【摘要】：港口在沿海城市經(jīng)濟(jì)社會(huì)發(fā)展中的地位十分重要,既是支撐經(jīng)濟(jì)發(fā)展的重要基礎(chǔ)設(shè)施、連接水陸的重要紐帶和臨港產(chǎn)業(yè)布局的重要依托,也是沿海城市主要的物流平臺(tái)和外貿(mào)經(jīng)濟(jì)的重要窗口。寧德市作為海峽西岸新興港口城市,近年來(lái)隨著交通運(yùn)輸網(wǎng)絡(luò)的不斷改善,寧德市依托天然良港獨(dú)特的港口資源優(yōu)勢(shì),國(guó)內(nèi)外大型企業(yè)項(xiàng)目紛紛開(kāi)始關(guān)注寧德,地方政府開(kāi)始實(shí)施“以港興市”的發(fā)展戰(zhàn)略,并借助海西國(guó)家戰(zhàn)略實(shí)施,大力開(kāi)發(fā)環(huán)三都澳區(qū)域。但目前港口吞吐量還偏小,豐富的深水岸線資源還未能充分得到開(kāi)發(fā)利用,今后一段時(shí)期,寧德市發(fā)展將迎來(lái)難得發(fā)展機(jī)遇,同時(shí)也面臨東南沿海港口城市的相互競(jìng)爭(zhēng)。因此如何制定科學(xué)發(fā)展的戰(zhàn)略政策,最大程度實(shí)現(xiàn)寧德市港城良性互動(dòng),借鑒國(guó)內(nèi)外成功經(jīng)驗(yàn),有利于加快寧德市的跨越發(fā)展,本文旨在通過(guò)研究港城互動(dòng)關(guān)系來(lái)找準(zhǔn)城市發(fā)展的定位和路徑。 本文首先介紹了研究背景和研究意義,運(yùn)用港口與城市互動(dòng)理論分析了國(guó)內(nèi)外港城互動(dòng)發(fā)展的研究現(xiàn)狀,初步解釋港口城市的基本概念及特征,并對(duì)港城關(guān)系演變理論、新公共管理理論等進(jìn)行闡述。 然后對(duì)寧德港城互動(dòng)關(guān)系現(xiàn)狀評(píng)價(jià)。對(duì)寧德港口與城市發(fā)展歷史沿革、現(xiàn)狀進(jìn)行定量和定性分析,對(duì)影響寧德港城關(guān)系的主要指標(biāo)研究,并分析寧德港城互動(dòng)發(fā)展存在的優(yōu)勢(shì)、面臨的機(jī)遇與問(wèn)題。根據(jù)相關(guān)文獻(xiàn)分析國(guó)內(nèi)外港城互動(dòng)發(fā)展的規(guī)律,從中得出啟示和經(jīng)驗(yàn)。 最后從公共管理角度,提出具體發(fā)展對(duì)策建議,可以從新公共管理視野構(gòu)建服務(wù)型政府、創(chuàng)造港城互動(dòng)發(fā)展的良好環(huán)境、引導(dǎo)港口與產(chǎn)業(yè)融合發(fā)展等措施方面入手,來(lái)實(shí)現(xiàn)寧德市港城良性互動(dòng)發(fā)展。
[Abstract]:In recent years , with the continuous improvement of transport network , Ningde city is relying on the unique port resource advantage of natural port . In the future , the development of Ningde city will meet the unique port resource advantage . At the same time , the development of Ningde city will be a rare opportunity for development and development . Therefore , it is beneficial to accelerate the development of Ningde city . This paper first introduces the research background and the research significance , analyzes the present situation of the interactive development at home and abroad by using the theory of port and city interaction , preliminarily explains the basic concept and characteristics of port city , and expounds the theory of port city relation evolution , the new public administration theory , etc . This paper gives a quantitative and qualitative analysis of the relationship between the port of Ningde and the history of the development of the city , analyzes the main indexes affecting the relationship between Ningde Port and City , analyzes the advantages and opportunities and problems existing in the interactive development of Ningde Port City , and analyses the law of the interaction development between the port and the city at home and abroad according to the relevant literature , and draws inspiration and experience from it . Finally , from the point of view of public administration , the suggestions of concrete development countermeasures are put forward . It is possible to construct the service - oriented government from the view of the new public administration , create a good environment for the interactive development of Hong Kong City , guide the development of port and industry integration and so on , and realize the benign interactive development of the port city of Ningde City .
