。那么金州新區(qū)的志愿服務(wù)工作開展的到底如何?取得了哪些經(jīng)驗(yàn)和成效?發(fā)展趨勢怎么樣又究竟存在哪些問題?應(yīng)該制定什么樣的政策和措施進(jìn)行引導(dǎo)?這些問題顯然都是金州新區(qū)志愿服務(wù)發(fā)展現(xiàn)階段應(yīng)該研究的。 本文就上述問題,主要利用金州新區(qū)文明辦的統(tǒng)計(jì)材料和工作調(diào)查數(shù)據(jù),結(jié)合其他相關(guān)資料,通過采用文獻(xiàn)分析法、訪談法等研究方法,注重點(diǎn)面結(jié)合、定性分析和定量分析相結(jié)合,較為系統(tǒng)對(duì)金州新區(qū)志愿服務(wù)發(fā)展現(xiàn)狀進(jìn)行了總結(jié)歸納,針對(duì)志愿服務(wù)組織的數(shù)量類別、志愿服務(wù)活動(dòng)的效果和影響進(jìn)行了介紹。隨后,通過在志愿服務(wù)活動(dòng)中開展中存在的實(shí)際問題,并與全國、國外的志愿服務(wù)進(jìn)行比較,利用比較法對(duì)金州新區(qū)志愿服務(wù)發(fā)展中的不足進(jìn)行了分析,從幾個(gè)方面指出了存在這些不足的影響和形成原因,并運(yùn)用公共管理知識(shí)進(jìn)行了評(píng)價(jià),并提出了相應(yīng)的政策建議。 通過研究發(fā)現(xiàn),金州新區(qū)志愿服務(wù)工作存在活動(dòng)開展形式大于內(nèi)容、政府對(duì)志愿服務(wù)組織的引導(dǎo)不足,志愿服務(wù)活動(dòng)資金管理混亂等問題,本文應(yīng)用公共管理的相關(guān)理論,在三個(gè)層面提出了政策建議。一是政府要加大對(duì)志愿服務(wù)的制度保障,為志愿者提供基本的保障制度的同時(shí)也要加強(qiáng)對(duì)志愿者的培訓(xùn)；二是要加大對(duì)志愿服務(wù)組織的監(jiān)督,包括政府對(duì)志愿服務(wù)組織的內(nèi)部監(jiān)督和社會(huì)、媒體對(duì)志愿服務(wù)組織的外部監(jiān)督；三是完善對(duì)志愿服務(wù)的激勵(lì)機(jī)制。 本文圍繞大連市金州新區(qū)志愿服務(wù)的發(fā)展,通過探討目前制約志愿服務(wù)發(fā)展的因素,探索金州新區(qū)志愿服務(wù)管理工作的解決策略,為政府決策提供一定參考,為志愿服務(wù)發(fā)展創(chuàng)造更好的環(huán)境,推動(dòng)志愿服務(wù)走上良性發(fā)展道路。
[Abstract]:With the rapid development of our voluntary service activities, the development level of voluntary service has become one of the criteria for judging the degree of social civilization, as well as the progress of regional civilization, the improvement of the overall quality of the population, and the promotion of the healthy operation of the society.An important means of alleviating social contradictions.As a civilized city in China, the voluntary service activities in Dalian are very active, but in the process of development, the problems of voluntary service management have been gradually exposed, such as social understanding, legal protection, policy support and so on.So how about the volunteer service in Jinzhou New District?What experience and results have been achieved?What is the trend and what are the problems?What policies and measures should be formulated to guide them?These problems obviously should be studied at this stage of the development of voluntary service in Jinzhou New District.In this paper, we mainly use the statistical materials and work investigation data of Jinzhou New District Civilization Office, and combine other relevant information, through the use of literature analysis, interviews and other research methods, pay attention to the combination of points.Combining qualitative analysis with quantitative analysis, this paper systematically summarizes the present situation of voluntary service development in Jinzhou New District, and introduces the quantity categories of voluntary service organizations, the effect and influence of voluntary service activities.Then, through the actual problems in the development of voluntary service activities, and compared with the national and foreign volunteer service, the paper analyzes the deficiency of the development of voluntary service in Jinzhou New District by using the comparative method.This paper points out the influence and causes of these deficiencies from several aspects, and evaluates them by using the knowledge of public management, and puts forward some corresponding policy suggestions.Through the research, it is found that there are some problems in the voluntary service work in Jinzhou New District, such as the form of the voluntary service work is more than the content, the government's guidance to the voluntary service organization is insufficient, the fund management of the voluntary service activity is confused, and so on. This paper applies the relevant theory of public management.Policy recommendations are put forward at three levels.First, the government should increase the guarantee of the voluntary service system, provide the volunteers with a basic security system, and at the same time strengthen the training of volunteers; second, it should increase the supervision of voluntary service organizations.It includes the internal supervision of voluntary service organizations by the government and the society, the external supervision of voluntary service organizations by the media, and the improvement of the incentive mechanism for voluntary service organizations.This paper focuses on the development of voluntary service in Jinzhou New District of Dalian City. By discussing the factors restricting the development of voluntary service at present, this paper explores the solving strategy of volunteer service management in Jinzhou New District, and provides some references for government decision-making.To create a better environment for the development of voluntary service, and promote voluntary service on the path of healthy development.
