【摘要】:本文主要研究的是公路工程項目群風(fēng)險管理。項目群風(fēng)險管理在項目管理中是一個新興的研究方向,它不僅包含了項目風(fēng)險管理的問題,同時還包含了項目管理中多個項目如何管理的問題,兩個問題如何統(tǒng)一,即此選題的理論意義,F(xiàn)如今,由于我國公路交通的迅速發(fā)展,而公路工程的風(fēng)險引起學(xué)者們極大的關(guān)注。隨著公路工程數(shù)量的增加、規(guī)模的擴大以及項目群的產(chǎn)生,使公路工程項目群風(fēng)險更加隱性和復(fù)雜。如何應(yīng)對公路工程項目群風(fēng)險,正是這篇論文的實際意義。本文的研究方法和研究路徑是根據(jù)前人關(guān)于公路工程風(fēng)險、項目群管理的研究和項目管理中風(fēng)險管理的知識領(lǐng)域為主要理論依據(jù),借鑒了國內(nèi)外關(guān)于公路工程項目管理的寶貴經(jīng)驗,結(jié)合典型案例的分析,總結(jié)得出公路工程項目群風(fēng)險管理的若干經(jīng)驗,并提出關(guān)于公路項目群風(fēng)險管理的政策建議和未來發(fā)展方向。本文的主要內(nèi)容框架如下:(1)第一部分系統(tǒng)地探討了當(dāng)前公路工程項目風(fēng)險管理研究現(xiàn)狀,結(jié)合目前國內(nèi)外公路工程風(fēng)險管理的現(xiàn)狀和特點,提出了公路工程項目群風(fēng)險管理的一般理論和方法。(2)第二部分通過對公路工程風(fēng)險的定義及風(fēng)險源的劃分,提出了項目群風(fēng)險的特點及其內(nèi)容,并構(gòu)建了項目群風(fēng)險管理的基本框架,其基本框架主要包括項目群風(fēng)險的風(fēng)險識別、風(fēng)險評估、風(fēng)險量化、風(fēng)險控制對策和建議。(3)第三部分通過使用公路項目群風(fēng)險管理的方法對實際案例進行分析,提出了公路工程項目群風(fēng)險的控制建議。(4)第四部分提出了應(yīng)對公路工程項目群風(fēng)險的政策建議。本文的主要創(chuàng)新點有以下幾處:(1)拓寬了項目群的概念,使其范圍更加廣泛。項目群管理是一人管理多個項目,而本文提出項目群管理也可以是多人管理同一個項目群的不同項目,但這些項目管理的最終目的是在單個項目成功的基礎(chǔ)上使項目群的效用最大化。(2)提出了單個項目也可以應(yīng)用項目群管理的思想和方法。單個項目的“項目群管理”不是為了簡單問題復(fù)雜化,而是為了細(xì)化問題,提高項目管理水平。(3)本文根據(jù)風(fēng)險的特征,借鑒金融工程中金融產(chǎn)品組合理論,創(chuàng)造性的提出了項目群管理風(fēng)險內(nèi)化和外化的概念,做出了內(nèi)容上的擴展,并認(rèn)為風(fēng)險內(nèi)化和外化是項目群風(fēng)險管理方法中重要的研究方向之一。(4)對公路工程項目群管理風(fēng)險控制提出了一系列建議。主要是在項目群管理過程中,應(yīng)分清風(fēng)險主次關(guān)系、建立多方參與的風(fēng)險管理團隊,突出項目群風(fēng)險管理的優(yōu)勢、掌握項目群風(fēng)險管理思想和方法,在單個項目成功的基礎(chǔ)上,使項目群風(fēng)險在可控的范圍內(nèi),最大化項目群的整體效用。通過本文的研究,得出以下結(jié)論:公路工程項目群風(fēng)險管理應(yīng)結(jié)合項目管理中的集成管理和風(fēng)險管理,分別以項目總監(jiān)總體管理和單個項目管理者分別管理為主體,以風(fēng)險內(nèi)化和風(fēng)險外化為主要的技術(shù)工具,建立多方參與的、由項目到項目鏈、項目鏈到項目群為管理路徑的風(fēng)險管理模式。
[Abstract]:This paper mainly studies the risk management of road engineering project risk management group. The group project is a new research direction in project management, which not only includes the project risk management problems, but also include how to manage multiple projects in project management, how to unify the two issues, namely the topics of the theory. Now, due to the rapid development of highway transportation in our country, and the risk of highway engineering has aroused great attention of scholars. With the increasing number of highway projects, the expansion of the scale and project group, the highway engineering project risk is more hidden and complex. How to deal with the highway engineering project risk, it is the practical significance of this thesis. The research method and path is based on the predecessors on the highway project risk, project risk management group management research and project management knowledge in the field of The main theoretical basis, draw valuable lessons about the highway engineering project management at home and abroad, combined with the analysis of typical cases, summed up some experience of risk management of highway engineering project group, and put forward the risk management of highway project group policy suggestions and the future direction of development. The main contents are as follows: (1) the framework of the first part the system of the highway engineering project risk management research status, combined with the present status and characteristics of domestic and foreign risk management of highway engineering, put forward the general theory and method of risk management of highway engineering project group. (2) the second part of the highway engineering risk definition and risk source classification, discusses the characteristics and contents of the project the risk, and constructs the basic framework of the program risk management, risk identification and its basic framework mainly includes project risk, risk assessment, risk quantification Risk control, countermeasures and suggestions. (3) the third part of the analysis of actual cases through the use of highway project group risk management methods, puts forward the suggestions of road engineering project risk. (4) the fourth part of the proposed deal with the highway engineering project risk policy suggestions. The main innovations of this paper are the following: (1) to broaden the concept of the project group, making it more widely. Project management is a management of multiple projects, and proposed project management can also be many different projects with a project management group, but the ultimate objective of project management is to maximize project group the utility based on a single project success. Through this research, draw the following conclusions: the group risk management of highway engineering project should be combined with the project management set The management and risk management, with project director of the overall management and project management.
