【摘要】：一段時(shí)間以來,社會(huì)各界對(duì)于唐山鋼鐵產(chǎn)業(yè)的產(chǎn)能過�，F(xiàn)狀與產(chǎn)業(yè)升級(jí)路徑問題廣泛關(guān)注。第二產(chǎn)業(yè)掌控著唐山經(jīng)濟(jì)的命脈,鋼鐵產(chǎn)業(yè)更是占有舉足輕重的地位,產(chǎn)業(yè)結(jié)構(gòu)上的“一鋼獨(dú)大”是唐山鮮明的經(jīng)濟(jì)特點(diǎn)。但是近年來的盲目擴(kuò)張和低水平過度重復(fù)投資,低端產(chǎn)能隨處可見,浪費(fèi)資源、破壞環(huán)境的同時(shí)關(guān)乎經(jīng)濟(jì)能否良性發(fā)展。如何消化、吸收這些低端產(chǎn)能,提出相應(yīng)的解決產(chǎn)能過剩問題的方案,是決定唐山鋼鐵產(chǎn)業(yè)的下一步如何發(fā)展的關(guān)鍵。學(xué)術(shù)界關(guān)于產(chǎn)能過剩如何形成和怎么解決的理論研究有一定空缺,并且缺乏實(shí)證研究,因此基于該項(xiàng)研究成果來應(yīng)對(duì)產(chǎn)能過剩的治理收效甚微。結(jié)合已有的研究成果,從實(shí)證和理論兩個(gè)角度,置身國(guó)家大力推動(dòng)供給側(cè)改革的大環(huán)境下,對(duì)唐山鋼鐵產(chǎn)業(yè)的產(chǎn)能過剩問題現(xiàn)狀進(jìn)行研究,同時(shí)給出唐山鋼鐵產(chǎn)業(yè)升級(jí)路徑的具體建議。按照時(shí)間順序?qū)μ粕戒撹F產(chǎn)業(yè)的發(fā)展歷史進(jìn)行了初步的了解,運(yùn)用“鉆石模型”,進(jìn)行了唐山鋼鐵產(chǎn)業(yè)競(jìng)爭(zhēng)力分析。從唐山鋼鐵產(chǎn)業(yè)升級(jí)機(jī)理入手,提出鋼鐵產(chǎn)業(yè)“四位一體”升級(jí)路徑,分析唐山鋼鐵產(chǎn)業(yè)升級(jí)的必要性和過程中的障礙,引出唐山鋼鐵產(chǎn)業(yè)的升級(jí)路徑與保障措施。
[Abstract]:For some time, people from all walks of life pay attention to the status quo of overcapacity and industrial upgrading path of Tangshan steel industry. The secondary industry dominates the lifeblood of Tangshan economy, and the iron and steel industry plays an important role. But in recent years, blind expansion and low level of excessive repeated investment, low-end capacity everywhere, waste of resources, damage to the environment at the same time related to the sound development of the economy. How to digest and absorb these low-end production capacity and put forward corresponding solutions to the problem of overcapacity is the key to determine how to develop Tangshan iron and steel industry next step. There is a lack of theoretical research on how to form and solve overcapacity in academic circles, and there is a lack of empirical research. Therefore, there is little effect on how to deal with overcapacity based on the research results. Combined with the existing research results, from the perspective of empirical and theoretical, under the environment of vigorously promoting supply-side reform, this paper studies the current situation of overcapacity in Tangshan iron and steel industry. At the same time, the specific suggestions of the upgrading path of Tangshan iron and steel industry are given. The development history of Tangshan iron and steel industry is preliminarily understood according to the time sequence, and the competitive power of Tangshan iron and steel industry is analyzed by using "diamond model". Starting with the upgrading mechanism of Tangshan iron and steel industry, this paper puts forward the upgrading path of "four in one", analyzes the necessity and obstacles in the process of the upgrading of Tangshan iron and steel industry, and leads to the upgrading path and safeguard measures of Tangshan iron and steel industry.
