【摘要】：良好的城市規(guī)劃管理體制是城市建設(shè)高效、城市空間結(jié)構(gòu)合理、城市形象優(yōu)美的重要保障。改革開放以來(lái),在國(guó)家城市規(guī)劃管理體制的發(fā)展變化背景下,上海市城市規(guī)劃管理體制也隨之發(fā)展,并形成了獨(dú)特的體制模式,有效地推進(jìn)了城市建設(shè)、規(guī)劃、管理的協(xié)調(diào)發(fā)展,成績(jī)驕人�，F(xiàn)如今,上海同世界其他特大型城市一樣,受全球化的影響,其城市規(guī)劃管理體制必然改革完善。因此,關(guān)注上海市城市規(guī)劃管理體制變遷并對(duì)滲透其中的改革思想進(jìn)行詳細(xì)系統(tǒng)的研究是非常有必要的。 本文對(duì)上海市城市規(guī)劃管理分級(jí)管理體制的形成及發(fā)展現(xiàn)狀進(jìn)行系統(tǒng)分析,除了總結(jié)其發(fā)展特點(diǎn),揭示目前存在的問題之外,嘗試提出進(jìn)一步完善的對(duì)策性建議。文章共分為三個(gè)部分： 首先是本文的立論依據(jù)和理論基礎(chǔ),分列第一、二章。第一章主要介紹了本文的研究背景、研究意義、研究思路。第二章分析了本文研究的基礎(chǔ)理論,即新制度經(jīng)濟(jì)學(xué)、新公共管理理論和新公共服務(wù)理論,同時(shí)梳理了國(guó)內(nèi)外關(guān)于城市規(guī)劃管理體制方面的研究并對(duì)此加以評(píng)述。 其次是本文的主體部分,分列第三、四、五章。第三章：改革開放以來(lái)我國(guó)城市規(guī)劃管理體制的發(fā)展沿革及現(xiàn)狀分析。本部分主要是總結(jié)了改革開放至今我國(guó)城市規(guī)劃管理體制的發(fā)展歷程及變化內(nèi)容。同時(shí),分析了我國(guó)現(xiàn)行城市規(guī)劃管理體制及特點(diǎn),旨在通過(guò)了解國(guó)家城市規(guī)劃管理體制變遷背景下上海的規(guī)劃管理體制選擇。第四章：上海市城市規(guī)劃管理體制的發(fā)展沿革。在了解國(guó)家層面的變化軌跡之后,本部分探討了上海城市規(guī)劃管理分級(jí)管理體制的形成及發(fā)展特點(diǎn)。本文得出改革開放以來(lái)至今,上海市城市規(guī)劃管理體制主要經(jīng)歷了改革開放初期的恢復(fù)發(fā)展、20世紀(jì)80年代后開始改革調(diào)整以及2003年后開始完善發(fā)展三個(gè)階段。同時(shí),研究發(fā)現(xiàn),改革開放以來(lái)上海市城市規(guī)劃管理體制的發(fā)展歷程基本同國(guó)家城市規(guī)劃管理體制的發(fā)展沿革一致,在體制模式上沿襲國(guó)家城市規(guī)劃管理體制的基礎(chǔ)上結(jié)合自身實(shí)際,形成了城市規(guī)劃管理分級(jí)管理體制,這與國(guó)家所強(qiáng)調(diào)的管理權(quán)限不能下放指示出現(xiàn)了偏差。第五章：上海市城市規(guī)劃管理體制存在的問題及完善建議。從第四章中了解了上海市城市規(guī)劃管理體制發(fā)展變化特點(diǎn)的基礎(chǔ)上,本章首先分析了上海市城市規(guī)劃管理體制目前存在的若干問題。研究表明,目前上海市城市規(guī)劃管理體制存在管理機(jī)構(gòu)設(shè)置不健全,公眾參與規(guī)劃管理力度薄弱,監(jiān)督管理機(jī)制不完善等問題。為此,本章又嘗試給出上海市城市規(guī)劃管理體制完善的相應(yīng)建議。 最后是本文的結(jié)論和展望。主要梳理了文章的主要結(jié)論,研究的不足之處及未來(lái)展望。
[Abstract]:A good urban planning management system is an important guarantee for efficient urban construction, reasonable urban spatial structure and beautiful city image. Since the reform and opening up, under the background of the development and change of the national urban planning management system, Shanghai's urban planning and management system has also developed along with it, and has formed a unique institutional model, effectively promoting the coordinated development of urban construction, planning and management, with remarkable achievements. Nowadays, Shanghai is like other super large cities in the world. Under the influence of globalization, its urban planning management system must be reformed and perfected. Therefore, it is necessary to pay attention to the changes of urban planning management system in Shanghai and make a detailed and systematic study on the reform thought that permeates it. This paper makes a systematic analysis of the formation and development of the hierarchical management system of urban planning in Shanghai, which not only summarizes the characteristics of its development, but also reveals the existing problems. The article is divided into three parts:. The first chapter mainly introduces the research background, the research significance, the research thought, the second chapter analyzes the basic theory of this paper, namely, the new institutional economics, the first chapter is the theoretical basis and the theoretical basis of this paper, the first chapter introduces the research background, the research significance, the research thought, the second chapter analyzes the basic theory of this paper, that is, the new institutional economics. Through understanding the choice of Shanghai's planning management system under the background of the changes in the national urban planning management system. Chapter 4th: the development and evolution of Shanghai's urban planning and management system. This part discusses the formation and development characteristics of the hierarchical management system of urban planning management in Shanghai. The urban planning and management system of Shanghai has mainly experienced three stages: the early stage of reform and opening up and the beginning of reform and adjustment since 80s and the improvement and development of the system after 2003. At the same time, the study found that, Since the reform and opening up, the development of Shanghai urban planning management system is basically consistent with the development of the national urban planning management system. A hierarchical management system for urban planning management has been formed. Chapter 5th: problems and suggestions for improvement of Shanghai urban planning management system. Understand the issue of Shanghai urban planning management system from chapter 4th. On the basis of the characteristics of change, This chapter first analyzes some problems existing in the urban planning and management system in Shanghai. The research shows that the present urban planning and management system in Shanghai is not perfect, and the public participation in planning management is weak. Therefore, this chapter tries to give the corresponding suggestions on the perfection of Shanghai's urban planning management system. The last part is the conclusion and prospect of this paper.
