【摘要】：我國專利藥、獨家藥價格談判機制的戰(zhàn)略問題涉及誰來談判、怎樣定價、如何支付。核心問題是構建需求方單一主體,以寡頭對寡頭的形式消解藥企寡頭的尋租空間,用中國巨大的整體市場為籌碼換取最優(yōu)惠的價格。該文通過構建國家層面的談判主體"全國藥品價格談判委員會"及其下屬的"藥品專家委員會"、"藥品經濟委員會"、"全國藥品信息中心"、"招標談判工作團",解決誰來談判問題。通過利潤控制+參考定價+不超現(xiàn)價+分類管制的方法,解決怎樣定價問題。通過科學確定"支付主體"和"共付比例",解決如何支付問題。
[Abstract]:The strategic question of the price negotiation mechanism of patent drugs and exclusive drugs in China involves who to negotiate, how to price and how to pay. The core problem is to construct a single subject on the demand side, to eliminate the rent-seeking space of the oligarchs in the form of oligarchs to oligarchs, and to use China's huge market as a bargaining chip in exchange for the most favorable prices. In this paper, the national drug price negotiation committee and its subordinate "drug experts committee", "drug economic committee", "national drug information center", "bidding negotiation group" are constructed at the national level. Settle the question of who will negotiate. How to solve the problem of pricing is solved by the method of classified control of profit control reference pricing not exceeding the present price. How to solve the problem of payment is solved by determining the payment subject and the proportion of co-payment scientifically.
