【摘要】：我國(guó)與"一帶一路"沿線國(guó)家電力合作潛力巨大,國(guó)際合作將優(yōu)化國(guó)家間電力資源配置,實(shí)現(xiàn)"共贏"的戰(zhàn)略目標(biāo)。我國(guó)與"一帶一路"沿線國(guó)家的電力合作形式多樣,涵蓋電源項(xiàng)目、電網(wǎng)項(xiàng)目和運(yùn)營(yíng)維護(hù)項(xiàng)目。電力行業(yè)國(guó)際合作相比其他能源品種難度較大,受到包括電力安全、電網(wǎng)傳輸和技術(shù)制約及電力產(chǎn)業(yè)鏈的特點(diǎn)與合作復(fù)雜性引發(fā)的風(fēng)險(xiǎn)制約等。為促進(jìn)我國(guó)與"一帶一路"沿線國(guó)家電力合作,應(yīng)夯實(shí)國(guó)家間電力合作的互信基礎(chǔ),先行推進(jìn)能源互聯(lián)網(wǎng)與特高壓輸電建設(shè),整合國(guó)內(nèi)電力企業(yè)資源,引進(jìn)第三方力量的參與和支持。
[Abstract]:There is great potential for power cooperation between China and the countries along Belt and Road. International cooperation will optimize the allocation of power resources among countries and realize the strategic goal of "win-win". There are various forms of cooperation between China and other countries along Belt and Road, including power supply project, power grid project and operation and maintenance project. Compared with other kinds of energy, the international cooperation in power industry is more difficult, which is restricted by the security of power, transmission and technology of power network, the characteristics of power industry chain and the complexity of cooperation, and so on. In order to promote the electric power cooperation between China and the countries along "Belt and Road", it is necessary to consolidate the mutual trust foundation of power cooperation among countries, advance the construction of energy Internet and UHV transmission, and integrate the resources of domestic power enterprises. Bring in the participation and support of third-party forces.
