【摘要】：我國(guó)智庫(kù)建設(shè)從2015年開(kāi)始受到高度重視和廣泛關(guān)注,進(jìn)入規(guī)范化的快速發(fā)展轉(zhuǎn)型期。智庫(kù)數(shù)量?jī)H次于美國(guó),但缺乏在國(guó)際上占有一席之地的高質(zhì)量、高影響力智庫(kù)。通過(guò)對(duì)國(guó)內(nèi)外著名智庫(kù)進(jìn)行初步調(diào)研,發(fā)現(xiàn)我國(guó)智庫(kù)與國(guó)外智庫(kù)在管理組織架構(gòu)和信息資源建設(shè)方面仍存在顯著差距。針對(duì)我國(guó)智庫(kù)建設(shè)中存在的問(wèn)題,從決策管理機(jī)構(gòu)的獨(dú)立性、研究組織形式的靈活性和質(zhì)量評(píng)估體系的層次化,以及信息來(lái)源渠道的廣泛、信息采集工具的創(chuàng)新和信息資源倉(cāng)庫(kù)的持續(xù)積累方面,探討適用于我國(guó)實(shí)際情況的國(guó)外頂尖智庫(kù)發(fā)展經(jīng)驗(yàn),以期為我國(guó)智庫(kù)的突破性發(fā)展尋找新的契機(jī)。
[Abstract]:Since 2015, China's think-tank construction has been highly valued and widely concerned, and has entered the rapid development of standardized transition period. The number of think tanks is second only to the United States, but the lack of a place in the international high-quality. High influence think tank. Through the domestic and foreign famous think tank to carry on the preliminary investigation. It is found that there is still a significant gap between China's think tanks and foreign think tanks in the management structure and information resources construction. In view of the problems existing in the construction of our country's think tanks, the independence of decision-making management institutions is considered. This paper studies the flexibility of organizational form and the hierarchy of quality assessment system, as well as the wide range of information sources, the innovation of information collection tools and the continuous accumulation of information resources warehouse. In order to find a new opportunity for the breakthrough development of China's think tanks, this paper discusses the development experience of foreign top think-tanks suitable for the actual situation in China.
