【摘要】：中小企業(yè)不僅是國民經(jīng)濟(jì)的重要的組成部分，而且在促進(jìn)經(jīng)濟(jì)不斷發(fā)展和社會(huì)穩(wěn)定方面重要性日益凸顯，加強(qiáng)創(chuàng)新，提高自主創(chuàng)新能力，而創(chuàng)新型中小企業(yè)是廣大企業(yè)不斷持續(xù)向前發(fā)展的領(lǐng)頭軍，因此，提高中小企業(yè)的創(chuàng)新水平對增強(qiáng)區(qū)域經(jīng)濟(jì)實(shí)力乃至國家競爭力意義重大。 本文在對國內(nèi)外有關(guān)企業(yè)發(fā)展理論和創(chuàng)新理論研究的基礎(chǔ)上，提出創(chuàng)新型中小企業(yè)的概念界定和創(chuàng)新型中小企業(yè)的特征。在分析創(chuàng)新型中小企業(yè)內(nèi)涵的基礎(chǔ)上，從創(chuàng)新環(huán)境、創(chuàng)新投入、創(chuàng)新過程和創(chuàng)新產(chǎn)出4個(gè)方面遴選31個(gè)指標(biāo)構(gòu)建了創(chuàng)新型中小企業(yè)評價(jià)指標(biāo)體系。以合肥市創(chuàng)新型中小企業(yè)為例，分析當(dāng)前創(chuàng)新型中小企業(yè)在創(chuàng)新投入、創(chuàng)新過程、創(chuàng)新產(chǎn)出與創(chuàng)新環(huán)境方面的現(xiàn)狀，并以合肥市116家中小企業(yè)09-11年的調(diào)研數(shù)據(jù)為基礎(chǔ)，，采用基于矩陣奇異值分解的修正主成分分析的方法，提出了創(chuàng)新型中小企業(yè)的評價(jià)研究體系，并在此基礎(chǔ)上得出合肥市創(chuàng)新型中小企業(yè)的排名。 最后以合肥市創(chuàng)新型中小企業(yè)的現(xiàn)狀與評價(jià)結(jié)果為基礎(chǔ)，指出合肥市創(chuàng)新型中小企業(yè)在創(chuàng)新路徑中所存在的關(guān)于企業(yè)創(chuàng)新能力不足，知識(shí)產(chǎn)權(quán)體系建設(shè)不合理，風(fēng)險(xiǎn)管理水平有待提高，融資渠道窄，人才建設(shè)體系不完善等問題，并提出以下相關(guān)政策建議：全面建設(shè)自主創(chuàng)新體系，積極拓寬融資渠道，構(gòu)建全方位的自主創(chuàng)新風(fēng)險(xiǎn)管理體制，建立健全知識(shí)產(chǎn)權(quán)管理體系，建立有效的創(chuàng)新人才建設(shè)體系等。
[Abstract]:Small and medium-sized enterprises are not only an important part of the national economy, but also increasingly important in promoting the continuous development of the economy and social stability. The innovative small and medium-sized enterprises are the leaders of the continuous development of the majority of enterprises. Therefore, improving the innovation level of the small and medium-sized enterprises is of great significance to enhance the regional economic strength and even the competitiveness of the country. On the basis of the research on the theory of enterprise development and innovation both at home and abroad, this paper puts forward the definition of innovative small and medium-sized enterprises and the characteristics of innovative small and medium-sized enterprises. On the basis of analyzing the connotation of innovative small and medium-sized enterprises, the evaluation index system of innovative small and medium-sized enterprises is constructed by selecting 31 indexes from four aspects: innovation environment, innovation input, innovation process and innovation output. Taking the innovative small and medium-sized enterprises in Hefei as an example, this paper analyzes the present situation of innovation investment, innovation process, innovation output and innovation environment in the current innovation-oriented small and medium-sized enterprises, and based on the survey data of 116 small and medium-sized enterprises in Hefei in the past 11 years, Using the modified principal component analysis method based on matrix singular value decomposition, the evaluation and research system of innovative small and medium-sized enterprises is put forward, and the ranking of innovative small and medium-sized enterprises in Hefei is obtained on this basis. Finally, based on the present situation and evaluation results of innovative small and medium-sized enterprises in Hefei, the author points out that the innovation ability of innovative small and medium-sized enterprises in Hefei is insufficient, and the construction of intellectual property system is unreasonable. The risk management level needs to be improved, the financing channel is narrow, the talent construction system is not perfect, and the following policy suggestions are put forward: to build the independent innovation system in an all-round way, to actively widen the financing channels, and so on. Construct all-round independent innovation risk management system, establish and perfect intellectual property management system, establish effective innovation talent construction system and so on.
