【摘要】：網(wǎng)絡(luò)政治文化是在互聯(lián)網(wǎng)環(huán)境下，即在網(wǎng)絡(luò)社會里，網(wǎng)民對政治體系的認知、情感和評價。在現(xiàn)實中處于邊緣化的群體往往在網(wǎng)絡(luò)世界里非�；钴S，但是這些群體一般缺乏法律意識和權(quán)利責任意識，在一定程度上對網(wǎng)絡(luò)政治文化產(chǎn)生了消極的影響。因此，研究當前我國的網(wǎng)絡(luò)政治文化建設(shè)的問題，并尋求發(fā)展的出路是極為必要的。本文分為三個部分。 第一部分是“網(wǎng)絡(luò)政治文化及其建設(shè)的必要性和緊迫性”。本部分首先對網(wǎng)絡(luò)政治文化的概念進行了界定，為本文的研究提供了概念前提。其次，從網(wǎng)絡(luò)政治文化的內(nèi)容上，分析了它的特征，包括虛擬世界里的現(xiàn)實性、信息膨脹下的被動性、文化碰撞下的斗爭性。再次，從政治文化、政治關(guān)系、政治行為、政治發(fā)展等角度探討了網(wǎng)絡(luò)政治文化的功能。最后，，結(jié)合我國實際，分析了當前我國加強網(wǎng)絡(luò)政治文化建設(shè)的緊迫性和必要性。 第二部分是“當前我國網(wǎng)絡(luò)政治文化存在的問題及原因分析”。本部分首先分析了當前我國網(wǎng)絡(luò)政治文化存在的問題，一是政府主導的政治文化式微，隨著網(wǎng)絡(luò)政治的發(fā)展，在豐富多元的網(wǎng)絡(luò)政治文化背景下，中國特色社會主義政治文化有衰弱的趨勢；二是政治文化的整合能力下降，我國的網(wǎng)絡(luò)政治文化中，網(wǎng)民對政府總是持一種質(zhì)疑的態(tài)度，對政治的消極看法占據(jù)著主流，許多人被排斥在政治體制之外，而網(wǎng)絡(luò)是他們進行政治參與的主要渠道，網(wǎng)絡(luò)政治文化改變了人們的觀念，而政治體制沒有跟上觀念的步伐，因而從整個政治文化上來看，它的整合能力下降；三是網(wǎng)民責任意識的缺乏，網(wǎng)絡(luò)政治輿論中伴隨著政治謠言和網(wǎng)民政治表達的非理性化；四是我國網(wǎng)絡(luò)政治文中還存在著一些不穩(wěn)定因素，極端的網(wǎng)絡(luò)政治行為和分裂主義等。然后，從網(wǎng)民自身屬性、政治體制和政治文化輸出方式等角度分析了我國網(wǎng)絡(luò)政治文化問題的原因。 第三部分“網(wǎng)絡(luò)政治文化建設(shè)的原則和途徑”。本部分首先提出了網(wǎng)絡(luò)政治文化建設(shè)應該遵從的原則：（1）維護和保障網(wǎng)民的政治文化主體地位；（2）開放包容與防范抵御相結(jié)合的原則；（3）民主與法治相結(jié)合的原則；（4）弘揚社會主義核心價值觀；（5）堅持政府主導的多中心治理原則。在以上五個原則的指導下，提出了我國網(wǎng)絡(luò)政治文化建設(shè)的具體途徑：一是普及互聯(lián)網(wǎng)技術(shù)，以平衡我國網(wǎng)民結(jié)構(gòu)；二是完善我國的體制，優(yōu)化網(wǎng)絡(luò)政治文化的源泉；三是轉(zhuǎn)變主導政治文化的輸出方式，唱響網(wǎng)上主旋律；四是提高公務員自身素質(zhì)，維護好政府形象；五是統(tǒng)一協(xié)調(diào)，實現(xiàn)政府和網(wǎng)絡(luò)媒體聯(lián)合治理；六是提升網(wǎng)民的責任意識，自覺規(guī)范網(wǎng)絡(luò)政治行為。 本文在已有研究基礎(chǔ)之上，對網(wǎng)絡(luò)政治文化以及我國網(wǎng)絡(luò)政治文化的現(xiàn)狀作了分析研究，針對問題提出了網(wǎng)絡(luò)政治文化建設(shè)的原則和途徑。當然，本文的研究還存在一定的局限：一是本文雖然堅持實證研究的原則，但在研究過程中因為技術(shù)原因，實證調(diào)查不足；二是對網(wǎng)絡(luò)政治文化理論研究尚不深入全面，未從傳播學、心理學、公共管理等多角度展開。
[Abstract]:The network political culture is in the Internet environment, the Internet users in the network society, cognition of the political system, emotion and evaluation. Marginalized groups are often in the network world is very active in the reality, but these groups generally lack of legal awareness and rights responsibility awareness, to a certain extent had a negative impact on the network political culture. Therefore, the current research of network political culture construction, and seek the way of development is very necessary. This paper is divided into three parts.
The first part is "the necessity and urgency of" network political culture and its construction. The first part of the concept of network political culture defines the concept premise for this research. Secondly, from the network political culture content, analyzes its characteristics, including the reality of the virtual world, passive the information under the expansion, the struggle under the culture conflict. Thirdly, from the political culture, political relations, political behavior, political development perspective of the network political culture function. Finally, combined with the reality of our country, analyzes the necessity and urgency of strengthening the network construction of the political culture in China.
The second part is the analysis of the existing problems and reasons of current China's network political culture. This part first analyzes the current problems of network political culture, is a government led political culture decline, along with the development of network politics, network politics in the rich and diverse governance culture background, the socialist political culture Chinese characteristics have a weak trend; two is the ability to integrate political culture, network political culture of our country, users always hold a questioning attitude of the government, the negative view of the political mainstream, many people were excluded from the political system, and the network is the main channel for their political participation, network politics culture has changed the concept of the people, and the political system did not keep up with the pace of the concept, and from the political culture perspective, ability to integrate it; the three is the sense of responsibility of Internet users The lack of political opinion in the network with political rumors and netizen political expression of non rational; the four is China's cyber political culture still exist some factors of instability and extreme network political behavior and separatism. Then, from the Internet itself perspective of political system and political culture mode of output reason analysis China's network of political culture.
The third part "the principles and approaches of" network political culture construction. This part firstly puts forward the network political culture construction should follow the principles: (1) the maintenance and protection of users of the political culture of the dominant position; (2) open and inclusive and prevention against the principle of combining; (3) the combination of the principles of democracy and the rule of law; (4) to promote the socialist core values; (5) adhere to the government led multi center governance principles. In the above five under the guidance of the principle, puts forward the specific ways to the construction of China's network political culture: one is the popularity of Internet technology, Internet users in China to balance the structure; two is to improve our system, optimization the source of network political culture; three is to change the output mode of the dominant political culture, sing the main theme online; the four is to improve the quality of civil servants, to maintain a good image of the government; the five is to achieve coordination, government and network media Joint governance; six is to improve the sense of responsibility of Internet users, and consciously standardize the network political behavior.
In this paper, based on the existing research, the network political culture and the status quo of China's network political culture are analyzed, and puts forward the principle and the way of network construction of political culture. Of course, there are still some limitations of this study: one is the empirical research while holding firm principle, but in the process of research for technical reasons, lack of empirical investigation; two is the research of the network political culture theory is not comprehensive, not from communication, psychology, public management and other aspects.
