【摘要】：改革開放以來,經(jīng)濟(jì)蓬勃發(fā)展。作為推動經(jīng)濟(jì)飛速前進(jìn)、實(shí)現(xiàn)發(fā)展的主要途徑,建設(shè)項(xiàng)目為社會主義經(jīng)濟(jì)事業(yè)的發(fā)展做出了杰出貢獻(xiàn)。為更好的促進(jìn)社會的進(jìn)步和國民經(jīng)濟(jì)目標(biāo)的實(shí)現(xiàn),我們必須為擬建項(xiàng)目做出科學(xué)可靠的決策�？尚行匝芯渴琼�(xiàng)目前期的重要工作,是基本建設(shè)程序中不可或缺的部分,為工程項(xiàng)目提供了充足信息和資料,是項(xiàng)目決策和優(yōu)化的重要依據(jù)。因此在項(xiàng)目策劃和立項(xiàng)時期,必須高度重視建設(shè)項(xiàng)目可行性研究的工作和成果。然而在可行性研究發(fā)展的三十余年中,其工作成果喜憂參半,在取得一定成績的同時卻也出現(xiàn)了一些問題；雖然為項(xiàng)目建設(shè)提供了決策依據(jù),但也必須為許多停建和緩建的項(xiàng)目承擔(dān)責(zé)任�；诖�,本文對建設(shè)項(xiàng)目可行性研究體系進(jìn)行了系統(tǒng)的研究,提出了我國建設(shè)項(xiàng)目可行性研究體系存在的問題和相應(yīng)的解決方案,完善了擬建項(xiàng)目可行性研究階段的綜合評價體系,為進(jìn)一步提高建設(shè)項(xiàng)目可行性研究的質(zhì)量提供理論基礎(chǔ)。 首先,本文確定了可行性研究在建設(shè)投資決策中的重要地位,簡單闡述了文章的研究背景和研究意義。深入細(xì)致的介紹了可行性研究的相關(guān)內(nèi)容,其中包括可行性研究的概念、基本作用、遵循原則、參考的依據(jù)、階段劃分、工作步驟和內(nèi)容等。 其次,從商業(yè)建筑的空置率入手,從其危害性反映可行性研究的重要性。文章分別從建設(shè)項(xiàng)目可行性研究的評價過程、報告的編制過程、可研的承擔(dān)主體、行政干預(yù)的力度和咨詢業(yè)等方面存在的問題進(jìn)行了的概括總結(jié),并對這些給我國可行性研究的體系造成了嚴(yán)重的影響的問題進(jìn)行了深入細(xì)致的分析。 再次,在總結(jié)可行性研究存在問題的基礎(chǔ)上,站在不同的角度分析了出現(xiàn)這些問題的原因；以解決方案的總體思路為基礎(chǔ),有針對性的提出了對應(yīng)的具體改善方法,并對這些方案從不同角度進(jìn)行了全面的分析。 最后,提出了可行性研究綜合評價的重要性,在對工程可行性研究各單項(xiàng)指標(biāo)作了全面系統(tǒng)性的分析的基礎(chǔ)上,構(gòu)建了可行性研究綜合評價的指標(biāo)評價體系,總結(jié)了多種評價方法的優(yōu)劣的同時,選擇運(yùn)用多級模糊綜合評價方法對建設(shè)項(xiàng)目可行性研究進(jìn)行評價,對評價的過程進(jìn)行了系統(tǒng)的介紹,最后將得出的結(jié)論進(jìn)行了闡述。
[Abstract]:Since the reform and opening up, the economy is booming. As the main way to promote the rapid progress of economy and realize development, the construction project has made outstanding contribution to the development of socialist economic cause. In order to better promote social progress and the realization of national economic goals, we must make a scientific and reliable decision for the proposed project. Feasibility study is an important work in the early stage of the project and an indispensable part of the capital construction program. It provides sufficient information and information for the project and is an important basis for project decision-making and optimization. Therefore, in the period of project planning and project establishment, we must attach great importance to the work and results of feasibility study of construction project. However, in the more than 30 years since the feasibility study was developed, the results of its work have been mixed, and some problems have also appeared in the course of certain achievements, although it has provided a basis for decision-making in the construction of the project. But responsibility must also be taken for many of the projects that have been halted and delayed. Based on this, this paper makes a systematic study on the feasibility research system of construction projects, and puts forward the problems and corresponding solutions of the feasibility research system of construction projects in China. The comprehensive evaluation system of the feasibility study stage of the proposed project is perfected, which provides a theoretical basis for further improving the quality of the feasibility study of the construction project. Firstly, this paper determines the important position of feasibility study in construction investment decision, and briefly expounds the research background and significance of the paper. The related contents of the feasibility study are introduced in detail, including the concept, the basic function, the principle, the reference basis, the stage division, the working steps and the content of the feasibility study. Secondly, starting with the vacancy rate of commercial buildings, it reflects the importance of feasibility study from its harmfulness. This paper summarizes the problems in the feasibility study of construction project, such as the evaluation process of the feasibility study, the process of compiling the report, the main body of research, the intensity of administrative intervention and the consulting industry, etc. These problems which have caused serious influence to the system of feasibility study in our country are analyzed in detail. Thirdly, on the basis of summarizing the existing problems of the feasibility study, this paper analyzes the causes of these problems from different angles; based on the overall thinking of the solution, it puts forward the corresponding specific improvement methods. These schemes are analyzed from different angles. Finally, the importance of comprehensive evaluation of feasibility study is put forward. On the basis of comprehensive and systematic analysis of each single index of engineering feasibility study, an index evaluation system for comprehensive evaluation of feasibility study is constructed. This paper summarizes the merits and demerits of various evaluation methods, chooses to use multilevel fuzzy comprehensive evaluation method to evaluate the feasibility study of construction projects, systematically introduces the evaluation process, and finally expounds the conclusions reached.
