【摘要】：正黨的十八屆三中全會(huì)提出:"加強(qiáng)中國特色新型智庫建設(shè),建立健全決策咨詢制度"。這為我們?nèi)婕訌?qiáng)智庫建設(shè)明確了要求,指明了方向。能否把握機(jī)遇,從容應(yīng)對挑戰(zhàn),既考驗(yàn)著決策者的駕馭能力,也考驗(yàn)著智庫工作者的智慧。一、加強(qiáng)智庫建設(shè)是提升發(fā)展軟實(shí)力的必然要求隨著經(jīng)濟(jì)全球化、世界一體化、社會(huì)信息化的不斷深入,現(xiàn)代國家和地區(qū)的競爭,首先體現(xiàn)在戰(zhàn)略和智慧上的競爭,智庫的發(fā)展程度已成為衡量一個(gè)國家和地區(qū)軟實(shí)力水平的重要標(biāo)志。(一)加強(qiáng)智庫建設(shè)是提升戰(zhàn)略謀劃和戰(zhàn)略實(shí)施能力的需要
[Abstract]:The third Plenary session of the 18 CPC Central Committee put forward "strengthening the construction of the new type of think-tank with Chinese characteristics and establishing and perfecting the decision-making consultation system". This has made clear the requirements and pointed out the direction for us to strengthen the construction of the think-tank in an all-round way, and whether we can grasp the opportunity. To deal with the challenge calmly not only tests the ability of decision makers but also tests the wisdom of think-tank workers. First strengthening the construction of think-tank is the inevitable requirement of promoting the development of soft power with the globalization of economy and the integration of the world. With the deepening of social information, the competition of modern countries and regions is reflected in the competition of strategy and wisdom. The level of development of think tanks has become an important indicator to measure the level of soft power in a country or region. (1) strengthening the construction of think tanks is the need to enhance the ability of strategic planning and strategy implementation
