古代中國如何使用“智庫”

【摘要】:正現(xiàn)代意義上的"智庫"機構(gòu),在中國古代應該是沒有的。但如果論向決策者提供咨詢服務的,則以下兩種情況較為常見:一是某些官職具有咨詢、參議與信息搜集整理等方面的職能,為君主或長官決策提供服務,其職能與智庫類似;二是古代知識分子以個人身份為君主或長官出謀劃策,這些人形成一個群體,便自然成為一個智囊團。這兩種情形在有些情況下可能重疊,比如,長官有時可自辟僚屬,這些僚屬一方面在封建官僚體制中擁有一定的職位,為國家而工作,同時他又與長官
[Abstract]:In the modern sense, think-tank institutions should not exist in ancient China.However, if advisory services are provided to decision-makers, the following two situations are more common: first, some official posts have functions of consultation, consultation and information collection and collation, which provide services for the decision of the sovereign or governor, and their functions are similar to those of think tanks;The other is that the ancient intellectuals gave advice to the monarch or governor in their personal capacity, and these people formed a group and naturally became a think-tank.In some cases, the two situations may overlap. For example, an officer may sometimes create his own staff, who, on the one hand, have certain posts in the feudal bureaucracy and work for the country, while at the same time working with their superiors.
