【摘要】:近30年來,我國基礎設施建設大量新技術、新材料、新工藝、新設備得到應用和擴散,建設參與主體的技術水平、工藝水平和專業(yè)化程度不斷提高,專業(yè)化施工隊伍大量涌現(xiàn)。另外,基礎設施建設項目亦呈現(xiàn)出建設規(guī)模巨大、項目功能多樣、資源投入龐大、建設組織方式靈活多變等特點,由一個施工單位投入全部人力物力,完成項目的全部建設任務已經(jīng)越來越不可能。因此,通過專業(yè)分包和勞務分包等方式,吸收一些具有較高技術水平與工藝水平的專業(yè)化施工隊伍,參與基礎設施建設項目的專業(yè)化施工,是市場經(jīng)濟條件下,基礎設施建設的一個發(fā)展趨勢。但是,如何管理好這些專業(yè)隊伍和勞務隊伍,一直是建設項目管理中存在的現(xiàn)實難題。本文從總包方的角度出發(fā),結合本人親身經(jīng)歷以中交路橋華北公司的勞務分包為研究對象,探討分包的內涵及存在的必要性,分析其管理現(xiàn)狀及存在的問題,研究如何引導、規(guī)范勞務分包行為,充分發(fā)揮分包的優(yōu)勢。本研究提出,為做好分包管理工作,總承包企業(yè)應從以下方面去努力:加強對國家的法律、法規(guī)和地方行政法規(guī)的學習,提升法律水平,嚴格走合法的道路;建立企業(yè)分包管理制度,對勞務分包隊伍的引進要依據(jù)嚴格程序并進行嚴格審查;加強與勞務分包隊伍的溝通和指導,嚴格按照分包合同進行管理,對分包負有不可推卸的義務和責任,也不放松對分包的要求:重視分包隊伍內部的管理,幫助其提高管理水平。
[Abstract]:In the past 30 years, a large number of new technologies, new materials, new processes and new equipment have been applied and diffused in infrastructure construction in China. A large number of specialized construction teams have emerged. In addition, infrastructure construction projects also show the characteristics of large construction scale, diverse project functions, huge investment of resources, flexible construction organization, and so on. It is increasingly impossible for one construction unit to put in all its manpower and material resources to complete all the construction tasks of the project. Therefore, by means of professional subcontracting and labor subcontracting, It is a development trend of infrastructure construction under the market economy to absorb some specialized construction teams with high technical and technological levels to participate in the specialized construction of infrastructure construction projects. How to manage these professional and labor teams well has always been a practical problem in the construction project management. This paper, from the point of view of the general contractor, combined with my own personal experience, takes the labor subcontracting of China Road and Bridge North China Company as the research object. This paper discusses the connotation and necessity of subcontracting, analyzes its management status and existing problems, studies how to guide, standardize labor subcontracting, and give full play to the advantages of subcontracting. The general contracting enterprises should make efforts in the following aspects: strengthening the study of the laws, regulations and local administrative regulations of the state, raising the legal level, strictly following the legal path, and establishing the enterprise subcontracting management system, The introduction of labor subcontracting teams should be conducted in accordance with strict procedures and strictly examined; communication and guidance with labor subcontracting teams should be strengthened; management should be carried out in strict accordance with subcontracting contracts; and subcontracting should bear unshirkable obligations and responsibilities. Do not relax the subcontracting requirements: pay attention to the subcontracting team internal management, to help improve the management level.
