保障房建設(shè)過程質(zhì)量控制與政府監(jiān)管機(jī)制研究

【摘要】:保障房工程是政府主導(dǎo)以惠民為最終目的的民生工程。首先,保障房的選址工作是其中一項(xiàng)重要的內(nèi)容,在保障房建設(shè)的前期,合理選址對(duì)工程開發(fā),尤其是對(duì)居民的生活品質(zhì)的提高有著至關(guān)重要的作用。因此保障房選址中的問題、原因以及相關(guān)對(duì)策成為當(dāng)下社會(huì)研究的重點(diǎn)課題之一。其次,保障房戶型面積普遍較小,但是小戶型并不代表標(biāo)準(zhǔn)和質(zhì)量低下,也并不代表不實(shí)用,反而更應(yīng)當(dāng)提高保障房建設(shè)的標(biāo)準(zhǔn)和實(shí)用性。現(xiàn)在,人們追求的是生活的品質(zhì),只要保障房質(zhì)量能夠保證,性價(jià)比高,就能滿足人們?cè)谄焚|(zhì)方面的需求。為了提高保障房的品質(zhì),需要掌握影響品質(zhì)指標(biāo)的主要因素,根據(jù)對(duì)這些主要因素的進(jìn)行相應(yīng)調(diào)整,因地制宜,最終實(shí)現(xiàn)戶型優(yōu)化的目標(biāo)。小戶型只要經(jīng)過合理的優(yōu)化設(shè)計(jì),也可以為人們提供優(yōu)質(zhì)的居住條件。最后,通過對(duì)保障房施工過程中的嚴(yán)格管理,就可以保證工程質(zhì)量,維護(hù)好低收入人群的根本利益,從而實(shí)現(xiàn)和諧社會(huì)的構(gòu)建。本文從保障房建設(shè)過程質(zhì)量控制的角度出發(fā),對(duì)保障房質(zhì)量管理失效或缺失的原因進(jìn)行分析,從保障房選址、設(shè)計(jì)、施工質(zhì)量控制以及政府監(jiān)管機(jī)制等幾個(gè)方面著手,對(duì)保障房質(zhì)量提出具體的意見和看法,希望能拋磚引玉,引起同行對(duì)保障房工程質(zhì)量的重視,共同確保保障房工程質(zhì)量安全,維護(hù)廣大群眾的利益。保障房工程是政府為了實(shí)現(xiàn)“居者有其屋”理念的具體體現(xiàn),從而可以使得低收入家庭能夠在現(xiàn)如今經(jīng)濟(jì)發(fā)展迅速的城市中改善居住條件。
[Abstract]:Indemnificatory apartment project is a government-led people-friendly project for the ultimate purpose of people's livelihood. First of all, indemnificatory apartment's site selection is one of the important contents. In the early stage of indemnificatory apartment construction, reasonable location selection plays an important role in project development, especially in the improvement of residents' quality of life. Therefore, indemnificatory apartment's problems, causes and relevant countermeasures have become one of the key issues in the current social research. Secondly, indemnificatory apartment family area is generally small, but small household type does not represent the low standard and quality, nor does it mean not practical, but should improve the standard and practicability of indemnificatory apartment construction. Now, what people pursue is the quality of life, so long as indemnificatory apartment quality can guarantee, the performance price ratio is high, can satisfy people in the quality aspect demand. In order to improve indemnificatory apartment's quality, it is necessary to master the main factors that affect the quality index, and adjust these main factors accordingly, according to the local conditions, and finally realize the goal of household type optimization. As long as the small family through reasonable optimization design, can also provide high-quality living conditions for people. Finally, through strict management of indemnificatory apartment's construction process, the quality of the project can be guaranteed, and the fundamental interests of low-income people can be safeguarded, so as to realize the construction of a harmonious society. From the point of view of quality control in indemnificatory apartment's construction process, this paper analyzes the reasons for the invalidation or absence of indemnificatory apartment's quality management, starting with the selection, design, construction quality control and government supervision mechanism, etc. This paper puts forward concrete opinions and opinions on indemnificatory apartment's quality, hoping to draw the attention of his peers to the engineering quality of indemnificatory apartment, to ensure the safety of the engineering quality and to safeguard the interests of the masses. Indemnificatory apartment Project is a concrete embodiment of the government's idea of "home ownership", so that low-income families can improve their living conditions in today's rapidly growing cities.
