【摘要】：造船工業(yè)是關(guān)乎國(guó)計(jì)民生的一項(xiàng)大型制造業(yè),與各行各業(yè)有著密切而廣泛的聯(lián)系,在所有制造業(yè)中造船業(yè)對(duì)其它行業(yè)的帶動(dòng)作用最大、要求最高,造船業(yè)對(duì)機(jī)械、電子、鋼鐵、化工等行業(yè)具有非常大的關(guān)聯(lián)性,在我國(guó)國(guó)民經(jīng)濟(jì)的122個(gè)主要行業(yè)當(dāng)中,造船業(yè)與這中間的九十多個(gè)行業(yè)有著直接的關(guān)聯(lián)。船舶工業(yè)的發(fā)展會(huì)有利的推動(dòng)地方經(jīng)濟(jì)的發(fā)展,帶動(dòng)相關(guān)制造技術(shù)的進(jìn)步。在受國(guó)際金融危機(jī)的深度影響之下,全球的航運(yùn)市場(chǎng)萎靡不振,船舶新增及手持訂單量嚴(yán)重不足,船舶交易市場(chǎng)價(jià)格低迷,結(jié)構(gòu)性產(chǎn)能過剩矛盾凸顯,船舶業(yè)的發(fā)展面臨的形勢(shì)不容樂觀。船舶是福安優(yōu)勢(shì)資源產(chǎn)業(yè),同樣,福安船舶產(chǎn)業(yè)面臨著市場(chǎng)低迷、效益低下、資金緊缺、訂單不足、產(chǎn)能閑置、運(yùn)營(yíng)困難、人才流失等問題,突出的困難表現(xiàn)為"接單不易、交船困難、資金匱乏、難以盈利"。我們要抓住中央、省政府和寧德市委對(duì)傳統(tǒng)產(chǎn)業(yè)發(fā)展重視的機(jī)遇,加快供給側(cè)結(jié)構(gòu)性改革,加快產(chǎn)業(yè)轉(zhuǎn)型升級(jí),促進(jìn)優(yōu)化產(chǎn)品結(jié)構(gòu),化解落后過剩產(chǎn)能,做到"早轉(zhuǎn)型、早輕松、早脫困",推進(jìn)產(chǎn)業(yè)集群壯大,形成競(jìng)爭(zhēng)力強(qiáng)、具有鮮明特色的產(chǎn)業(yè)集群,有著非常重要的現(xiàn)實(shí)意義。本文以福建省福安市船舶工業(yè)為研究對(duì)象,用產(chǎn)業(yè)集群理論、公共政策理論、企業(yè)生命周期理論為指導(dǎo),通過整理分析大量的文獻(xiàn)資料,運(yùn)用了比較分析法和SWOT分析法等,對(duì)韓國(guó)、日本等地的船舶工業(yè)進(jìn)行了比較分析,結(jié)合福安船舶工業(yè)的實(shí)際情況,從福安船舶工業(yè)的優(yōu)勢(shì)、劣勢(shì)、威脅和機(jī)遇等四個(gè)方面進(jìn)行了分析。分析福安船舶工業(yè)存在的問題,并針對(duì)問題提出對(duì)策措施,以期更好的為福安市船舶工業(yè)發(fā)展提供意見建議,使其更好的發(fā)展。文章主要分為7個(gè)部分,第一部分為引言,主要介紹了研究背景和意義以及國(guó)內(nèi)外研究綜述等。第二部分為相關(guān)概念的界定和理論依據(jù),為文章提供理論基礎(chǔ)。第三部分介紹了全國(guó)、福建省以及福安市的船舶工業(yè)概況。第四部分對(duì)福安市船舶產(chǎn)業(yè)做了 SWOT分析,并提出了相關(guān)戰(zhàn)略。第五部分簡(jiǎn)單描述了日本和韓國(guó)的船舶工業(yè)狀況以及給我們的經(jīng)驗(yàn)。第六部分是福安市政府推動(dòng)船舶產(chǎn)業(yè)供給側(cè)結(jié)構(gòu)性改革的戰(zhàn)略選擇與對(duì)策建議。第七部分是結(jié)論。
[Abstract]:Shipbuilding industry is a large-scale manufacturing industry related to the national economy and the people's livelihood. It has close and extensive ties with various industries. Shipbuilding industry has the greatest driving effect on other industries in all manufacturing industries, and the shipbuilding industry has the highest demand for machinery, electronics, and steel. The chemical industry and other industries are of great relevance. Among the 122 major industries in our national economy, the shipbuilding industry is directly related to more than 90 of these industries. The development of the shipbuilding industry will help promote the development of the local economy. Under the influence of the depth of the international financial crisis, the global shipping market is depressed, the volume of new ship orders and handheld orders is seriously insufficient, and the price of the ship trading market is low. The contradiction of structural overcapacity highlights that the development of the shipping industry is not optimistic. Ship is an advantageous resource industry in Fuan. Similarly, the shipping industry in Fuan is facing a downturn in the market, low efficiency, shortage of funds, insufficient orders, idle capacity, etc. Problems such as operational difficulties, brain drain, and so on, are manifested as "difficult to receive orders, difficult to deliver ships, lack of funds and difficult to make profits." We should seize the opportunity that the central government, the provincial government, and the Ningde municipal party committee attach importance to the development of traditional industries. Speed up supply-side structural reforms, accelerate industrial transformation and upgrading, promote the optimization of product structures, resolve backward overcapacity, achieve "early transformation, early relaxation, early relief", promote industrial clusters to grow stronger and become competitive, The industrial cluster with distinctive characteristics has very important practical significance. This paper takes the shipbuilding industry of Fuan City in Fujian Province as the research object, guided by the theory of industrial cluster, the theory of public policy and the theory of enterprise life cycle. Through the analysis of a large number of documents and materials, the comparative analysis and SWOT analysis are used to compare and analyze the ship industry in South Korea, Japan and other places. In combination with the actual situation of the shipping industry in Fuan, the advantages of the shipping industry in Fuan are analyzed. The disadvantages, threats and opportunities are analyzed in four aspects. The problems existing in Fuan shipbuilding industry are analyzed, and the countermeasures are put forward in order to provide advice for the development of FU'an shipbuilding industry. The article is divided into seven parts, the first part is the introduction, mainly introduces the background and significance of the research, as well as the domestic and foreign research review. The second part is the definition and theoretical basis of the related concepts. The third part introduces the general situation of shipping industry in China, Fujian Province and Fuan City. Part 4th makes a SWOT analysis of the shipping industry in Fuan City. Part 5th gives a brief description of the shipbuilding industry in Japan and South Korea and the experience given to us. Part 6th is the strategic choice of the Fuan Municipal Government to promote the structural reform of the supply side of the shipping industry. Suggestions. Part 7th is the conclusion.
