【摘要】：協(xié)同創(chuàng)新已成為國家科教發(fā)展重要戰(zhàn)略，，本文以蘇州獨墅湖科教創(chuàng)新區(qū)為研究標(biāo)本，探討政府在協(xié)同創(chuàng)新中的作用，進(jìn)而有針對性的提出以政府為主導(dǎo)的協(xié)同創(chuàng)新模式的可行性和具體實施策略，為中國協(xié)同創(chuàng)新，提升創(chuàng)新能力，探索人才和科技協(xié)同發(fā)展的新模式提供理論基礎(chǔ)。 蘇州獨墅湖科教創(chuàng)新區(qū)在過去十多年的發(fā)展歷程中走出了一條富有特色的區(qū)域科教協(xié)同創(chuàng)新之路，地方政府積極出臺相關(guān)引導(dǎo)性政策和法律規(guī)定，發(fā)揮政府的綜合協(xié)調(diào)功能，積極主導(dǎo)著區(qū)域科教協(xié)同創(chuàng)新的發(fā)展方向，在立法、財政、金融、平臺建設(shè)等方面具有豐富的經(jīng)驗。近兩年，全國各地紛紛興起科教城，發(fā)展協(xié)同創(chuàng)新事業(yè)。因本人在獨墅湖科教創(chuàng)新區(qū)工作，在日常工作中也接觸到來自南通、慈溪等地的科教城來獨墅湖科教創(chuàng)新區(qū)學(xué)習(xí)經(jīng)驗。本文將蘇州獨墅湖科教創(chuàng)新區(qū)協(xié)同的創(chuàng)新發(fā)展經(jīng)驗總結(jié)下來，對如何發(fā)揮地方政府在協(xié)同創(chuàng)新中的作用問題進(jìn)行實證分析和理論探討，對總結(jié)科教協(xié)同創(chuàng)新的經(jīng)驗和規(guī)律，指導(dǎo)政府公共管理職能轉(zhuǎn)變，推動社會創(chuàng)新能力提升和產(chǎn)業(yè)轉(zhuǎn)型發(fā)展具有重要的指導(dǎo)意義；對地方政府如何實施有效的政策引導(dǎo)和公共服務(wù)以促進(jìn)地方科教協(xié)同發(fā)展，為經(jīng)濟社會發(fā)展提供支持具有一定的指導(dǎo)價值。此外對其它地區(qū)的科教協(xié)同發(fā)展提供經(jīng)驗借鑒，并就科教創(chuàng)新區(qū)在協(xié)同創(chuàng)新中存在的一些問題，提出相應(yīng)對策，期望得到解決，進(jìn)而推動中國科教協(xié)同事業(yè)向前邁進(jìn)。 該項課題的研究也有利于擴展政府公共管理的邊界，增強政府的服務(wù)意識，提升地方政府的施政能力。同時，也對高等教育的發(fā)展和人才培養(yǎng)的規(guī)律進(jìn)行了有益的探討。
[Abstract]:Collaborative innovation has become an important strategy for the development of national science and education. This paper takes the innovation area of science and education in Dushuhu in Suzhou as a research specimen to discuss the role of government in collaborative innovation. And then put forward the feasibility of the government-led collaborative innovation model and specific implementation strategies for China's collaborative innovation, improve innovation capacity. Exploring the new mode of coordinated development of talents and science and technology provides the theoretical basis. Suzhou Dushuhu science and education innovation area in the past ten years of the development of a unique regional science and education collaborative innovation road, the local government actively issued relevant guiding policies and legal provisions. Give play to the comprehensive coordination function of the government, actively lead the development direction of regional science and education collaborative innovation, in legislation, finance, finance, platform construction and other aspects of rich experience. Science and education cities have emerged all over the country, the development of collaborative innovation. Because I work in the Dushuhu science and education innovation area, in the daily work also contact from Nantong. Cixi and other scientific and educational cities come to Dushuhu science and education innovation area learning experience. This paper summarizes the Suzhou Dushuhu science and education innovation area collaborative innovation and development experience. How to give play to the role of local governments in collaborative innovation in the empirical analysis and theoretical discussion, to sum up the experience and rules of scientific and educational collaborative innovation, to guide the transformation of government public management functions. It is of great significance to promote the promotion of social innovation ability and the development of industrial transformation. How to implement effective policy guidance and public service to promote the coordinated development of local science and education. To provide support for the economic and social development has certain guiding value. In addition, it can provide experience and reference for the cooperative development of science and education in other regions, and put forward some corresponding countermeasures to the problems existing in the scientific and educational innovation area in collaborative innovation. Hope to be resolved, and then push forward the cooperative cause of science and education in China. The study of this topic is also conducive to expand the boundaries of government public management, enhance the government's awareness of service, enhance the ability of local governments to administer. At the same time. It also discusses the development of higher education and the law of talent training.
