【摘要】：隨著近年來我國經(jīng)濟(jì)的飛速發(fā)展,家庭平均收入有了質(zhì)的飛躍,居民生活水平也在穩(wěn)步提升,醫(yī)療衛(wèi)生條件也在不斷進(jìn)步。早在2000年,我國便進(jìn)入了人口老齡化時(shí)期,老年人口在總?cè)丝谥械谋戎卣嫉谋壤絹碓礁�。老齡化問題帶來的勞動(dòng)力短缺、老年人供應(yīng)問題嚴(yán)重影響到了社會(huì)主義和諧社會(huì)的建設(shè)。隨著養(yǎng)老問題的產(chǎn)生,為解決老年人居住、供養(yǎng)問題而建設(shè)的老年公寓項(xiàng)目得到了迅速拓展。針對(duì)老年公寓項(xiàng)目,國內(nèi)研究的較少,僅僅將老年公寓作為房地產(chǎn)行業(yè)中一個(gè)較為特殊的形式進(jìn)行研究,很少進(jìn)行全面的風(fēng)險(xiǎn)管理研究。本文結(jié)合招遠(yuǎn)市陽光老年公寓項(xiàng)目,通過對(duì)該項(xiàng)目的實(shí)地調(diào)查,通過德爾菲法識(shí)別出了該項(xiàng)目的潛在的所有風(fēng)險(xiǎn)因素,并識(shí)別出了影響較大的六個(gè)因素。然后對(duì)六個(gè)主要風(fēng)險(xiǎn)因素進(jìn)行細(xì)分,建立了招遠(yuǎn)市陽光老年公寓風(fēng)險(xiǎn)的三級(jí)指標(biāo)體系。根據(jù)專家打分,通過模糊層次綜合評(píng)價(jià)法對(duì)招遠(yuǎn)市陽光老年公寓存在的風(fēng)險(xiǎn)二級(jí)、三級(jí)指標(biāo)進(jìn)行定量的評(píng)價(jià),分析得出對(duì)該項(xiàng)目影響較大的風(fēng)險(xiǎn)的排序和總體風(fēng)險(xiǎn)度。最后,根據(jù)風(fēng)險(xiǎn)的排序,制定風(fēng)險(xiǎn)控制、自留、轉(zhuǎn)移或規(guī)避的解決策略,并針對(duì)不同的風(fēng)險(xiǎn),結(jié)合招遠(yuǎn)市陽光老年公寓項(xiàng)目的實(shí)際情況制定各自具體的解決措施。新措施的制定也給招遠(yuǎn)市陽光老年公寓項(xiàng)目各方提出了更高的要求。招遠(yuǎn)市陽光老年公寓項(xiàng)目的建設(shè)和運(yùn)營,有助于解決招遠(yuǎn)市辛莊鎮(zhèn)地區(qū)老年人供養(yǎng)難的實(shí)際問題。本文通過對(duì)該項(xiàng)目進(jìn)行體統(tǒng)的風(fēng)險(xiǎn)管理研究,為項(xiàng)目正常建設(shè)和運(yùn)營提供了管理意見。
[Abstract]:With the rapid development of China's economy in recent years, the average household income has made a qualitative leap, the standard of living of the residents is also steadily improving, and the medical and health conditions are also making continuous progress. As early as 2000, China has entered the aging period, the proportion of the elderly population in the total population is increasing. The shortage of labor force brought by the aging problem and the supply problem of the elderly have seriously affected the construction of a harmonious socialist society. With the emergence of the old-age problem, the project of the elderly apartment has been rapidly expanded to solve the problem of living and supporting the elderly. For the elderly apartment project, the domestic research is less, only take the elderly apartment as a special form in the real estate industry, rarely carry on the comprehensive risk management research. Based on the project of Zhaoyuan Sunshine elderly apartment, this paper identifies all the potential risk factors of the project by Delphi method, and identifies six factors that have a great influence on the project. Then, six main risk factors are subdivided, and the three-level index system of the risk of sunshine elderly apartment in Zhaoyuan city is established. According to the expert score, the risk of the elderly apartment in Zhaoyuan City is evaluated quantitatively by fuzzy hierarchy comprehensive evaluation method, and the ranking of the risk and the overall risk degree which have a great influence on the project are obtained. Finally, according to the ranking of risks, make the solution strategy of risk control, retention, transfer or avoidance, and according to different risks, combined with the actual situation of Zhaoyuan City Sunshine elderly apartment project to formulate their specific solutions. The formulation of new measures to Zhaoyuan City Sunshine elderly apartment project parties put forward higher requirements. The construction and operation of Guang Guang apartment Project in Zhaoyuan City is helpful to solve the practical problem of the elderly in Xinzhuang Town, Zhaoyuan City. This paper provides management advice for the normal construction and operation of the project through the research on the systematic risk management of the project.
