【摘要】：[目的/意義]為把握國防科技工業(yè)科技安全現(xiàn)狀,指導科學決策,對軍民融合背景下我國國防科技工業(yè)科技安全評價問題進行研究。[方法/過程]基于PEST分析框架和模糊層次分析法(FAHP)的思路,結合國防科技工業(yè)的特征并借鑒相關研究范式,運用指標分解方法從政治與法律、經(jīng)濟環(huán)境、行業(yè)背景、科技實力和科技安全能力維度構建國防科技工業(yè)科技安全評價指標體系;在此基礎上,以國防科技工業(yè)代表性較強的子領域電子工業(yè)為例,進行了實證研究。[結果/結論]提供了軍民融合背景下國防科技工業(yè)科技安全評價的評價指標體系和安全評級測算方法。其中,評價指標體系包含5個一級指標(評價維度)、14個二級指標(過渡指標)和33個三級指標(影響因子);安全評級測算方法則通過實證研究來體現(xiàn)。
[Abstract]:[objective / significance] in order to grasp the present situation of science and technology security of national defense science and technology industry and to guide scientific decision making, this paper studies the evaluation of science and technology security of national defense science and technology industry under the background of military and civilian integration. [method / process] based on the idea of PEST analysis framework and fuzzy analytic hierarchy process (FAHP), combining the characteristics of national defense science and technology industry and drawing on the relevant research paradigm, using index decomposition method from the political and legal, economic environment, industry background, Science and technology strength and science and technology security ability dimension constructs the national defense science and technology industry science and technology security appraisal index system; On this basis, taking the electronics industry as an example, this paper makes an empirical study on the representative sub-field of defense science and technology industry. [results / conclusion] the evaluation index system and safety rating method of science, technology and safety evaluation of national defense science, technology and industry under the background of military and civil integration are provided. Among them, the evaluation index system consists of 5 primary indicators (evaluation dimension), 14 secondary indicators (transition indicators) and 33 third-level indicators (impact factors), while the safety rating measurement method is reflected by empirical research.
