基于合同環(huán)境服務(wù)的環(huán)保產(chǎn)業(yè)項(xiàng)目協(xié)同創(chuàng)新績(jī)效評(píng)價(jià)
[Abstract]:With the development of China's social economy and the adjustment of industrial structure, the role of environmental protection industry in China's national economy has become increasingly prominent, gradually becoming an industry that improves the quality of economic operation, promotes economic growth and raises the level of economic technology. Our environmental protection industry is in the rapid growth stage in the industry life cycle. In order to adapt to the new market environment, a new business model, "contract environment service (CES)", becomes inevitable. Technological progress and innovation play a decisive role in the development of new industries. However, technology and intellectual property rights are the harms of the development of domestic energy-saving and environmental protection industries. In addition, China's environmental protection industry has not yet formed a scale effect, lack of market competitiveness. In order to find a way to solve this problem, this paper chooses the subject of "performance Evaluation of Collaborative Innovation of Environmental Protection Industry Project based on contract Environmental Service", and further studies how to solve the problem of cost payment and service standard under the mode of contract environmental service. Through studying these problems, we can further strengthen the importance and necessity of collaborative innovation in the development of environmental protection industry. In this paper, the connotation of the current contract environmental services, collaborative innovation theory, performance evaluation theory is combed, and analyzes the contractual environmental services collaborative innovation model, performance factors and evaluation requirements. Then, under the background of integrated contract environment service, according to the method of logical framework and literature analysis, this paper analyzes the ability of project service, the ability of project integration, the ability of project innovation, and the level of project management. This paper constructs the evaluation index system of collaborative innovation performance of environmental protection industry projects based on contract service environment in five aspects of the construction level of supporting system of industry, and then, according to the characteristics of index and index system, Fuzzy Analytic hierarchy process (AHP) and lattice order theory are used to evaluate the collaborative innovation performance of the project. In order to verify the scientific and effective performance evaluation method, four cooperative projects of Yongqing environmental protection are selected for evaluation. According to the above research results, this paper puts forward the countermeasures and suggestions to improve the collaborative innovation performance of environmental protection industry projects. This paper takes the environmental protection industry project of the contract environment service mode as the research object, evaluates and controls the environmental protection industry project performance from the angle of collaborative innovation, strengthens the performance management of the environmental protection industry project, and avoids the problem of weakness after the event.
