【摘要】：隨著采出程度的不斷提高,我國渤海灣地區(qū)的油氣田開發(fā)已進入中后期,受原油儲量、開采技術、企業(yè)制度及市場價格等因素的制約,油田企業(yè)的成本控制難度越來越大,節(jié)能減排、降本增效的壓力空前加劇。為進一步提高油田生產(chǎn)的投入產(chǎn)出效益,實現(xiàn)油田資源開發(fā)利用最大化以及區(qū)塊壽命周期效益最大化的目標,我國油田企業(yè)開始推行區(qū)塊投入產(chǎn)出管理模式。能否準確地進行效益評價直接影響著整個油田的開發(fā)狀況,如何合理評價油田企業(yè)的區(qū)塊效益已成為國內(nèi)各油田企業(yè)推行區(qū)塊投入產(chǎn)出管理過程中普遍關注的問題。為此油田企業(yè)需要建立一套與之相配套的效益評價體系。本文在系統(tǒng)總結國內(nèi)外關于油田經(jīng)營管理、單井效益評價、區(qū)塊投入產(chǎn)出管理和措施效益評價等相關理論與實踐的基礎上,立足JD油田企業(yè)生產(chǎn)經(jīng)營實際,本著“硬增儲、穩(wěn)上產(chǎn)、提效益”的目標,從油田區(qū)塊層面出發(fā),依據(jù)成本—效益原則,分層次多角度進行經(jīng)濟效益分析,構建油田區(qū)塊經(jīng)濟效益評價體系,該體系包括區(qū)塊區(qū)塊生產(chǎn)經(jīng)營管理水平評價、單井效益評價、措施效益評價三部分內(nèi)容,其中,生產(chǎn)經(jīng)營管理水平評價是區(qū)塊效益管理的基礎,單井和措施效益評價是該體系的延伸。通過對區(qū)塊效益評價體系的應用,本文將有針對性的提出提高油田區(qū)塊效益的管理對策及評價該體系的保障措施。
[Abstract]:With the development of oil and gas fields in Bohai Bay area, the development of oil and gas fields has entered the middle and late stage. The cost control of oil field enterprises is becoming more and more difficult because of the factors such as reserves of crude oil, exploitation technology, enterprise system and market price, etc. Energy conservation and emission reduction, reducing costs and increasing pressure unprecedented intensified. In order to further improve the input-output benefit of oilfield production and realize the goals of maximizing the exploitation and utilization of oilfield resources and maximizing the benefit of block life cycle, Chinese oil field enterprises began to implement the block input-output management model. Whether the benefit evaluation can be carried out accurately has a direct impact on the development situation of the whole oilfield. How to evaluate the block benefit of the oil field enterprise reasonably has become a common concern in the process of the block input-output management carried out by the domestic oil field enterprises. Therefore, oil field enterprises need to establish a set of matching benefit evaluation system. On the basis of systematically summarizing the relevant theories and practices at home and abroad, such as oil field management, single well benefit evaluation, block input-output management and measure benefit evaluation, this paper bases on the production and management practice of JD oilfield enterprises, and based on the "hard increase of reservoir". According to the principle of cost and benefit, the economic benefit analysis is carried out according to the principle of cost and benefit, and the evaluation system of economic benefit of oil field block is constructed. The system consists of three parts: the evaluation of production management level, the evaluation of benefit of single well, and the evaluation of benefit of measure, among which, the evaluation of management level of production and operation is the foundation of the management of benefit of block. The evaluation of single well and measure benefit is the extension of this system. Through the application of the block benefit evaluation system, this paper will put forward the management countermeasures to improve the block benefit and the safeguard measures to evaluate the system.
