【摘要】：隨著國民經(jīng)濟(jì)的飛速發(fā)展,使得能源瓶頸問題凸顯,能源短缺現(xiàn)象日漸突出。我國能源的可持續(xù)快速發(fā)展引起社會各界的普遍關(guān)注,大力發(fā)展核電是解決能源問題的路徑之一。中國核電界一直致力于核電制造的國產(chǎn)化、以突破核心、集成發(fā)展為重點(diǎn),力求降低核電設(shè)備制造成本,形成完整產(chǎn)業(yè)鏈,形成優(yōu)勢。然而,目前我國核電設(shè)備制造企業(yè)普遍存在項(xiàng)目成本控制難度大、缺乏信息化工具等先進(jìn)理念和方法來對項(xiàng)目進(jìn)行全局化管理,缺少制造各環(huán)節(jié)的數(shù)據(jù)收集、系統(tǒng)分析、處理能力,從而導(dǎo)致項(xiàng)目管控不到位,總目標(biāo)和不同階段目標(biāo)不一致,且不能有效降低項(xiàng)目不同階段出現(xiàn)的各類故障或事故所導(dǎo)致的有形或無形損失。本文主要采用理論分析和案例研究相結(jié)合的方法,依據(jù)國內(nèi)外項(xiàng)目成本管理與精益化管理的研究,設(shè)計(jì)基于精益化模式的核電制造項(xiàng)目成本管理。以核電制造項(xiàng)目為依托,基于精益化的基本思想,構(gòu)建核電制造項(xiàng)目成本模型及分配流程,以S企業(yè)核電油動機(jī)制造項(xiàng)目成本管理過程進(jìn)行案例研究,分析總結(jié)其項(xiàng)目成本管理中取得的成果和優(yōu)缺點(diǎn)及可改進(jìn)之處,并提出相應(yīng)的對策和建議。其中,涉及項(xiàng)目成本管理體系的轉(zhuǎn)變,通過作業(yè)成本法、掙得值分析法等工具的適當(dāng)使用,將成本管理融入制造各個環(huán)節(jié)、各個工序,并對其進(jìn)行優(yōu)化,從而降低各環(huán)節(jié)的成本損失。最后分析本文的不足之處和對未來研究的展望,旨在對核電制造類項(xiàng)目的成本管理提供一些可供參考和借鑒的策略措施。
[Abstract]:With the rapid development of national economy, the bottleneck of energy becomes more and more important, and the energy shortage is becoming more and more serious.The sustainable and rapid development of energy in China has aroused widespread concern from all walks of life, and vigorously developing nuclear power is one of the ways to solve the energy problem.China's nuclear power industry has been committed to the localization of nuclear power manufacturing, focusing on breaking through the core and integrated development, striving to reduce the manufacturing cost of nuclear power equipment, forming a complete industrial chain and forming advantages.However, at present, the nuclear power equipment manufacturing enterprises in our country generally have the difficulty of project cost control, the lack of advanced concepts and methods such as information tools to manage the project globally, the lack of data collection and systematic analysis of all aspects of manufacturing.The ability to deal with the project, resulting in the project control is not in place, the overall goal and different phase objectives are inconsistent, and can not effectively reduce the various failures or accidents in different stages of the project caused by tangible or intangible losses.Based on the research of project cost management and lean management at home and abroad, this paper mainly adopts the method of theoretical analysis and case study to design the cost management of nuclear power manufacturing project based on lean mode.Based on the basic idea of lean manufacturing project, the cost model and distribution process of nuclear power manufacturing project are constructed, and the case study is carried out on the basis of the cost management process of nuclear power oil motive manufacturing project in S enterprise.This paper analyzes and summarizes the achievements, advantages and disadvantages of the project cost management, and puts forward the corresponding countermeasures and suggestions.Among them, it involves the transformation of the project cost management system, through the appropriate use of the activity-based costing method, the method of earning value analysis and other tools, the cost management is integrated into every link and process of manufacturing, and it is optimized.Thus reducing the cost loss of each link.Finally, this paper analyzes the shortcomings of this paper and prospects for future research, in order to provide some strategic measures for reference and reference to the cost management of nuclear power manufacturing projects.
