【摘要】：近年來(lái),隨著我國(guó)政治、經(jīng)濟(jì)、文化、社會(huì)的迅猛發(fā)展,從根本上改變了城市社會(huì)環(huán)境,改變了國(guó)家、社會(huì)、企業(yè)和個(gè)人之間的關(guān)系,改變了計(jì)劃體制下國(guó)家統(tǒng)一配置資源的模式。隨著社會(huì)主義市場(chǎng)經(jīng)濟(jì)體制的建立,單位人基本上轉(zhuǎn)變?yōu)樯鐣?huì)人,社區(qū)承擔(dān)了越來(lái)越多的公共管理職能和服務(wù)職能。 婁底市城市社區(qū)管理體制成形于計(jì)劃經(jīng)濟(jì)時(shí)代,屬于政府導(dǎo)向型的管理模式,這種管理模式這種管理體制在自身的特性、運(yùn)行機(jī)制等方面出現(xiàn)了很多缺陷：管理主體單一、社區(qū)自治能力差、行政化傾向嚴(yán)重、居民的參與意識(shí)薄弱、社區(qū)服務(wù)相對(duì)滯后、工作者隊(duì)伍建設(shè)緩慢,難以應(yīng)對(duì)日益繁重的社區(qū)事務(wù)管理,改革已經(jīng)是一種必然趨勢(shì)。近年來(lái),全國(guó)各城市興起了城市基層社區(qū)管理體制的改革,并收到了一定的成效。本文選取婁底市婁星區(qū)的社區(qū)為研究對(duì)象。首先闡述研究城市社區(qū)管理的目的和意義,并概括了國(guó)內(nèi)外研究現(xiàn)狀。接著介紹了城市社區(qū)及其類型,論述了社區(qū)管理一般理論和模式,為研究婁星區(qū)社區(qū)管理做了很好的鋪墊。在前面的理論基礎(chǔ)上,介紹了婁底市婁星區(qū)社區(qū)管理的現(xiàn)狀,再概述了當(dāng)前婁星區(qū)社區(qū)管理存在的問(wèn)題,并分析了產(chǎn)生問(wèn)題的具體原因。綜合前幾章的分析,以及受國(guó)內(nèi)比較有代表性的沈陽(yáng)模式、江漢模式的啟示,總結(jié)出對(duì)本地社區(qū)管理體制改革有借鑒意義的經(jīng)驗(yàn),提出了適合本地社區(qū)管理的戰(zhàn)略目標(biāo)和具體措施。
[Abstract]:In recent years, with the rapid development of politics, economy, culture and society in our country, it has fundamentally changed the urban social environment and the relations among the country, society, enterprises and individuals. With the establishment of the socialist market economy system, the unit people have basically changed into social people, and the community has assumed more and more public management and service functions. Loudi city community management system formed in the planned economy era, belongs to the government-oriented management model, this management model in its own characteristics, operating mechanism and other aspects of the defects: single management body, The community autonomy ability is poor, the administrative tendency is serious, the residents' participation consciousness is weak, the community service is relatively lagging, the construction of the workers is slow, it is difficult to deal with the increasingly heavy community affairs management, the reform has been an inevitable trend in recent years. The urban grass-roots community management system has been reformed in various cities of China, and some achievements have been made. This paper selects Louxing District of Loudi City as the research object. Firstly, the purpose and significance of the study on urban community management are expounded. And summarized the current research situation at home and abroad. Then introduced the urban community and its types, discussed the general theory and mode of community management, for the study of Louxing District community management made a good cushion. On the basis of the previous theory, This paper introduces the present situation of community management in Louxing District of Loudi City, then summarizes the existing problems in community management in Louxing District, and analyzes the specific causes of the problems. The enlightenment of Jianghan model summarizes the experience of local community management system reform and puts forward the strategic objectives and concrete measures suitable for local community management.
