【摘要】：近10年來,貿(mào)易金融作為銀行發(fā)展中間業(yè)務(wù)的前沿陣地之一,在取得巨大成功的同時,也引發(fā)了“銀企聯(lián)合套利”、“創(chuàng)新規(guī)避監(jiān)管”等諸多輿論關(guān)注。什么推動了貿(mào)易金融的迅速發(fā)展?是怎樣的內(nèi)外部環(huán)境催生出了貿(mào)易金融目前的生長業(yè)態(tài)?貿(mào)易金融的發(fā)展前景如何?監(jiān)管部門又有哪些可以改進的地方?筆者認(rèn)為,除開銀企自身的利益訴求,市場設(shè)計和監(jiān)管政策是更具誘導(dǎo)性和決定性的外部因素,筆者試圖結(jié)合自身在國際業(yè)務(wù)條線的工作經(jīng)驗,梳理政府監(jiān)管政策的變化下貿(mào)易金融的發(fā)展過程,著重從外部因素的角度剖析貿(mào)易金融的發(fā)展邏輯,解答上述問題,并進一步提出對市場設(shè)計和監(jiān)管政策等方面的建議。
[Abstract]:In the past 10 years, trade finance, as one of the frontier positions for banks to develop intermediate business, has achieved great success at the same time. Also triggered "joint arbitrage of banks and enterprises", "innovation to avoid regulation" and many other public opinion concerns. What has promoted the rapid development of trade finance? What kind of internal and external environment gave birth to the current growth of trade finance? What is the future of trade finance? What can regulators improve? The author believes that, apart from the interest demands of the banks and enterprises themselves, market design and regulatory policies are more inductive and decisive external factors. This paper combs the development process of trade finance under the change of government supervision policy, analyzes the development logic of trade finance from the angle of external factors, answers the above questions, and further puts forward some suggestions on market design and supervision policy.
