【摘要】：一個(gè)工程項(xiàng)目的建成需要多年時(shí)間,建成周期長給工程建設(shè)項(xiàng)目帶來的很多的不穩(wěn)定性就會(huì)產(chǎn)生風(fēng)險(xiǎn)。因此,工程項(xiàng)目的建設(shè)需進(jìn)行風(fēng)險(xiǎn)管理研究。而HH海洋食品研發(fā)中心程項(xiàng)目又有自身所獨(dú)有的特征,此類項(xiàng)目風(fēng)險(xiǎn)管理研究較少。通過將風(fēng)險(xiǎn)管理內(nèi)容與HH海洋食品研發(fā)中心工程建設(shè)項(xiàng)目緊密結(jié)合起來,在實(shí)際項(xiàng)目中實(shí)踐項(xiàng)目風(fēng)險(xiǎn)管理的具體運(yùn)用,并對(duì)HH海洋食品研發(fā)中心工程建設(shè)項(xiàng)目進(jìn)行全面的風(fēng)險(xiǎn)管理分析和風(fēng)險(xiǎn)應(yīng)對(duì)。通過闡述HH海洋食品研發(fā)中心工程建設(shè)項(xiàng)目的主要背景及項(xiàng)目實(shí)施意義,并總結(jié)當(dāng)前國內(nèi)外項(xiàng)目風(fēng)險(xiǎn)管理的主要進(jìn)展,對(duì)項(xiàng)目風(fēng)險(xiǎn)管理主要理論定義及風(fēng)險(xiǎn)管理步驟進(jìn)行詳細(xì)介紹,為后續(xù)進(jìn)行項(xiàng)目風(fēng)險(xiǎn)管理研究奠定了理論基礎(chǔ)。通過對(duì)HH海洋食品研發(fā)中心工程建設(shè)項(xiàng)目的各項(xiàng)內(nèi)容進(jìn)行介紹,對(duì)HH海洋食品研發(fā)中心工程建設(shè)項(xiàng)目的風(fēng)險(xiǎn)項(xiàng)目進(jìn)行識(shí)別,在綜合一般的工程項(xiàng)目建設(shè)風(fēng)險(xiǎn)基礎(chǔ)上,分析項(xiàng)目的獨(dú)有特征,得到四組風(fēng)險(xiǎn)內(nèi)容,主要包括決策階段風(fēng)險(xiǎn)、前期工作階段風(fēng)險(xiǎn)、建設(shè)階段風(fēng)險(xiǎn)、項(xiàng)目管理風(fēng)險(xiǎn)等。通過對(duì)各項(xiàng)風(fēng)險(xiǎn)事項(xiàng)進(jìn)行詳細(xì)定義解釋后,主要利用層次分析法(AHP)針對(duì)HH海洋食品研發(fā)中心工程建設(shè)項(xiàng)目建立項(xiàng)目風(fēng)險(xiǎn)指標(biāo)體系,對(duì)各項(xiàng)風(fēng)險(xiǎn)項(xiàng)目進(jìn)行權(quán)重計(jì)算,確定HH海洋食品研發(fā)中心工程建設(shè)項(xiàng)目的主要風(fēng)險(xiǎn),發(fā)現(xiàn)：項(xiàng)目管理風(fēng)險(xiǎn)和項(xiàng)目建設(shè)階段風(fēng)。險(xiǎn)最大,項(xiàng)目投資決策階段風(fēng)險(xiǎn)和項(xiàng)目前期階段風(fēng)險(xiǎn)較小。在所有風(fēng)險(xiǎn)二級(jí)指標(biāo)中項(xiàng)目組織風(fēng)險(xiǎn)、工期風(fēng)險(xiǎn)、項(xiàng)目人才管理風(fēng)險(xiǎn)、質(zhì)量風(fēng)險(xiǎn)等二級(jí)風(fēng)險(xiǎn)指標(biāo)的組合權(quán)重超過平均水平,這些風(fēng)險(xiǎn)主要隸屬于項(xiàng)目管理風(fēng)險(xiǎn)、項(xiàng)目建設(shè)階段風(fēng)險(xiǎn)這兩種一級(jí)指標(biāo)。因此需要對(duì)這兩種一級(jí)風(fēng)險(xiǎn)指標(biāo)進(jìn)行重點(diǎn)關(guān)注。在得到各項(xiàng)風(fēng)險(xiǎn)權(quán)重基礎(chǔ)上,針對(duì)提出項(xiàng)目管理風(fēng)險(xiǎn)、項(xiàng)目建設(shè)階段風(fēng)險(xiǎn)等主要風(fēng)險(xiǎn)事項(xiàng)提出應(yīng)對(duì)措施,降低主要風(fēng)險(xiǎn)帶來的不利影響,保障HH海洋食品研發(fā)中心工程順利進(jìn)行,希望通過項(xiàng)目風(fēng)險(xiǎn)管理建設(shè)實(shí)現(xiàn)HH海洋食品研發(fā)中心工程的目標(biāo),降低項(xiàng)目建設(shè)過程中風(fēng)險(xiǎn)事項(xiàng)造成的不利影響,使項(xiàng)目順利實(shí)現(xiàn)其經(jīng)濟(jì)及社會(huì)效益。
[Abstract]:It takes many years for a project to be completed. Therefore, the project construction needs to carry on the risk management research. HH marine food R & D center program has its own unique characteristics, such project risk management research is less. By combining the risk management content with the HH marine food R & D center construction project, the concrete application of project risk management is put into practice in the actual project. And carries on the comprehensive risk management analysis and the risk response to the HH marine food research and development center project construction project. This paper expounds the main background and significance of the project construction of HH marine food R & D center, and summarizes the main progress of project risk management at home and abroad. The main theoretical definition and risk management steps of project risk management are introduced in detail, which lays a theoretical foundation for the subsequent research on project risk management. By introducing the contents of the HH marine food R & D center project, the risk items of the HH marine food R & D center project are identified, based on the synthesis of the general engineering project construction risks. By analyzing the unique characteristics of the project, four groups of risk contents are obtained, including decision stage risk, pre-work stage risk, construction stage risk, project management risk and so on. After the detailed definition and explanation of various risk items, the paper mainly uses Analytic hierarchy process (AHP) (AHP) to establish the project risk index system for the HH marine food R & D center construction project, and calculates the weight of each risk item. Determine the main risks of HH marine food R & D center project, find: project management risk and project construction phase wind. The risk is maximum, the risk of project investment decision stage and the early stage of project is small. Among all the secondary risk indicators, the combined weights of the two risk indicators, such as project organization risk, duration risk, project talent management risk, quality risk and so on, exceed the average level, and these risks mainly belong to the project management risk. Project construction stage risk these two kinds of first-level index. Therefore, we need to focus on these two primary risk indicators. On the basis of getting all kinds of risk weights, some countermeasures are put forward to reduce the adverse effects of the main risks, such as project management risk, project construction stage risk and so on. To ensure the smooth progress of HH marine food R & D center project, hope to realize the goal of HH marine food R & D center project through the project risk management construction, and reduce the adverse impact caused by the risk items in the process of the project construction. Make the project realize its economic and social benefits smoothly.
