【摘要】：工業(yè)園區(qū)是推進(jìn)新型工業(yè)化的重要平臺(tái),是對(duì)外開(kāi)放、招商引資的重要窗口,也是實(shí)現(xiàn)城鄉(xiāng)統(tǒng)籌、推動(dòng)“兩型”社會(huì)建設(shè)的重要載體。近些年來(lái),湖南省部分縣市區(qū)按照產(chǎn)業(yè)集聚、發(fā)展區(qū)域經(jīng)濟(jì)的要求,通過(guò)完善基礎(chǔ)設(shè)施建設(shè),開(kāi)展招商引資,引導(dǎo)產(chǎn)業(yè)向工業(yè)園區(qū)集中,逐步成為帶動(dòng)當(dāng)?shù)貐^(qū)域經(jīng)濟(jì)發(fā)展的增長(zhǎng)點(diǎn)。但依靠工業(yè)園區(qū)推進(jìn)縣域經(jīng)濟(jì)發(fā)展仍然存在區(qū)域經(jīng)濟(jì)發(fā)展不平衡、開(kāi)發(fā)區(qū)管理水平參差不齊、產(chǎn)業(yè)結(jié)構(gòu)趨同等問(wèn)題,同時(shí)“四化兩型”的提出對(duì)工業(yè)園區(qū)提出了新的目標(biāo)與要求。因此,研究如何在“四化兩型”的原則下對(duì)工業(yè)園區(qū)進(jìn)行規(guī)劃布局和建設(shè)管理具有重要的現(xiàn)實(shí)意義。 本文以產(chǎn)業(yè)集聚理論、循環(huán)經(jīng)濟(jì)理論、區(qū)域經(jīng)濟(jì)發(fā)展理論等為基礎(chǔ),從湖南省工業(yè)園區(qū)發(fā)展現(xiàn)狀和政策出發(fā),剖析“四化兩型”的涵義,闡述工業(yè)園區(qū)的內(nèi)涵,綜合運(yùn)用現(xiàn)場(chǎng)調(diào)研、案例分析、訪談等方法,對(duì)工業(yè)園區(qū)的規(guī)劃布局與建設(shè)管理進(jìn)行分析,提出工業(yè)園區(qū)需要進(jìn)行功能定位及相應(yīng)規(guī)劃,分析工業(yè)園區(qū)基礎(chǔ)設(shè)施建設(shè)的投融資模式,提出工業(yè)園區(qū)的組織管理形式,探索工業(yè)園區(qū)的建設(shè)管理制度。 本文最后以BQ工業(yè)集中區(qū)規(guī)劃建設(shè)實(shí)踐出發(fā),分析了其規(guī)劃依據(jù)和功能布局,以及在基礎(chǔ)設(shè)施建設(shè)、工業(yè)園區(qū)運(yùn)營(yíng)方面的經(jīng)驗(yàn)與做法,為工業(yè)園區(qū)的規(guī)劃建設(shè)提供了寶貴經(jīng)驗(yàn)。圖5幅,表5個(gè),參考文獻(xiàn)62篇。
[Abstract]:Industrial park is an important platform for promoting new industrialization, an important window for opening up to the outside world and attracting investment, and also an important carrier for realizing the overall planning of urban and rural areas and promoting the construction of "two-type" society. In accordance with the requirements of industrial agglomeration and regional economic development, some counties and cities in Hunan Province, through the improvement of infrastructure construction, attract investment and guide industries to concentrate in industrial parks. Gradually become the growth point of driving the local regional economic development, but depending on the industrial park to promote the county economic development, there are still some problems, such as unbalanced regional economic development, uneven management level of the development zone, convergence of industrial structure and so on. At the same time, the "four modernizations and two types" put forward new goals and requirements for industrial parks. It is of great practical significance to study how to plan, layout and build industrial parks under the principle of "four modernizations and two types". Based on the theory of industrial agglomeration, the theory of circular economy and the theory of regional economic development, this paper analyzes the meaning of "four modernizations and two types" from the present situation and policy of Hunan Industrial Park. This paper expounds the connotation of the industrial park, synthetically applies the methods of field investigation, case analysis, interview and so on, analyzes the planning, layout and construction management of the industrial park, and points out that the industrial park needs to carry on the function orientation and the corresponding plan. This paper analyzes the investment and financing mode of the infrastructure construction of the industrial park, puts forward the organization and management form of the industrial park, and probes into the construction management system of the industrial park. In the end, based on the planning and construction practice of the industrial concentration zone, this paper analyzes the planning basis and function layout, as well as the experience and practice in infrastructure construction and industrial park operation. It provides valuable experience for the planning and construction of industrial park. 5 figures, 5 tables, 62 references.
