【摘要】：工業(yè)革命以來人類通過能源的大規(guī)模開采和使用,創(chuàng)造了舉世矚目的經(jīng)濟(jì)成就,但也帶來了世界性的環(huán)境污染和能源緊缺問題,單純依靠能源使用推進(jìn)的經(jīng)濟(jì)發(fā)展方式已經(jīng)無法保證經(jīng)濟(jì)的可持續(xù)發(fā)展。因此基于上述嚴(yán)峻形勢,國家提出了科學(xué)發(fā)展觀的概念,要求我們在發(fā)展經(jīng)濟(jì)時(shí)要統(tǒng)籌全局,加大經(jīng)濟(jì)結(jié)構(gòu)的調(diào)整和發(fā)展方式的轉(zhuǎn)變來提高能源使用效率,減少環(huán)境污染,節(jié)能降耗工作已經(jīng)被放到了越來越重要的戰(zhàn)略發(fā)展地位。內(nèi)蒙古地區(qū)作為中國重要的能源基地和西部大開發(fā)的橋頭堡,近年來經(jīng)濟(jì)得到了快速發(fā)展,但是能源也被過度開采和使用,生態(tài)環(huán)境破壞日益嚴(yán)重,變得異常脆弱,因此經(jīng)濟(jì)的可持續(xù)發(fā)展被提到了重要位置,要求全面推進(jìn)節(jié)能降耗工作的開展。 國際國內(nèi)經(jīng)驗(yàn)表明,某一地區(qū)節(jié)能降耗工作的開展與金融體系的聯(lián)系日益緊密。本文通過調(diào)查了解內(nèi)蒙古地區(qū)實(shí)現(xiàn)節(jié)能降耗過程中存在的問題,探討金融支持對提高能源利用效率的影響,設(shè)計(jì)出適合內(nèi)蒙古地區(qū)具體情況的金融支持體系,促進(jìn)該地區(qū)節(jié)能降耗工作的有效開展。本文以該地區(qū)實(shí)現(xiàn)節(jié)能降耗目標(biāo)的金融支持體系為研究對象,通過理論提煉出節(jié)能降耗的核心問題在于資金的有效解決,并利用協(xié)整分析的計(jì)量經(jīng)濟(jì)學(xué)方法對內(nèi)蒙古地區(qū)目前經(jīng)濟(jì)增長依賴能源消耗的情況進(jìn)行了分析,進(jìn)一步說明內(nèi)蒙古地區(qū)金融支持節(jié)能降耗的存在的問題。通過對比國內(nèi)外在節(jié)能降耗方面的經(jīng)驗(yàn)總結(jié)出對內(nèi)蒙古地區(qū)的借鑒意義,同時(shí)引入系統(tǒng)分析的方法,結(jié)合國際國內(nèi)在相關(guān)領(lǐng)域的經(jīng)驗(yàn)教訓(xùn),建立一套以解決節(jié)能降耗為目標(biāo)的金融支持體系。同時(shí)說明,要從完善政府及金融主管部門對節(jié)能降耗的相關(guān)政策制度、完善金融服務(wù)政策體系以及對節(jié)能降耗外部環(huán)境政策進(jìn)行優(yōu)化等方面有機(jī)結(jié)合,共同推動內(nèi)蒙古地區(qū)節(jié)能降耗目標(biāo)的實(shí)現(xiàn)。
[Abstract]:Since the industrial revolution, mankind has created remarkable economic achievements through the large-scale exploitation and use of energy, but it has also brought about worldwide environmental pollution and energy shortage. The mode of economic development that depends solely on energy use can not guarantee the sustainable development of economy. Therefore, based on the above-mentioned grim situation, the state has put forward the concept of scientific development concept, which requires us to coordinate the overall situation in the development of economy, increase the adjustment of economic structure and change the mode of development in order to improve the efficiency of energy use and reduce environmental pollution. The work of saving energy and reducing consumption has been put into a more and more important position of strategic development. As an important energy base in China and a bridgehead for the large-scale development of the western region, Inner Mongolia has achieved rapid economic development in recent years, but energy has also been overexploited and used, and the ecological environment is increasingly damaged and becomes extremely fragile. Therefore, the sustainable development of the economy has been raised to an important position, which requires that energy conservation and consumption reduction be carried out in an all-round way. International and domestic experience shows that the development of energy saving and consumption reduction in a certain region is closely related to the financial system. By investigating and understanding the problems existing in the process of realizing energy saving and consumption reduction in Inner Mongolia, this paper discusses the influence of financial support on the improvement of energy use efficiency, and designs a financial support system suitable for the specific situation in Inner Mongolia. To promote the effective development of energy conservation and consumption reduction work in the region. In this paper, the financial support system to achieve the goal of energy saving and consumption reduction in this area as the research object, through the theoretical extraction of the core problem of energy saving and consumption reduction lies in the effective solution of funds, The econometrics method of co-integration analysis is used to analyze the dependence of economic growth on energy consumption in Inner Mongolia, which further explains the problems existing in the financial support of energy conservation and consumption reduction in Inner Mongolia. By comparing the experience of energy saving and consumption reduction at home and abroad, this paper summarizes the significance of reference for Inner Mongolia, introduces the method of systematic analysis, and combines the experiences and lessons of domestic and international in related fields. Set up a set of financial support system to solve the goal of saving energy and reducing consumption. At the same time, it is necessary to integrate the relevant policies and systems of the government and financial authorities on energy conservation and consumption reduction, improve the financial service policy system, and optimize the external environmental policies for energy conservation and consumption reduction, and so on. Jointly promote energy conservation and consumption reduction targets in Inner Mongolia.
