【摘要】：行政文化是行政管理的靈魂所在，任何行政管理改革都難以回避。由于行政文化的傳承性，其負面因素及其影響往往成為行政管理改革的重大障礙。近年來，我們在體制改革、制度完善等方面取得了豐碩的研究成果，對行政腐敗等頑疾提出了數(shù)量可觀的對策，為建設社會主義現(xiàn)代行政文明做出了重要貢獻。本文認為，探究當前中國行政管理實踐中諸多弊病長久存在的根源，單純在體制改革與制度完善等環(huán)節(jié)上著眼是遠遠不夠的，更應該從整個中國文化環(huán)境的背景特點上考慮，用歷史的眼光去審視中國行政文化的建設發(fā)展，這就不能忽視更不能回避游民意識問題。游民意識之于行政文化，雖然是較為陌生的概念，但卻不折不扣地存在于中國行政文化之中，深深影響著行政人員的社會活動和心理變化，一定程度上阻礙了現(xiàn)代行政文明的發(fā)展。有效消解游民意識，對于優(yōu)化行政管理環(huán)境，深化行政體制改革，促進社會良性發(fā)展，具有重大的現(xiàn)實意義。因此，本文嘗試通過對行政文化中游民意識的研究，在理論上探索行政文化中游民意識的消解途徑，為行政實踐提供有益的參考和依據(jù)，并期望以此引起公共管理學界對行政文化研究的更多關(guān)注。 本文以中國行政文化為視角，采用文獻研究法、跨學科研究法、定性分析法等研究方法，匯總和參考國內(nèi)外相關(guān)文獻，并對其進行歸納和演繹，結(jié)合歷史學、社會學、文學和民俗學，從這些學科中尋找一些與行政學的交叉點，汲取一些對行政學發(fā)展有益的營養(yǎng)，分析和概論中國行政文化中的游民意識的現(xiàn)狀，為認識和解決當前中國行政管理存在的一些問題提供一個嶄新視角。 中國行政文化中的游民意識由來已久，根深蒂固。本文認為，現(xiàn)代游民意識主要有去社會化、暴力依賴、圈子意識、短視逐利等幾大特征。游民意識存在于行政實踐中的方方面面，極大地阻礙了中國行政實踐的健康發(fā)展。本文主要從行政價值取向、行政心理養(yǎng)成、行政行為選擇等三個維度來探尋游民意識對行政文化的影響。文章分析認為：游民意識在中國行政文化中的存在及其對行政文化的影響是散亂、全面和持久的。因此，消解行政文化中的游民意識絕非朝夕之功。設計消解策略，必須制定長期戰(zhàn)略，統(tǒng)籌行政價值取向、行政心理養(yǎng)成與行政行為選擇，避免顧此失彼；注意社會環(huán)境中游民意識的消解，避免行政文化與社會環(huán)境的不匹配，重視對行政文化心理的凈化。基于此，本文嘗試從制度建設、社會建設與文化建設三個方面進行消解策略設計，具體作法有：重構(gòu)行政道德規(guī)范，改革行政運作結(jié)構(gòu)，，強化行政監(jiān)督能力；推進公民社會建設，增強社會責任意識，引導社會思維理性；批判繼承傳統(tǒng)行政文化，科學運用西方行政理論等。
[Abstract]:Administrative culture is the soul of administrative management, any administrative reform is unavoidable. Due to the inheritance of administrative culture, its negative influence factors and often becomes a major obstacle to the reform of administrative management. In recent years, we in the system reform, perfect system and achieved fruitful research results, and puts forward some countermeasures for a substantial number of administrative corruption and other ills, made an important contribution to the construction of modern socialist administrative civilization. This paper argues that the current practice of administrative management, explores the root of China in many ills exist for a long time, only in the system reform and the perfection of the system on the part of leather looks is not enough, it should be considered from the background characteristic of the China culture environment, with the historical perspective to examine the development of China administrative culture, it can not ignore the more can not avoid the vagrant consciousness problem. Vagrant consciousness in administrative culture Although the concept, is relatively unfamiliar, but hundred-percent exists in China administrative culture, deeply affect the administrative staff of the social and psychological changes, to some extent hindered the development of modern administrative civilization. Eliminating vagrant consciousness effectively to optimize the administrative environment, deepening the reform of the administrative system, promote the healthy development of society. It has great practical significance. Therefore, this paper attempts to study on vagrant administrative culture consciousness, explore solutions vagrant administrative culture consciousness in theory, administrative practice provides the beneficial reference and basis, and we hope to attract more attention to the research on the administrative culture of public management scholars.
In this paper, China administrative culture perspective, using the method of literature research, interdisciplinary research methods, research methods of qualitative analysis, summary and reference to the related literature at home and abroad, and carries on the induction and deduction, combining history, sociology, literature and folklore, looking for the cross point and some administration from these subjects, learn the development of beneficial nutrition of administration, status quo analysis and introduction to China administrative culture of vagrant consciousness, provide a new perspective for understanding and solving some problems existing in the current Chinese administration.
In the administrative culture Chinese long-standing and ingrained vagrant consciousness. This paper argues that modern vagrant consciousness mainly to social violence, dependence, circle of consciousness, some features of short-sighted profit. Vagrant consciousness is reflected in every aspect of the administrative practice, which greatly hindered the healthy development of China's administrative practice. This article mainly from the administrative value orientation, administrative psychology form, the three dimensions of administrative behavior choice to explore the impact of vagrant consciousness of administrative culture. This article analyzes that: there exists in China vagrant consciousness in the administrative culture and its influence on the administrative culture is scattered, comprehensive and lasting. Therefore, digestion in the administrative culture of vagrant consciousness is day work. The design of resolution strategy, we must establish a long-term strategy, overall administrative values, administrative mentality and administrative behavior, avoid social environment pay attention to care for this and lose that homeless; The consciousness of digestion, avoid does not match the administrative culture and social environment, pay attention to cleaning of the administrative culture psychology. Based on this, this article attempts from the three aspects of system construction, social construction and cultural construction of design strategies, specific methods are: reconstruction of administrative ethics, reforming administrative structure, strengthening the administrative supervision ability; promote the construction of civil society, enhance the sense of social responsibility, guiding social rational thinking; critically inherit the traditional administrative culture, scientific use of western administrative theory.
