【摘要】：居家養(yǎng)老服務(wù)市場(chǎng)化因其符合新公共管理理論的學(xué)術(shù)主張,在實(shí)踐上與中國養(yǎng)老服務(wù)發(fā)展的政策導(dǎo)向相一致,被看作是一種理論上的必然。事實(shí)上面對(duì)實(shí)際操作中出現(xiàn)的各種問題,必須要回答"居家養(yǎng)老服務(wù)市場(chǎng)化何以可能與何以可為"這一基本問題。其中,居家養(yǎng)老服務(wù)所具備的公共物品和私人物品的雙重屬性是其市場(chǎng)化供給的前提,政府在居家養(yǎng)老服務(wù)"提供"與"生產(chǎn)"上的分離以及多元化生產(chǎn)主體的形成是其市場(chǎng)化供給的基礎(chǔ),政府、市場(chǎng)與社會(huì)協(xié)同治理交易費(fèi)用和政府責(zé)任機(jī)制引發(fā)的不確定性是其市場(chǎng)化供給的關(guān)鍵。
[Abstract]:The marketization of home care services is consistent with the academic opinion of the new public management theory, and is consistent with the policy guidance of the development of Chinese pension services in practice, which is regarded as a theoretical necessity. In fact, it is necessary to answer the basic question of "how and why the market for the home care service is possible" must be answered by the various problems that appear in the actual operation. Among them, the dual attributes of home-based care services with public goods and private goods is the premise of the market supply, the government in the home-based care services "and" production "on the formation of separation and diversification of the main production is the basis of market supply, government, market and social collaborative governance of transaction cost and the government the uncertainty caused by the responsibility mechanism is the key to market supply.
