【摘要】：中國一直處于城鎮(zhèn)化快速推進的進程中,隨著城市經濟產業(yè)發(fā)展逐漸轉型,相對傳統的城鎮(zhèn)化帶來了各種各樣的問題,這時,“新型城鎮(zhèn)化”的概念應運而生。所謂的新型城鎮(zhèn)化針對從前傳統城鎮(zhèn)化的缺陷和一直被詬病的方面,強調了城鄉(xiāng)統籌協調發(fā)展、以人為本的原則,大力推行可持續(xù)發(fā)展的發(fā)展模式。本文所關注的鄉(xiāng)村建設正是新型城鎮(zhèn)化的一個重要著眼點——重視改善傳統城市化中城鄉(xiāng)發(fā)展不對等的關系,意在建立和諧的城鄉(xiāng)發(fā)展關系,努力實現公共服務均等化等。其中在各地正在如火如荼建設的美麗鄉(xiāng)村即是新型城鎮(zhèn)化背景下城鄉(xiāng)統籌的一個重要實踐項目,對美麗鄉(xiāng)村規(guī)劃與建設模式的研究也是實現新型城鎮(zhèn)化的重要的一部分。本文通過文獻資料查閱、實地調研研究、多學科多角度綜合研究以及理論與實踐分析相結合等方法,針對浙江安吉、南京江寧和溧水示范區(qū)等美麗鄉(xiāng)村的實踐案例,總結歸納他們的規(guī)劃與建設的模式,以期對新型城鎮(zhèn)化下美麗鄉(xiāng)村的建設有所啟發(fā)。首先,在確定研究的背景、目的和意義等的前提下,闡述新型城鎮(zhèn)化背景下美麗鄉(xiāng)村規(guī)劃與建設的相關基本概念與理論基礎;其次,分別深入探討歸納美麗鄉(xiāng)村的規(guī)劃與建設模式,如宏觀層面整體營造原則、微觀層面要素控制以及美麗鄉(xiāng)村建設運營機制、政策支撐、行政管理以及規(guī)劃實施等;最后,選取典型的美麗鄉(xiāng)村規(guī)劃與建設案例,對其規(guī)劃策略以及建設行動方針進行深入分析探討。
[Abstract]:China has been in the process of rapid urbanization, with the gradual transformation of urban economic and industrial development, relative to the traditional urbanization has brought a variety of problems, at this time. The concept of "new urbanization" arises at the historic moment. The so-called new urbanization aims at the defects of the former traditional urbanization and has been criticized all the time, emphasizing the principle of coordinated development of urban and rural areas and people-oriented. Vigorously promote the development model of sustainable development. This paper focuses on rural construction is an important focus of new urbanization-emphasis on improving the traditional urban-rural development in the unequal relationship between urban and rural development. The purpose is to establish a harmonious relationship between urban and rural development efforts to achieve equalization of public services and so on. Among them the beautiful countryside which is under construction in full swing is an important practical project of urban and rural planning under the background of new urbanization. The study of beautiful rural planning and construction model is also an important part of the realization of new urbanization. This paper summarizes the planning and construction model of Anji, Nanjing Jiangning and Lishui demonstration area, aiming at the practice cases of beautiful villages, such as multi-disciplinary and multi-angle comprehensive research and the combination of theory and practice analysis. With a view to the new urbanization of the construction of beautiful villages have some inspiration. First, in the context of the study, the purpose and significance of the premise. This paper expounds the basic concepts and theoretical basis of the planning and construction of beautiful villages under the background of new urbanization. Secondly, it discusses the planning and construction models of beautiful villages, such as macro-level overall construction principles, micro-level elements control and beautiful rural construction operation mechanism, policy support. Administration and implementation of planning; Finally, the typical case of beautiful rural planning and construction is selected, and the planning strategy and construction action plan are deeply analyzed and discussed.
