【摘要】：在我國(guó)城鄉(xiāng)規(guī)劃由技術(shù)型向政策型轉(zhuǎn)變的過程中,"四區(qū)"劃定作為空間管制的重要內(nèi)容,其規(guī)劃內(nèi)容、規(guī)劃方法等值得探索。目前,"四區(qū)"劃定常常被理解為升級(jí)版的城鄉(xiāng)用地評(píng)定;由于評(píng)定要素過于片面,概念模糊、內(nèi)涵不具體以及缺乏土地利益格局的考慮,"四區(qū)"劃定始終停留在技術(shù)分區(qū)階段;由于管理體系混亂,相關(guān)配套政策的協(xié)同力度不夠,"四區(qū)"劃定缺乏可操作性。針對(duì)以上存在的問題,提出以下建議:構(gòu)建阻力與動(dòng)力相結(jié)合的"四區(qū)"評(píng)定體系;建立融入現(xiàn)行規(guī)劃層次的"四區(qū)"劃定規(guī)劃編制體系,即與城鎮(zhèn)體系規(guī)劃、中心城區(qū)總體規(guī)劃、控制性詳細(xì)規(guī)劃相融合,并層層深入,細(xì)化分區(qū);搭建跨部門的管理平臺(tái),實(shí)行綜合區(qū)劃,加強(qiáng)配套政策管補(bǔ)并重等。
[Abstract]:In the process of the transformation from technical type to policy type in urban and rural planning in China, the delineation of "four areas" as an important part of spatial control, its planning content, planning method and so on, are worth exploring. At present, the delineation of "four areas" is often understood as an upgraded version of urban and rural land use evaluation; because the evaluation elements are too one-sided, the concept is vague, the connotation is not specific and lack of consideration of land interest pattern, the delineation of "four areas" always stays in the stage of technical zoning; due to the confusion of management system and the lack of coordination of relevant supporting policies, the delineation of "four areas" is lack of maneuverability. In view of the above problems, this paper puts forward the following suggestions: to construct the evaluation system of "four districts" combining resistance and motive force; to establish the planning system of "four districts" which integrates with the current planning level, that is, to integrate with the urban system planning, the master plan of the central urban area, the controlled detailed planning, and to deepen and refine the zoning layer by layer; to build the management platform of the cross-department, to carry out the comprehensive division, and to strengthen the
