建筑工程項(xiàng)目風(fēng)險(xiǎn)預(yù)警管理研究

【摘要】:隨著我國(guó)經(jīng)濟(jì)的快速發(fā)展,以及人民生活的水平的日益提高,我國(guó)的建筑行業(yè)也日益繁榮。建筑工程項(xiàng)目相對(duì)于企業(yè)項(xiàng)目來說,資金密集度高、項(xiàng)目周轉(zhuǎn)時(shí)間慢,對(duì)質(zhì)量、進(jìn)度、安全的要求非常高,因此,項(xiàng)目的風(fēng)險(xiǎn)很大。目前,我國(guó)建筑企業(yè)對(duì)項(xiàng)目可能產(chǎn)生的風(fēng)險(xiǎn)越來越重視,構(gòu)建工程項(xiàng)目風(fēng)險(xiǎn)預(yù)警系統(tǒng),可以預(yù)先把風(fēng)險(xiǎn)消滅在萌芽之中,減少風(fēng)險(xiǎn)造成的損失,因此,成為學(xué)者研究的重要課題之一。論文首先介紹了工程項(xiàng)目風(fēng)險(xiǎn)管理的概念、相應(yīng)的預(yù)警理論,然后構(gòu)建了工程項(xiàng)目風(fēng)險(xiǎn)預(yù)警系統(tǒng),詳細(xì)論述了工程項(xiàng)目風(fēng)險(xiǎn)預(yù)警系統(tǒng)的構(gòu)建目標(biāo)、功能和運(yùn)行模式。工程項(xiàng)目風(fēng)險(xiǎn)預(yù)警系統(tǒng)的四個(gè)子系統(tǒng)。風(fēng)險(xiǎn)預(yù)警系統(tǒng)的建立可以對(duì)項(xiàng)目的運(yùn)行情況進(jìn)行實(shí)時(shí)監(jiān)測(cè),一旦發(fā)現(xiàn)項(xiàng)目風(fēng)險(xiǎn)監(jiān)測(cè)指標(biāo)出現(xiàn)異常,就及時(shí)發(fā)出風(fēng)險(xiǎn)警報(bào)。以便能及時(shí)發(fā)現(xiàn)風(fēng)險(xiǎn),從而促使項(xiàng)目管理者能夠有效地防范和化解風(fēng)險(xiǎn)。論文采用層次分析法建立工程項(xiàng)目風(fēng)險(xiǎn)預(yù)警體系,并把風(fēng)險(xiǎn)理論知識(shí)應(yīng)用于具體的工程項(xiàng)目風(fēng)險(xiǎn)管理實(shí)踐,詳細(xì)介紹了預(yù)警指標(biāo)體系指標(biāo)值的確定和指標(biāo)權(quán)重的確定。在工程項(xiàng)目預(yù)警系統(tǒng)發(fā)出預(yù)警信號(hào)時(shí)需要采取相應(yīng)的對(duì)策,比如對(duì)風(fēng)險(xiǎn)的預(yù)防,盡可能地減少風(fēng)險(xiǎn)帶來的損失,采取措施防范風(fēng)險(xiǎn)的發(fā)生,風(fēng)險(xiǎn)發(fā)生后把風(fēng)險(xiǎn)轉(zhuǎn)移到其他的相關(guān)方,盡量避開風(fēng)險(xiǎn)等等。
[Abstract]:With the rapid development of our economy and the improvement of people's living standards, the construction industry in our country has become increasingly prosperous. Compared with enterprise projects, construction projects have high capital intensity, slow project turnaround time, and high quality. The requirements of progress and safety are very high, therefore, the risk of the project is very high. At present, the construction enterprises in our country pay more and more attention to the risks that may arise from the project. The construction of the project risk warning system can pre-eliminate the risk in the bud. Therefore, it has become one of the most important topics for scholars to study. Firstly, this paper introduces the concept of project risk management, the corresponding early warning theory, and then constructs a project risk warning system. This paper discusses in detail the construction goal, function and operation mode of the project risk early warning system, four subsystems of the project risk early warning system. The establishment of the risk warning system can monitor the project operation in real time. Once the project risk monitoring indicators are found to be abnormal, a risk alert is issued in a timely manner so that risks can be detected in a timely manner. In order to urge the project manager to prevent and defuse the risk effectively, the paper adopts the analytic hierarchy process to establish the early warning system of the engineering project risk, and applies the risk theory knowledge to the concrete project risk management practice. This paper introduces the determination of index value and index weight of early warning index system in detail. When the early warning system of engineering project sends out early warning signal, the corresponding countermeasures should be taken, such as the prevention of risk, and the reduction of loss caused by risk as much as possible. Take measures to prevent the occurrence of risk, risk after the transfer of risk to other relevant parties, as far as possible to avoid risks and so on.
