【摘要】：經(jīng)濟發(fā)展需要能源的支持,由于化石能源存在環(huán)境污染問題和不可再生的弊端,風(fēng)電等可再生的新能源的開發(fā)逐漸變得炙手可熱,而風(fēng)電是一種技術(shù)相對成熟、最具大規(guī)模商業(yè)開發(fā)價值的新型能源,在能源結(jié)構(gòu)中占據(jù)了越來越重要的戰(zhàn)略地位。內(nèi)蒙古風(fēng)電儲能位居全國第一,具有發(fā)展風(fēng)電的優(yōu)勢。積極推動風(fēng)電產(chǎn)業(yè)是自治區(qū)實現(xiàn)可持續(xù)發(fā)展的現(xiàn)實選擇,然而從近年來自治區(qū)風(fēng)電產(chǎn)業(yè)的發(fā)展情況來看,突出存在著產(chǎn)能過剩、技術(shù)薄弱、競爭力弱等問題,風(fēng)電產(chǎn)業(yè)政策體系不完善是重要的制約因素。通過分析內(nèi)蒙古風(fēng)電開發(fā)現(xiàn)狀和現(xiàn)行政策,發(fā)現(xiàn)自治區(qū)風(fēng)電政策目前存在著發(fā)展規(guī)劃存放、激勵政策不完善、法律法規(guī)不健全、電價體制不合理等問題,這些問題制約著內(nèi)蒙古風(fēng)電開發(fā)行業(yè)的長遠(yuǎn)發(fā)展。通過分析問題,找出了完善內(nèi)蒙古風(fēng)電開發(fā)行業(yè)有關(guān)政策的有關(guān)建議:即尊重市場客觀規(guī)律、更好發(fā)揮政府作用,改進(jìn)財稅金融制度、完善法律法規(guī)體系,理順風(fēng)電產(chǎn)業(yè)鏈體制、實現(xiàn)有序協(xié)調(diào)發(fā)展,暢通市場溝通渠道、完善信息分享機制,增加研發(fā)資本投入、加大自主創(chuàng)新力度,合理布局統(tǒng)籌協(xié)調(diào)、完善風(fēng)電產(chǎn)業(yè)規(guī)劃,著力引進(jìn)專業(yè)人才、提升行業(yè)管理能力,完善電網(wǎng)外送規(guī)劃,建立溝通協(xié)調(diào)機制。概言之,只有政府加大對風(fēng)電產(chǎn)業(yè)的激勵和扶持力度,充分發(fā)揮政策的"推動力"和"引導(dǎo)力",才能促進(jìn)內(nèi)蒙古自治區(qū)風(fēng)電產(chǎn)業(yè)健康、穩(wěn)定、可持續(xù)的發(fā)展。
[Abstract]:Economic development needs the support of energy. Due to the problem of environmental pollution and non-renewable disadvantages of fossil energy, the development of renewable new energy, such as wind power, has gradually become hot, and wind power is a relatively mature technology. The new type of energy, the most valuable for large-scale commercial development, occupies an increasingly important strategic position in the energy mix. Positive promotion of wind power industry is a realistic choice for autonomous regions to realize sustainable development. However, judging from the development of wind power industry in the autonomous region in recent years, there is outstanding overcapacity and weak technology. Through analyzing the current situation and current policies of wind power development in Inner Mongolia, it is found that the development planning and storage of wind power policy in the autonomous region are not perfect, and the incentive policy is not perfect. The laws and regulations are not perfect, the electricity price system is unreasonable and so on. These problems restrict the long-term development of the wind power development industry in Inner Mongolia. Some suggestions for perfecting the relevant policies of wind power development industry in Inner Mongolia are found: respecting the objective laws of the market, giving better play to the role of the government, improving the financial system of finance and taxation, perfecting the system of laws and regulations, and straightening out the system of wind power industry chain, To achieve orderly and coordinated development, unblock market communication channels, improve information sharing mechanisms, increase R & D capital investment, increase independent innovation, coordinate rational distribution, perfect wind power industry planning, and focus on introducing professionals, Enhance industry management ability, improve power grid delivery planning, and establish communication and coordination mechanisms. In short, only the government will increase incentives and support for the wind power industry. Only by giving full play to the "driving force" and "guiding power" of the policy, can the wind power industry of Inner Mongolia Autonomous region develop healthily, steadily and sustainably.
