【摘要】：近年我國經(jīng)濟運行下行的壓力日益加大,其中一方面重要原因是我國正處于經(jīng)濟增長方式轉(zhuǎn)變的關(guān)鍵時期,以往經(jīng)濟增長依賴的低成本、吸收技術(shù)、市場空間等因素正在逐步變化。其中,我國的要素成本在飛速上升,尤其是環(huán)境保護成本和人工成本。這意味著我國依靠低成本戰(zhàn)略取得競爭優(yōu)勢的產(chǎn)業(yè)和企業(yè),都面臨著競爭力遭遇打擊的危機,甚至部分企業(yè)和產(chǎn)業(yè)已經(jīng)退出我國,轉(zhuǎn)移到成本更低的生產(chǎn)國。然而這種危機的出現(xiàn)不是偶然的,而是經(jīng)濟環(huán)境變化后的趨勢性結(jié)果。因此我國企業(yè)應(yīng)該主動迎接危機的挑戰(zhàn),轉(zhuǎn)變傳統(tǒng)以低成本戰(zhàn)略立足的方式,重新塑造我國企業(yè)核心競爭力的基礎(chǔ)。因此如何進行企業(yè)成本戰(zhàn)略決策,塑造能夠符合企業(yè)競爭戰(zhàn)略的成本戰(zhàn)略成為理論與實務(wù)界的亟待解決的問題。 成本戰(zhàn)略作為職能層次戰(zhàn)略的重要一部分,是企業(yè)在成本管理方面對達(dá)成競爭戰(zhàn)略目標(biāo)的重要保證。隨著學(xué)者們對戰(zhàn)略成本管理理論與方法研究的不斷深入,逐漸形成了一些先進的成本戰(zhàn)略實施理念,然而當(dāng)企業(yè)面對多層次決策影響因素時,缺乏明確的評價指標(biāo)體系對決策進行指導(dǎo)。 首先,本研究在對國內(nèi)外成本戰(zhàn)略決策相關(guān)文獻(xiàn)進行梳理和總結(jié)的基礎(chǔ)上,對成本戰(zhàn)略和成本戰(zhàn)略決策的概念進行了界定,并引入戰(zhàn)略選擇理論、競爭優(yōu)勢理論、價值鏈管理理論以及企業(yè)生命周期理論作為研究的理論支撐。然后,分別從微觀、中觀和宏觀三個層次對企業(yè)成本戰(zhàn)略決策影響因素進行定性分析,為構(gòu)建成本戰(zhàn)略決策因素評價指標(biāo)體系奠定基礎(chǔ)。依據(jù)對成本戰(zhàn)略決策影響因素的分析和對影響因素重要性的調(diào)查結(jié)果,構(gòu)建成本戰(zhàn)略決策影響因素評價指標(biāo)體系。應(yīng)用層次分析法計算該指標(biāo)體系中影響因素的具體權(quán)重。最后,分別從定位競爭戰(zhàn)略、樹立成本戰(zhàn)略觀念、識別成本戰(zhàn)略決策影響因素和應(yīng)用評價指標(biāo)體系幾個角度,提出了提高成本戰(zhàn)略決策質(zhì)量的建議,以期對我國企業(yè)進行有效的成本戰(zhàn)略決策提供幫助。
[Abstract]:In recent years, the downward pressure on China's economic operation has been increasing day by day. One of the important reasons is that China is in a critical period of economic growth mode transformation. In the past, economic growth relied on low cost and absorbed technology. Market space and other factors are gradually changing. Among them, the factor cost of our country is rising rapidly, especially environmental protection cost and labor cost. This means that the industries and enterprises that rely on the low cost strategy to gain competitive advantage are facing the crisis of being hit by the competitiveness. Even some enterprises and industries have withdrawn from our country and transferred to the lower cost producing countries. However, the emergence of this crisis is not accidental, but the trend of the economic environment. Therefore, the enterprises of our country should take the initiative to meet the challenge of the crisis, change the traditional way based on the low cost strategy, and remodel the foundation of the core competence of our country's enterprises. Therefore, how to make the enterprise cost strategy decision and how to shape the cost strategy which can accord with the enterprise competition strategy has become a problem to be solved urgently in the field of theory and practice. As an important part of functional level strategy, cost strategy is an important guarantee for enterprises to achieve competitive strategic objectives in cost management. With the deepening of scholars' research on the theory and method of strategic cost management, some advanced implementation concepts of cost strategy have been gradually formed. However, when enterprises are faced with multi-level decision factors, Lack of a clear evaluation index system to guide decision-making. First of all, on the basis of combing and summing up the relevant documents of domestic and foreign cost strategic decision, the paper defines the concept of cost strategy and cost strategic decision, and introduces the theory of strategic choice and competitive advantage theory. The theory of value chain management and the theory of enterprise life cycle are the theoretical support of the research. Then, qualitative analysis is carried out on the influencing factors of enterprise cost strategic decision from three levels of micro, meso and macro respectively, which lays the foundation for constructing the evaluation index system of cost strategic decision factors. Based on the analysis of the influencing factors of cost strategic decision and the results of investigation on the importance of the influencing factors, the evaluation index system of the influencing factors of cost strategic decision is constructed. The analytic hierarchy process is used to calculate the specific weight of the influencing factors in the index system. Finally, from the angles of positioning competitive strategy, setting up the concept of cost strategy, identifying the influencing factors of cost strategic decision and applying evaluation index system, the paper puts forward some suggestions to improve the quality of cost strategic decision. In order to help our enterprises to make effective cost strategy decision.
