【摘要】：快速的經(jīng)濟(jì)發(fā)展和城鎮(zhèn)化進(jìn)程,以及國(guó)家層面積極推動(dòng)的城鄉(xiāng)統(tǒng)籌發(fā)展戰(zhàn)略,推動(dòng)了政府財(cái)力支持下的鄉(xiāng)村基本公共服務(wù)設(shè)施的快速發(fā)展進(jìn)程,為改善農(nóng)村地區(qū)總體上嚴(yán)重落后的公共服務(wù)水平提供了重要契機(jī)。然而時(shí)代的發(fā)展,也同樣推動(dòng)了農(nóng)村地區(qū)基本公共服務(wù)設(shè)施需求的演變。為此,主要從基本概念、鄉(xiāng)村基本公共服務(wù)設(shè)施內(nèi)容及功能類型、層級(jí)體系等方面進(jìn)行歸納并剖析主要演變趨勢(shì)和影響因素,并在此基礎(chǔ)上著重從村莊基本公共服務(wù)設(shè)施布局的層面結(jié)合案例進(jìn)行探討,提出了選址優(yōu)先考慮覆蓋性的基礎(chǔ)上還應(yīng)充分考慮市場(chǎng)化導(dǎo)向,以及設(shè)施建設(shè)布局方面的適當(dāng)集中化和綜合化的方向建議。
[Abstract]:The rapid economic development and urbanization process, as well as the urban-rural integrated development strategy actively promoted at the national level, have promoted the rapid development of rural basic public services supported by the government's financial resources. It provides an important opportunity to improve the level of public service in rural areas. However, the development of the times has also promoted the development of basic public service facilities in rural areas. Therefore, this paper summarizes and analyzes the main evolution trend and influencing factors from the basic concepts, the contents and function types of rural basic public service facilities, the hierarchy system, and so on. On the basis of this, the paper mainly discusses the layout of basic public service facilities in villages, and puts forward that the market-oriented orientation should be fully considered on the basis of the priority of site selection and coverage. As well as facilities construction layout proper centralization and synthesis direction suggestion.
