【摘要】：國網(wǎng)四平供電公司是國有大一型企業(yè),擔(dān)負(fù)著四平地區(qū)(含省直管公主嶺市)以及遼寧省昌圖縣北部部分地區(qū)的電網(wǎng)規(guī)劃、建設(shè)、運(yùn)營和電力供應(yīng)任務(wù)。隨著我國社會主義市場經(jīng)濟(jì)的高速發(fā)展,社會用電量逐年穩(wěn)步遞增,用電方式也逐漸多元化,傳統(tǒng)管理模式已無法適應(yīng)飛速發(fā)展的用電側(cè)需求。同時,伴隨著售電側(cè)的改革,售電價格逐漸放開,社會資本進(jìn)入了售電市場,電力市場的競爭形勢愈演愈烈,在新的形勢下,電網(wǎng)企業(yè)應(yīng)當(dāng)在抓好電網(wǎng)建設(shè)的同時,不斷提高運(yùn)營管理水平,提升經(jīng)營業(yè)績。電費(fèi)資金是電網(wǎng)企業(yè)運(yùn)營過程中的血液和氧氣,電費(fèi)管理是供電公司運(yùn)營管理最重要的環(huán)節(jié),是提升電網(wǎng)企業(yè)經(jīng)營業(yè)績的基礎(chǔ)。本文對國網(wǎng)四平供電公司電費(fèi)管理的實際情況進(jìn)行了詳細(xì)分析,經(jīng)過研究分析發(fā)現(xiàn)存在以下幾點問題:營銷財務(wù)電費(fèi)核算相對獨立、電費(fèi)抄核收質(zhì)量不高、電費(fèi)收繳存在風(fēng)險、營銷統(tǒng)計工作有待完善、電價執(zhí)行錯誤、營銷財務(wù)數(shù)據(jù)銜接不完善等。這些電費(fèi)管理問題存在的原因可以歸納為工作流程與考核機(jī)制不夠完善、電費(fèi)收繳制度與客戶管理缺失、數(shù)據(jù)信息質(zhì)量監(jiān)管不到位、營銷財務(wù)電費(fèi)核算相對獨立。本文解決這些問題的一個基本思路是結(jié)合目標(biāo)管理方法與國家電網(wǎng)公司的發(fā)展目標(biāo)(建設(shè)一強(qiáng)三優(yōu)現(xiàn)代化公司,即電網(wǎng)堅強(qiáng)、資產(chǎn)優(yōu)良、服務(wù)優(yōu)質(zhì)、業(yè)績優(yōu)秀、建設(shè)現(xiàn)代化公司),將國網(wǎng)四平供電公司電費(fèi)管理目標(biāo)設(shè)定為標(biāo)準(zhǔn)統(tǒng)一、流程規(guī)范、服務(wù)高效、社會滿意、效益指標(biāo)領(lǐng)先,推行現(xiàn)代化管理。并對國網(wǎng)四平供電公司電費(fèi)管理目標(biāo)進(jìn)行有效的分解,轉(zhuǎn)變成各個職能部門以及各個工作崗位的分目標(biāo),明確責(zé)任、優(yōu)化業(yè)務(wù)流程管理,并根據(jù)分目標(biāo)的完成情況對責(zé)任人進(jìn)行評價、考核與獎懲,加強(qiáng)電費(fèi)管理體系的構(gòu)建。本文分為以下四點完善電費(fèi)管理體系:強(qiáng)化電費(fèi)工作組織體系管理和業(yè)務(wù)流程管理、加強(qiáng)電費(fèi)風(fēng)險預(yù)控和過程監(jiān)控、開展電費(fèi)管理信息化建設(shè)、強(qiáng)化營銷財務(wù)數(shù)據(jù)共享融合等措施完善電費(fèi)管理體系。
[Abstract]:The national network of Siping power supply company is a state enterprise, charged with the Siping area (including Gongzhuling city straight province) and parts of the northern part of Changtu County of Liaoning province power grid planning, construction, operation and power supply task. With the rapid development of China's socialist market economy, social consumption increased steadily year by year, gradually diversified the electric mode, the traditional management model has been unable to adapt to the rapid development of the electricity demand side. At the same time, along with the reform of electricity sales side, the gradual liberalization of the electricity price, social capital into the sale of electricity market, electric power market competition situation intensified, in the new situation, power grid enterprises should be in the grasp of power construction at the same time and constantly improve the level of operation and management, to improve business performance. The operation process of electricity grid enterprises in capital is the blood and oxygen, electricity management is the most important part of the operation and management of power supply company, is provided Based operating performance of grid enterprises. The actual situation of the electricity management network in Siping power supply company is analyzed in detail, through research and analysis shows that there are the following problems: marketing finance charge accounting is relatively independent, electricity CCC quality is not high, there is a risk of tariff collection, marketing statistics need to be improved, price execution error, marketing financial data convergence is not perfect. The reasons for these problems can be summed up as the electricity management work process and the appraisal mechanism is not perfect, tariff collection system and customer management deficiencies, information quality supervision is not in place, financial marketing charge accounting is relatively independent. To solve these problems in this paper, a basic idea is the development goal of the combination of objective management methods with the national Power Grid Corp (the construction of a strong three excellent modern company, is a strong power grid, asset quality, service quality, outstanding performance, The construction of modern company), will target management of electric network power supply company is set to Siping unified standard, process specification, efficient service, social satisfaction, benefit the leading indicators, the implementation of modern management. And the management of electric power supply company in Siping net target effectively break down into sub goals, the various functional departments and various jobs clear responsibility to optimize business process management, according to the objectives of the person responsible for the evaluation, assessment and appraisal, strengthen the construction of electricity management system. This paper is divided into the following four points to improve the electricity management system: to strengthen the electricity work organization system management and business process management, strengthen risk control and process monitoring of electricity, carry out the information the construction of electricity management, strengthen the marketing integration of financial data sharing and other measures to improve the electricity management system.
