【摘要】：網(wǎng)絡(luò)作為一種技術(shù)、一種工具、一種手段,讓人類社會(huì)的生產(chǎn)、生活變得更為豐富便捷,促進(jìn)了社會(huì)結(jié)構(gòu)的深刻變革,在我們的社會(huì)發(fā)展的過程中發(fā)揮著日益重要的作用,這種深刻的影響也展現(xiàn)在了社會(huì)管理和社會(huì)政治生活領(lǐng)域,互聯(lián)網(wǎng)作為社會(huì)文化信息的交流傳播平臺(tái)和社會(huì)輿論的“傳聲筒”和“擴(kuò)音器”,對(duì)國(guó)家政治發(fā)展進(jìn)程、社會(huì)公共管理和政府治理模式產(chǎn)生著巨大的影響,日益普及的計(jì)算機(jī)技術(shù)和完善的互聯(lián)網(wǎng)設(shè)施培養(yǎng)了龐大的上網(wǎng)群體,普通民眾通過網(wǎng)絡(luò)表達(dá)自我訴求,發(fā)表意見和針砭時(shí)弊已經(jīng)變得司空見慣,而且越來越彰顯其對(duì)社會(huì)政治生活和社會(huì)管理的空前強(qiáng)大的影響力,這種力量就是網(wǎng)絡(luò)作為一種新的渠道讓公民意識(shí)、民主權(quán)利在廣度和深度得到空前釋放,使得公眾的網(wǎng)絡(luò)參與成為了社會(huì)主義民主政治進(jìn)程和社會(huì)管理的現(xiàn)代化進(jìn)程中的一種重要形式。 本文順應(yīng)現(xiàn)代社會(huì)政治的發(fā)展趨勢(shì),從論述近年來我國(guó)公眾網(wǎng)絡(luò)參與的發(fā)展和地方政府治理模式變遷入手,分析了公眾網(wǎng)絡(luò)參與的主要特點(diǎn)、政府治理模式的主要變化歷程,并著重分析了網(wǎng)絡(luò)和電子政務(wù)的發(fā)展對(duì)地方政府治理帶來的影響和變化,論述了公眾網(wǎng)絡(luò)參與對(duì)地方政府治理的帶來的重要?dú)v史機(jī)遇,也直面網(wǎng)絡(luò)參與為地方政府治理帶來的挑戰(zhàn)和不利影響,積極研究地方政府在治理過程中應(yīng)從價(jià)值、制度和技術(shù)方面采取策略來應(yīng)對(duì)公眾網(wǎng)絡(luò)參與的挑戰(zhàn),并利用網(wǎng)絡(luò)參與的力量來達(dá)到善治的目標(biāo)。 由于網(wǎng)絡(luò)技術(shù)的普及和發(fā)展是一個(gè)不斷向前發(fā)展的過程,所以本文的研究并不能全面的界定和概括網(wǎng)絡(luò)政治的全貌,本文主要是通過宏觀觀察和具體案例分析進(jìn)行較為廣泛的研究,并提出一些合理化的建議,或微補(bǔ)此領(lǐng)域研究之萬一。
[Abstract]:The network, as a technology, a tool, a means, makes the production and life of human society more abundant and convenient, promotes the profound transformation of social structure, and plays an increasingly important role in the process of our social development. This profound influence has also been manifested in the field of social management and social political life. The Internet, as a platform for the exchange and dissemination of social and cultural information and as a "loudspeaker" and "loudspeaker" of social public opinion, has contributed to the national political development process. Social public management and government governance model have a great impact, the increasingly popular computer technology and perfect Internet facilities to cultivate a large number of Internet groups, ordinary people through the network to express their self-appeal, It has become commonplace to express opinions and denounce the current situation, and it has increasingly demonstrated its unprecedented and powerful influence on social political life and social management. This force is the network as a new channel for civic awareness. With the unprecedented release of democratic rights in both breadth and depth, the participation of the public in the network has become an important form in the process of socialist democratic politics and the modernization of social management. In accordance with the development trend of modern social politics, this paper discusses the development of public network participation and the change of local government governance model in recent years, and analyzes the main characteristics of public network participation and the main changing course of government governance model. The influence and change brought by the development of network and e-government to the local government governance are analyzed, and the important historical opportunities brought by the public network participation to the local government governance are discussed. It also faces the challenges and adverse effects of network participation on local government governance, and actively studies the value, system and technology of local government in the process of governance to take strategies to meet the challenges of public network participation. And use the power of network participation to achieve the goal of good governance. Because the popularization and development of network technology is a process of continuous development, the research in this paper can not fully define and summarize the whole picture of network politics. This paper mainly carries on the more extensive research through the macroscopic observation and the concrete case analysis, and puts forward some reasonable suggestions, or supplements the research in this field in case.
