綠色建筑項(xiàng)目決策階段風(fēng)險(xiǎn)評(píng)價(jià)研究

【摘要】:黨的十八大報(bào)告中把環(huán)境保護(hù),資源節(jié)約,能源節(jié)約,發(fā)展可再生能源,水、大氣、土壤污染治理等等一系列事項(xiàng)統(tǒng)一為“生態(tài)文明”的概念,而綠色建筑是生態(tài)文明建設(shè)中的重要組成之一。 本文從承包商的角度研究綠色建筑項(xiàng)目的風(fēng)險(xiǎn)問(wèn)題。在分析國(guó)內(nèi)外綠色建筑項(xiàng)目風(fēng)險(xiǎn)研究現(xiàn)狀和介紹項(xiàng)目風(fēng)險(xiǎn)管理知識(shí)的基礎(chǔ)上,分析綠色建筑項(xiàng)目的特點(diǎn),通過(guò)比較綠色建筑項(xiàng)目與一般建筑項(xiàng)目的區(qū)別,發(fā)現(xiàn)綠色建筑項(xiàng)目在目標(biāo)風(fēng)險(xiǎn)、管理風(fēng)險(xiǎn)、技術(shù)風(fēng)險(xiǎn)等方面管理難度較一般項(xiàng)目更大的特性。 運(yùn)用現(xiàn)代項(xiàng)目管理中的風(fēng)險(xiǎn)分解結(jié)構(gòu)理論,結(jié)合傳統(tǒng)的專家意見(jiàn)等方法,根據(jù)綠色建筑項(xiàng)目的特點(diǎn),從綠色建筑全壽命周期角度建立綠色建筑項(xiàng)目風(fēng)險(xiǎn)分解結(jié)構(gòu),得到影響綠色建筑項(xiàng)目的風(fēng)險(xiǎn)要素。 在上述研究基礎(chǔ)上,首次構(gòu)建了包含6個(gè)一級(jí)指標(biāo)和30個(gè)二級(jí)指標(biāo)在內(nèi)的綠色建筑項(xiàng)目風(fēng)險(xiǎn)評(píng)價(jià)指標(biāo)體系;基于屬性層次模型(AHM),構(gòu)建了基于模糊綜合評(píng)價(jià)的綠色建筑項(xiàng)目風(fēng)險(xiǎn)評(píng)價(jià)模型,建立適合綠色建筑項(xiàng)目風(fēng)險(xiǎn)評(píng)價(jià)的體系。選擇某綠色建筑科技館項(xiàng)目進(jìn)行實(shí)證分析,研究發(fā)現(xiàn)該科技館項(xiàng)目的風(fēng)險(xiǎn)為一般風(fēng)險(xiǎn),該評(píng)價(jià)結(jié)果將為承包商進(jìn)行決策和施工過(guò)程中的風(fēng)險(xiǎn)控制提供依據(jù)。
[Abstract]:In the report of the 18th National Congress of the CPC, a series of issues such as environmental protection, resource conservation, energy conservation, development of renewable energy, water, atmosphere, soil pollution control and so on were unified into the concept of "ecological civilization." Green building is one of the important components in the construction of ecological civilization. On the basis of analyzing the present situation of research on the risk of green building projects at home and abroad and introducing the knowledge of project risk management, this paper analyzes the characteristics of green building projects, and compares the differences between green building projects and general construction projects. It is found that the green building project is more difficult to manage in terms of target risk, management risk, technical risk and so on. Using the theory of risk decomposition structure in modern project management, combining the traditional expert opinion and so on, it is found that the management of green building project is more difficult than that of the general project. According to the characteristics of green building project, the risk decomposition structure of green building project is established from the view of the whole life cycle of green building, and the risk factors influencing green building project are obtained. The risk evaluation index system of green building project including 6 first-grade indexes and 30 second-grade indexes is constructed for the first time, and the risk evaluation model of green building project based on fuzzy comprehensive evaluation is constructed based on attribute hierarchy model. Set up the system suitable for the risk evaluation of green building project. A green building science and technology museum project is selected for empirical analysis. It is found that the risk of the science and technology museum project is a general risk. The evaluation results will provide the basis for the contractor to make decisions and control the risks in the construction process.
