【摘要】：隨著我國的經(jīng)濟飛速發(fā)展,市場經(jīng)濟時代的來臨,建筑施工企業(yè)面臨的市場環(huán)境正發(fā)生深刻變化,建筑市場競爭日趨激烈。建筑施工是國民經(jīng)濟支柱產(chǎn)業(yè)之一,但總的來說,我國的施工企業(yè)管理水平卻不夠先進,并不能達到當前現(xiàn)代的建筑行業(yè)經(jīng)營要求,作為勞動密集型企業(yè),建筑施工企業(yè)盈利空間日漸減小,日趨苛刻的業(yè)主需求,墊資、大幅度的壓價,工期、質(zhì)量要求越來越高,傳統(tǒng)的管理方式已不適應現(xiàn)代市場的要求,迫使建筑施工企業(yè)向管理型、效益型企業(yè)轉(zhuǎn)變。建筑施工企業(yè)的生存和發(fā)展必然要依靠技術(shù)、制度和管理的不斷創(chuàng)新,需要納入標準化管理,從而保持企業(yè)健康發(fā)展,增強企業(yè)市場競爭力。建筑施工這一特殊行業(yè),由于其自身特點,企業(yè)管理難度較大,因此內(nèi)部控制體系的建立健全就顯得尤為重要。內(nèi)部控制是公司內(nèi)的董事、管理層以及其他員工執(zhí)行的用來自我規(guī)劃、約束以及評價和控制的各種方法和措施,這些方法和措施是用來保護資產(chǎn)的完整性、保證會計信息的可靠性以及確保經(jīng)營方針的有效性。內(nèi)部控制薄弱是我國企業(yè)的共性問題,在許多企業(yè)中存在著,粗放式的管理已不適應當前的競爭形勢,內(nèi)部控制對企業(yè)管理的重要性不言而喻。它滲透到企業(yè)各個領(lǐng)域、覆蓋企業(yè)各個方面、是融合了企業(yè)人、財、物管理的系統(tǒng)工程。在當前市場競爭日趨激烈的情況下,有效地內(nèi)控,不斷優(yōu)化內(nèi)控環(huán)境可以使企業(yè)在經(jīng)營中處于優(yōu)勢地位,對企業(yè)經(jīng)營大有裨益。本文在對相關(guān)內(nèi)部控制理論研究的基礎(chǔ)上,深入分析了我國建筑施工企業(yè)整個行業(yè)的性質(zhì)及特點,采用案例研究方法,以ZW公司為例,發(fā)現(xiàn)并分析建筑施工企業(yè)內(nèi)部控制中存在的問題。按照COSO框架的思想和理念,提出了健全內(nèi)部控制體系的對策和建議。最后指出內(nèi)部控制可以規(guī)范建筑施工企業(yè)的經(jīng)營行為,有助于降低建筑施工企業(yè)經(jīng)營風險、提高經(jīng)濟效益,更有利于企業(yè)的發(fā)展壯大。
[Abstract]:With the rapid development of our economy and the advent of the market economy era, the market environment facing the construction enterprises is undergoing profound changes, and the competition in the construction market is becoming increasingly fierce. Construction is one of the pillar industries of the national economy, but generally speaking, the construction of construction is one of the pillar industries of the national economy. However, the management level of construction enterprises in our country is not advanced enough to meet the management requirements of modern construction industry. As a labor-intensive enterprise, the profit space of construction enterprises is decreasing day by day. The requirements of large price reduction, construction period and quality are becoming higher and higher. The traditional management mode has not adapted to the requirements of the modern market, forcing the construction enterprises to adopt the management type. The survival and development of construction enterprises must depend on the continuous innovation of technology, system and management, which need to be brought into standardized management, so as to maintain the healthy development of enterprises. Strengthening the market competitiveness of enterprises. Construction is a special industry, because of its own characteristics, enterprise management is difficult, so the establishment and perfection of internal control system is particularly important. Internal control is the director of the company. Methods and measures implemented by management and other employees for self-planning, restraint, and evaluation and control to protect the integrity of the asset, To ensure the reliability of accounting information and the effectiveness of management policy. Weak internal control is the common problem of Chinese enterprises. In many enterprises, extensive management has not adapted to the current competitive situation. The importance of internal control to enterprise management is self-evident. It permeates all fields of enterprise and covers all aspects of enterprise. It is a system engineering that integrates enterprise people, money and material management. Effective internal control and continuous optimization of internal control environment can make the enterprise in the superior position in the management, which is of great benefit to the enterprise management. This paper deeply analyzes the nature and characteristics of the whole industry of construction enterprises in our country, adopts the case study method, taking ZW Company as an example, finds and analyzes the problems existing in the internal control of the construction enterprises. According to the idea and idea of COSO framework, the paper analyzes the problems existing in the internal control of the construction enterprises in China. Finally, it is pointed out that internal control can standardize the management behavior of construction enterprises, help to reduce the operating risk of construction enterprises, increase economic benefits, and be more conducive to the development and growth of enterprises.
