【摘要】：隨著互聯(lián)網(wǎng)的發(fā)展，前幾年在國外流行的網(wǎng)絡(luò)自殺已經(jīng)迅速地蔓延到我國，2010年至今我國互聯(lián)網(wǎng)自殺事件層出不窮，以涉網(wǎng)年輕群體相約自殺為主，這給社會帶來了很大的負(fù)面影響，給家庭帶來了巨大的傷痛和苦難，成為一個嚴(yán)重的社會問題，厄待嚴(yán)肅調(diào)控治理。本文在研究分析互聯(lián)網(wǎng)對涉網(wǎng)年輕群體自殺影響的基礎(chǔ)上，對構(gòu)筑長效的互聯(lián)網(wǎng)自殺防控體系提出政策建議。 研究回顧了國內(nèi)外最近研究進(jìn)展，界定了互聯(lián)網(wǎng)、年輕群體和自殺等基本概念�；诘蠣杽P姆自殺理論和社會風(fēng)險管理理論與方法，在大量搜集、整理、借鑒國內(nèi)外有關(guān)互聯(lián)網(wǎng)自殺相關(guān)參考文獻(xiàn)及研究成果基礎(chǔ)上，分析了互聯(lián)網(wǎng)影響涉網(wǎng)年輕群體自殺的現(xiàn)狀，通過文獻(xiàn)查閱和訪談方式，確定了互聯(lián)網(wǎng)與涉網(wǎng)年輕群體自殺的相關(guān)性，并在此基礎(chǔ)上挑選代表性案例與典型案例，運用扎根理論對所搜集到的案例進(jìn)行編碼，深入分析互聯(lián)網(wǎng)對涉網(wǎng)年輕群體自殺的影響。 本研究發(fā)現(xiàn)互聯(lián)網(wǎng)與涉網(wǎng)年輕群體自殺存在相關(guān)性�；ヂ�(lián)網(wǎng)在以下方面影響年輕人的自殺選擇：（1）提供自殺方法、自殺物品等自殺信息；（2）傳播美化自殺、激勵自殺等信息、圖片；(3)提供自殺思想的各類交流平臺；（4）提供自殺同伴，為尋找自殺同伴和集體提供渠道等。由此促成涉網(wǎng)年輕群體產(chǎn)生自殺念頭，堅定自殺意志，催化、激勵自殺行為，教唆、誘導(dǎo)自殺行為，甚至協(xié)助涉網(wǎng)年輕人自殺。在現(xiàn)狀與影響研究的基礎(chǔ)上，本文運用社會險管理的風(fēng)險評估理論，采用格雷哈母提出的LEC法，設(shè)計ICP自殺風(fēng)險診斷工具，并對其工具進(jìn)行實例分析運用，結(jié)果表明該工具有幫助規(guī)范ICP的網(wǎng)絡(luò)內(nèi)容提供服務(wù)，，減少互聯(lián)網(wǎng)對有害自殺相關(guān)信息的傳播和交流。 本文通過分析當(dāng)前中國自殺預(yù)防與控制政策制度研究，介紹國際社會互聯(lián)網(wǎng)自殺防控經(jīng)驗，以此來探索我國互聯(lián)網(wǎng)影響涉網(wǎng)年輕群體自殺防治策略。近年來國際社會對互聯(lián)網(wǎng)自殺的防控研究與立法工作不斷推進(jìn)，對此中國公共管理研究人員應(yīng)當(dāng)引起注意。中國政府有必要將對這一互聯(lián)網(wǎng)時代的特有問題納入公共政策視野，構(gòu)筑長效互聯(lián)網(wǎng)自殺防控體系。建議：加強(qiáng)法律方面的機(jī)制保障，完善網(wǎng)絡(luò)管制立法；建立健全網(wǎng)絡(luò)管理制度，凈化網(wǎng)絡(luò)環(huán)境；加強(qiáng)網(wǎng)絡(luò)信息控制技術(shù)研究；加強(qiáng)自殺預(yù)防干預(yù)力度，提供心理救助。 相關(guān)研究結(jié)論在互聯(lián)網(wǎng)時代背景下，對于改進(jìn)傳統(tǒng)自殺防控策略，具有重要的政策意義。
[Abstract]:With the development of the Internet, Internet suicide, which has been popular in foreign countries in the past few years, has spread rapidly to our country. Since 2010, there have been endless Internet suicides in our country. This has had a great negative impact on society, brought great pain and suffering to families, and become a serious social problem. This paper is based on the study and analysis of the influence of the Internet on the suicide of young people involved in the Internet. To build a long-term Internet suicide prevention and control system policy recommendations. The study reviewed the recent research progress at home and abroad, defined the basic concepts of the Internet, young groups and suicide. Based on Dilkem's suicide theory and social risk management theory and methods, it was collected and collated in large quantities. On the basis of references and research results about Internet suicide at home and abroad, this paper analyzes the current situation of suicide among young people involved in Internet, and through literature review and interview, This paper determines the correlation between Internet and youth suicide, and selects representative cases and typical cases on this basis, and encodes the collected cases using the root theory. Deeply analyze the influence of Internet on the suicide of the young groups involved in the internet. This study found that there is a correlation between the Internet and suicide among young people involved in the Internet. The Internet affects young people's suicide choices in the following aspects: 1) provides suicide methods, suicidal items and other suicide messages. (2) spreading information on beautifying suicide, encouraging suicide, etc. Photo No.3) provides various communication platforms for suicidal thinking, such as suicidal companions, providing channels for finding suicidal companions and groups, etc., thus contributing to the emergence of suicidal thoughts, strengthening suicidal will, catalyzing, encouraging and abetting suicidal behavior among young groups involved in the Internet. On the basis of current situation and influence research, this paper applies the risk assessment theory of social risk management, adopts the LEC method proposed by Grayham to design the ICP suicide risk diagnosis tool. The results show that the tool can help to standardize the network content of ICP to provide services and reduce the dissemination and exchange of information related to harmful suicide on the Internet. By analyzing the current policy system of suicide prevention and control in China, this paper introduces the experience of Internet suicide prevention and control in the international community. In this way, we will explore the strategies for preventing and controlling suicide among young people involved in the Internet in our country. In recent years, the international community's research and legislative work on the prevention and control of Internet suicide has been continuously promoted. Chinese researchers in public administration should pay attention to this. It is necessary for the Chinese government to include the unique problems of this Internet age in the public policy field. To build a long-term Internet suicide prevention and control system. Suggestions: strengthen the legal mechanism to protect, improve the network control legislation, establish and improve the network management system, purify the network environment, strengthen the network information control technology research; Strengthen suicide prevention intervention and provide psychological assistance. The relevant conclusions have important policy significance for improving the traditional suicide prevention and control strategy under the background of the Internet era.
